Town Manager/HR Director Jo McLaughlin, Director, Local Public Access Sue Doherty, Director, Council on Aging Meeting began at 5:30pm with all attendee’s present. Old Business Minutes from January 27, 2020 reviewed Motion by D. MacDonald to accept the minutes presented; Second: E. Arnold Vote: All in Favor Ongoing Business Job Description Review: Jo McLaughlin presented a revised job description for the LAT, Senior Videographer, as discussed in the January 27, 2020 meeting. Revisions included several additions outlining project leadership responsibilities, which better reflect this senior role. Motion: D. MacDonald: Approve SR Videographer role as submitted as a Grade 6 and submit for final approval at next appropriate Town Meeting. 2nd: S. Andrews Vote: All in Favor New Business With the above completion of all LAT job descriptions, we are now able to complete the plan to transition of these contract employees into town employee roles. Each employee will be placed in the appropriate SAP job role and put into the step closest to the current wage they receive, in order to put them appropriately in the SAP salary grid. New Hire forms on each of these LAT employees were completed and signed by the committee members. New Hire Form - Dietary Aide - This role is a SAP Grade 2, and the initial steps are currently below the Massachusetts minimum wage. As the committee has previously acknowledged that although a municipality may hire below that wage, they support Lunenburg having a practice of not employing anyone below the states minimum wage. Motion: E. Arnold: Approve the new hire as a Grade 2 step 5 in order to insure this hire would be above Mass Minimum Wage. 2nd: S. Andrews Vote: All in Favor ===PAGE 2=== Discussion: Principal Assessor - This role is now being outsourced and there is no need to change SAP role at the present time. Seasonal DPW Laborer/Truck Driver - Heather reported that, per this groups previous instructions to the Director of the DPW, he and Heather have reviewed the need to make a change to the current contracted work done by roles like this with the union representatives to insure they support changing this specific role to a town employee role. The union understands the recent need to change the status and supported this change. This impacts specific temporary roles like snow plowing, where previously non-town employees provided the temporary service utilizing town equipment. The state mandates that utilizing town equipment can only be done by town employees. A job description will be prepared and presented at next meeting to determine SAP Grade level. State Minimum Wage - Julie Belliveau presented several salary grade level alternatives that support all employees having a starting wage that is consistent with Massachusetts State Minimum Wage. She included additional alternatives to change the current SAP which has 20 grade levels, down to only 10 grade levels. This would require some "banding" of current roles, but the committee agreed that it was a reasonable alternative to the current longer grid. More discussion will take place as she continues to refine the work. Position Rating Guide - Julie Belliveau also lead a discussion regarding a more formalized position rating guide to utilize for town roles. She provided an example of such a rating system. The committee will continue a review of this topic in future meetings as Julie explores the options available and considers the impact on our current town process. Bilotta to accept and approve the minutes as presented Second D. Fortune Roll Call Vote: All in favor Old Business SAP Longevity Amendment J. Belliveau prepared a spreadsheet that represented the impact this amendment would have on town employees. She explained the process and justification that supported the need of the amendment. She outlined the positions impacted over time in the spreadsheet, comparing the potential change with both the Police/Fire Longevity Benefit and the Clerical Longevity Benefit as outlined in their respective contracts. The proposed amendment would change the benefit from a percent of salary to a flat rate. The Personnel Committee previously recommended approval of the changes, but because they received a request by town employees to re-examine the change, they requested a review of the impact this change would have on employees. A general discussion regarding all the elements of this potential change was reviewed. It was clarified that two contracts had changed the longevity benefit from a percentage to a flat dollar amount during their last contract negotiations and that no employees were grandfathered into the old benefit. Some employees in each of those groups may have experienced some decline in their annual longevity amount due to this change. It was unclear what, if anything might have been ===PAGE 2=== traded off for this change during those negotiations. The SAP town employees are not represented under a contract, so they have no similar negotiation process. Two disputed areas were reviewed (1) should the Clerical Longevity Benefit be the comparison to the SAP Longevity Benefit or should it be the Police/Fire Longevity Benefit (2) should current SAP employees be grandfathered in the current Longevity Benefit and only new employees would be placed in the amended benefit. Several of the visiting attendees expressed their belief that the benefit should not be changed for current employees, and that the comparison to the Clerical Longevity Benefit was not a reasonable comparison, as some of the SAP jobs were a higher level of responsibility then clerical roles. The committee agreed that the department heads should be more closely compared to the Police/Fire longevity amounts which were approved at a higher benefit. Motion by J. Bilotta to grandfather current employees in existing SAP Longevity Benefit, with any new employees participating in the amended benefit, and that the amended benefit utilize the Police/Fire Longevity Benefit for SAP Department Heads and all remaining SAP employees receive the Clerical Longevity Benefit. Bilotta to accept and approve the minutes as presented Second: D. MacDonald Roll Call Vote: All in favor Old Business SAP Longevity Amendment E. Arnold opened the meeting by informing the Committee that he attended the Select Board meeting on Tuesday, March 16, 2021 for the submission of the Personnel Committees Town Meeting Article. The Select Board suggested that the longevity amendment be put on hold until the Fall Town Meeting. The language of the amendment was “confusing”. The Article was written so that department heads would receive the amounts that mirror the Police and Fire Union amounts and any position that is not a department head position would receive longevity amounts mirroring the Clerical Union amounts. The question was asked what qualifies as a department head. There are positions that are management positions, but not necessarily department heads. E. Arnold suggested modifying the Article, rather than using the department head method to assign longevity amounts, go by grade level. For example, all employees in XX grade level and up will ===PAGE 2=== receive the Police and Fire longevity rates, those below that grade level will receive the Clerical longevity rates. Employees hired under the current longevity language of the SAP will remain grandfathered for longevity. S. Andrews pointed out that the Personnel Committee may modify the SAP grid by reducing the number of pay grades and if the number of pay grades were reduced, this would affect the longevity rates if we were to use a grade level based longevity system. E. Arnold agreed that this process would take precedence. J. Belliveau also indicated that was a good point and supported the Select Boards request for the Committee to hold off until the Fall Town Meeting and continuing working on it, and that this meeting is to grant authority to a Personnel Committee member or herself to ask the Select Board to remove the longevity amendment of the Article. Motion by D. MacDonald to grant J. Belliveau the authority to request that the Select Board remove the longevity amendment from the Town Meeting Article. Second: J.
