Bilotta shared that she had been asked that someone from the Committee come to an upcoming Select Board meeting in February to update them on our project goals and progress on the SAP job description update and position rating. She will organize the presentation and arrange for the meeting. Approval of Minutes: Minutes from the January 17, 2024 meeting of the Personnel Committee were reviewed Motion by S. Andrews to accept the minutes as presented for the January 17, 2024 Personnel Committee Meeting Second: J. Bilotta Roll Call Vote: All in Favor (D. Fortune abstained as she had not attended the meeting) Ongoing Business: None New Business The Committee reviewed a new job description created for Police Executive Assistant. This is currently the Public Safety Coordinator in the Police department and classified under the AFSCME Union. Chief Gammel outlined the role and the various elements that were included in this role. The Committee evaluated the job role utilizing the grading tool and determined total points to be 610/ Grade 9. This job description will need to be approved ultimately at Annual Town Meeting as it has not been part of the SAP previously. The Committee then began a review of several of the roles that remained outstanding, some for first time, others that had been amended after an initial review suggested changes. The Payroll & Benefits Coordinator/Risk Managers role had been amended and the group reviewed all the evaluation factors making several changes from the initial review, this review totaled 555/Grade 8. The Assistant Town Manager/HR Directors role had also been amended after an initial review and changes were suggested. The areas changed were: Experience was changed to Degree 5; Complexity was changed to Degree 6, Supervision exercised was changed to degree 4. That changed the total to 720/Grade 11. The DPW Directors amended job description changed in a number of factors. Knowledge/training/education changed to Degree 6, Personal contacts/interactions changed to Degree 6, Confidential Information changed to Degree 4, Occupational Hazards was changed to Degree 4, Work Environment was changed to Degree 3. and Physical Demands was changed to Degree 3, which then changed total to 950/Grade 14. J. Belliveau had prepared a spreadsheet of the salary survey she has been working and shared with the Committee for review. She has received data from 8 comparable towns. Each town submitted data for roles that were similar, not all jobs were represented in each town. More work to analyze this material will be done by the Committee. The Committee reviewed what remaining items in the project were and how we would move to the development of a new grid. The Committee will review the Salary Survey material as well as the updated job grid spreadsheet to assess any anomalies. We have also sought the assistance of a former member of this Committee, with broad experience in compensation planning, to assist in creating the new grid. ===PAGE 2=== The Committee set the February meeting schedule in order to prepare for the presentation to the Select Board and finalization of the project for submission to the Select Board and Finance Committee prior to Annual Town Meeting. Bilotta opened the Meeting at 5:00pm with members noted in attendance Public Comment: D. Fortune read a prepared comment regarding the process the group has undertaken and some of the feedback that the committee has received over its many applications of this process. It has been a complex and emotional effort on everyone’s part and she expressed frustration in some of the negative feedback the committee was receiving, but reiterated the committee’s commitment to completing a fare and equitable project. Chief Gammel also spoke of his displeasure in the adjustments the committee made to one of his job descriptions, as he felt that upon completing the assessment the week before everyone had agreed upon the outcome, and now the committee has independently chosen to make several adjustments that he did not agree upon. A. Moore expressed displeasure that an item she felt should be on the agenda was to be addressed in Public Comment, she also referred to the changes made to the job description that Chief discussed. She also did not support the role being a new position as it was previously in another group, although new to the SAP. She also expressed displeasure that not all the committee’s meeting were being recorded. P. Bertram felt that the committee could not know all the detail work requirements within the police role and the changes made were not correct. She agreed that the roles should be about the work and not the person, and she acknowledged the committee was trying its best to successfully accomplish this project. Approval of Minutes: No minutes were available for review. New Business: None Ongoing Business The committee explored next steps. They reviewed the Winchendon categories and the steps that resulted in the job analysis assessments. There were some issues in the number of levels of work that were identified. As the Winchendon summary resulted in 13 Grade Levels, but we had found support for only 10 Grade Levels used, the group’s initial determination of trying to go from 20 Grade Levels as the SAP now has to going to 16 Grade Levels that were actively utilized for SAP employees, the Winchendon categories were difficult to integrate. More review was needed. The group also reviewed how Lunenburg had applied a COLA over the past few years. The SAP grid had actually been adjusted over the last 6-7 years by an annual adjustment between 2-3%. The current grid allowed for a 3% step increase for most employees within the steps. So by adjusting the grid each year and the step increase, any employee not at step 8 would be receiving approximately 5+%. Those employees at step 8 (maximum) would receive only the adjustment made to the grid, 2-3%. The group then discussed several scenarios of how to move from 20 grades back down to 16 grades. Several options were noted and Julie, Donna and Nancy O’Rourke determined they would work out the costs that any of these options might cost if applied to the 2024 SAP salary grid. One was to drop grade 1, 2, 3 into grade 4. Another was to drop grade one and add grade 17. Another was to drop grade one and then drop step 1 in each grade in an effort to raise the overall grid. J. Belliveau also noted the results of the salary survey she had performed should be reviewed to see impact on various jobs outlined, and how that impacted the SAP salary grid. If there were recommendations to pay retro amounts for 2024, we recognized that there were groups of seasonal employees that would not be active employees currently. Next meeting dates were discussed, given the quickly approaching Town Meeting the group decided to meet again Monday February 26, 2023, to continue this important work. ===PAGE 2=== Public Comment A. Moore expressed displeasure with the committee’s actions regarding transparency and her belief that all working records should be public record. P. Bertram expressed that she felt that some jobs were rated incorrectly. N.O’Rourke expressed her support to assistance to price out various options. J. New Business: None Ongoing Business The committee reviewed the outcome of the various options they had selected for analysis the previous meeting. Nancy O’Rourke, Sue Andrews and Donna Fortune had worked together to put the various options together. Donna outlined the issues identified as the options were reviewed for final submission to committee. Each option was reviewed and the committee debated the outcomes of each. They agreed that utilizing the Winchendon 13 level grid did not seem to transition well into a final option for the project, although agreeing that it had been useful in crafting the job descriptions into a more consistent assessment of each role. They also agreed that the salary survey recently completed was inconsistent as the nature of the roles reviewed might not be similar to the Lunenburg roles and that even though we asked for minimums and maximums some towns only put in one figure, perhaps the actual salary of the employee? So while some interesting information, it could not be reliably utilized to set new SAP grids. The committee decided on two primary results. Dropping Grade 1, leaving each of the remaining grades the way they were and adding a grade 17. Dropping Grade 1 and also dropping Step 1 in the grid, leaving the grid with a 3% step adjustment. Dropping Grade 1 and starting grid at $15.50 with a 3% step adjustment. The committee agreed that FY2025 would be adjusted differently and also agreed that there were possibly half a dozen jobs that the committee might support being given a level adjustment as a result of the job description reviews. Next meeting dates were discussed, given the quickly approaching Town Meeting the group decided to meet again Monday March 11, 2024 to continue this important work. A second meeting option, if needed was Wednesday March 13, 2024. The committee was asked to review which job roles they might consider needed to be upgraded and be prepared to discuss at next meeting. Nancy agreed to take the options outlined and prepare a cost assessment on each for the committee’s review. Public Comment Nancy O’Rourke advised the committee that she had reviewed previous SAP salary adjustments and that FY18 had been a 6% change to the grid, but there had been no adjustment for a few years previous to that, and since then it had been between 2%-2.5% adjustments to grid each year since. Andrews to approve the minutes of the February 11, 21 and 26, 2024 meetings as submitted Second: D. Fortune Roll Call Vote: All in favor Ongoing Business Examine Grid Options – The committee reviewed the cost structures of each of the three scenarios they had chosen to more fully examine with Nancy O’Rourke’s assistance. The option to drop Step one in the current grid and keep the 3% step alignment resulted in approximately $49.7K retroactive cost to the FY2024 SAP salary budget. The group all supported this effort. There was discussion regarding the need to upgrade the grid given the market changes and the significant difficulty we have seen in hiring and retaining employees in our municipality. The next option was to start the grid at $15.30 per hour and keep the 3% step alignment resulted in approximately $$78.6K retroactive cost to the FY2024 SAP salary budget. This option was similar to first option, and although acceptable, the general discussion was that it too might not be enough. The last option was to drop Grade one as the only employees in that grade would be upgraded to grade two as a result of our job level review. That option resulted in approximately $22.2K retroactive cost to the FY2024 SAP salary budget. As they did little for the majority of SAP employees the group felt it did not correctly move the salary grid forward to address our outstanding issues. Julie Belliveau offered a new option that would start the grid at $15.50, keeping the 3% step alignment, but also considering adjusting several grades that would support growth in the upper levels. That was a recommendation that the original consultant had made to the committee. The group agreed that she and Nancy should continue their assessment of this option including the cost to FY2024. The group then addressed the issue of outliers. The committee agreed that each of the elements of this project had offered valuable data and collective supported its outcomes. The consultant, although not going far enough offered a variety of market assessments to our current jobs, a start of structuring job descriptions better and an over view of compensation theory that was current playing out in municipalities. The system grading system we then utilize to better address the job descriptions gave us a uniform set of evaluation criteria that improved consistency. The actual grading system was too constraining and did not provide solid support for level assessment. The compensation survey that was recently done included 8 towns and a variety of job roles we sought comparison for. While some of the information was useful, it too did not answer all the questions as comparing how jobs actually compared to each other was not always clear. The group found that by using the various data from each of these efforts helped to address how the group should proceed. It was clear that by whatever means examined our SAP grid did not adequately meet the needs of the marketplace salary changes. They also identified that the recent salary grid changes to the Clerical Union grid must be factored in. The new contract covering FY24, 25 & 26 created some significant disparities with the SAP employees that are in similar roles. As their contract covers a retroactive pay adjustment for FY24 and then new grids for FY25 & FY26, they have set a new target that the SAP must keep in its focus. The committee identified several roles that they would recommend be considered for a raise to their SAP grade levels. Library Page from Grade 1 to Grade 2; COA Meal Site Manager from Grade 6 to Grade 7; COA Outreach ===PAGE 2=== Coordinator From Grade 7 to Grade 8. There was one remaining role that the team needed to research more fully, the PACC Manager. That role will be examined at the next meeting. New Business The job description for the Police Executive Assistant was previously provided at an earlier meeting. This position is currently part of the Clerical Union, but now needs to be added to the SAP. As the position had been reviewed during this project, and comparing to comparable comps, the group supported its placement at Grade 10 in the SAP. Motion by D. Fortune was made to place the Police Executive Assistant in the SAP at Grade 10 Second: W. Bertrand Roll Call Vote: All in Favor Sick Leave – J. Bilotta advised the group that an employee is questioning a potential gap in the SAP regarding sick leave. The request brought to light that the Sick Leave Policy in the Lunenburg School Union was different than the one outlined in the SAP. The difference was how the use of sick time would be applied. The school union allows the utilization of sick time in cases of childbirth/adoption for non-birthing parent, the SAP does not. The committee agreed there was not reason to have different applications of this process and supported that the SAP policy be amended to include similar language. J. Belliveau will propose new language to this policy. We will review the potential changes at the next meeting. Next meeting, Wednesday March 13, 2024 will include final assessment of options for new FY24 & FY25 SAP salary grids, determination of final outliers to recommend be adjusted, sick policy review, creation of warrant articles for Town Meeting and delivery of proposal to Select Board. Public Comment N. O’Rourke clarified how sick time and vacation was utilized and suggested personnel time be taken initially followed by sick time as the amended policy on sick be considered. Pauline Roy asked for an update on the progress of the group to assess changes in how vacation time was managed. This was a topic that the group had discussed several times and understood it may need to be amended, but no progress has been made on an outcome. The committee acknowledged the job description project had taken the majority of its focus, but agreed to examine for a potential fall warrant. There were no committee comments. W. Bilotta opened the Meeting at 5:02pm with members noted in attendance Public Comment: Ana Lockwood spoke regarding her support to allow the job title of Beach Director to remain. She was concerned it would not be well received. J. Bilotta agreed and said that the Committee agrees to leave it as Beach Director. D. Fortune acknowledged and thanked Nancy O’Rourke for all the work she had undertaken to calculate the impact of each of the various FY24 & FY25 salary grid scenarios that the Committee explored over the last few weeks. The Committee was grateful for her continued support. Approval of Minutes: The minutes of the March 11, 2024 were reviewed and it was noted that there was one adjustment needed to amend and correct the date of the February 26, 2024 meeting. Motion by W. Bertrand to approve the amended minutes of the March 11, 2024 meeting. Second: D. Fortune Roll Call Vote: All in favor Ongoing Business The Committee reviewed the grade classification for the PAC Manager. This role had been previously reviewed and the Committee felt it was not adequately leveled. D. Fortune had researched other towns with this role and discovered that many towns had changed the organizational structure of this groups work to move it into a separate non-profit organization and that might be why we could not find any survey material compatible to the role. The Committee unanimously agreed that they would recommend to the Town Manager that this role be upgraded from an SAP Grade 11 to an SAP Grade 12. Motion by S. Andrews to recommend that the Town Manager consider a grade change be made to the PAC Manager from a SAP Grade 11 to a SAP Grade 12. Second: D. Fortune Roll Call Vote: All in favor J. Belliveau reported that she had discussed all the previous recommendations for SAP grade changes with appropriate management leaders. The COA Director felt that the change recommended for the COA Outreach Coordinator should be one grade higher than the grade the Committee was recommending. The Committee discussed the input but did not feel a second grade change was warranted at this time. All other management leaders supported the recommended changes. New Business The Committee again reviewed the SAP salary grid options they had selected for final review. With Nancy O’Rourke’s assistance in preparing the cost model for each, the Committee examined each options goals and the financial impact each would have for the budget. Each option had a component that would provide a retroactive pay adjustment to the FY2024 salary budget. Prior to the FY2024 budget year, the group had recommended and gained approval for a 2.5% grid adjustment for the FY2024 SAP salary grid. The current FY2024 SAP salary grid reflects that change. The group explored each option with the help of spreadsheets outlining costs, changes to grid, and changes to some SAP levels. The group determined that this group was paid below many other towns in comparable roles and also below the employees in Lunenburg’s Clerical Union. Their recently approved annual contract renewal for those in similar roles, showed a significant disparity over the terms of their three year contract. ===PAGE 2=== Based on market adjustments, the Committee agreed that they supported adapting the FY2024 SAP salary grid by starting Grade 1, Step 1 at $15.50 and leaving changes to steps at 3% per step. This would cost approximately $89,771.61 in retroactive pay to the FY2024 budget. They then agreed to support dropping Step one from the FY2025 SAP salary grid, and continuing the 3% change per step, and adding an increase to the grid of 2.5% for FY2025 SAP salary grid. This would cost approximately $110,948.87. A motion by W. Bertrand to recommend that the Town retroactively adjust the current FY2024 SAP salary grid starting with $15.50 at Grade 1, Step 1, and leaving a 3% step adjustment. This would require a retroactive pay adjustment to SAP employees for their FY2024 pay year. To also recommend that the FY2025 SAP salary grid drop step 1 from the grid, continue the 3% change per step and add an increase to the grid of 2.5%. Second: S. Andrews Roll Call Vote: All in Favor The Committee reviewed J. Belliveau recommendation for rewording of the Sick Leave section of the Salary Administration Plan, updating it for inclusion of broader application of how sick leave might be utilized. This was discussed at the March 11, 2024 meeting when the Committee realized that the application of this benefit was not delivered in the same manner as the similar benefit for those in the Lunenburg School contract. A motion by D. Fortune to adopt the recommendation of J. Belliveau for the change that will update the SAP Sick Leave Policy. Second: S. Andrews Roll Call Vote: All in Favor The Committee then reviewed and finalized the wording for the Warrant that will be presented for the May 4, 2024 Town Meeting. J. Belliveau provided a recommendation for each article. A motion from W. Bertrand to accept the recommendation for Article X, which outlines several job roles that the Committee recommends for grade level changes and including the recently recommended change to the PACC Manager. Second: D. Fortune Roll Call Vote: All in Favor A motion from D. Fortune to accept the recommendation for Article XX which outlines changes to the SAP Salary Grid for FY2024 and FY 2025. Second: W. Bertrand Roll Call Vote: All in Favor A motion from S. Andrews to accept the recommendation for Article XXX which outlines changes to the SAP regarding the use of sick leave, for SAP employees. Second: D. Fortune Roll Call Vote: All in Favor The Committee discussed next steps to forward the groups recommendations to the Town Manager, Select Board and the Finance Committee for their review. Julie will prepare the recommendations into a formal package to deliver to the Town Manager, who will then provide it to the Select Board and Finance Committee. Committee members will make themselves available to each of the groups for questions regarding the recommendations made. Next meeting will be scheduled for April 30, 2024 at 5:00pm, unless a sooner meeting is needed. Public Comment P. Roy asked for an update on the Committee’s review of calculation of the SAP vacation accrual. This topic was brought up and previously discussed, with a commitment from the Committee that they would further assess and review potential changes to this practice. J. Bilotta acknowledged that the job description project just completed had fully overtaken the group, but acknowledged she would ensure the Committee returns to a review of this policy application. There was no public comment from Committee members. D. Fortune made a motion to adjourn the meeting at 5:50pm Second: S.
