Burney Land Use Director Minutes Public Hearing 270 Electric Avenue May 11, 2015 Meeting Posted: Yes Time: 6:35 PM Place: Town Hall, 17 Main Street, Lunenburg, MA 01462 Present: Joanna L. Bilotta-Simeone, Nathan J. Lockwood, Damon McQuaid, Kenneth Chenis, Matthew Allison, Adam R. Burney Vice Chair N. Lockwood opened the Hearing with the reading of the statutory notice published in the Sentinel and Enterprise on April 27 and May 4, 2015. The Hearing is to hear and discuss an application for a development plan review under Section 8.4. of the Protective Bylaw of the Town of Lunenburg for construction and operation of a self -service storage facility at 270 Electric Avenue, Map 93, Parcel 72. Project currently in review with Graves Engineering Inc. Worcester, MA with a review expected by next Board meeting on June 8, 2015. Applicant/owner Richard Bursch gave an overview of the project. The area is approximately three (3) acres and zoned Commercial. The greenhouses currently located on the site will be removed and replaced with self -storage units. Buildings will be pre-manufactured steel. Site will consist of indoor units for rent to the general public for the purpose of storage. There will be no outside storage. Buildings A and B will be climate controlled. Access to all buildings (A, B, C, D, and E) will be from the back of each building. There will be a small office for management and operation of the facility. Access will be via a locked entry gate with individual key codes during normal operating hours. After -hours access will be only for site management and emergency vehicles. Public access is located on Electric Avenue/Rt. 13 at the peak of the hill to allow for sight distance both entering and exiting. Project Engineer Whitman & Bingham Associates (WBA) did a sight line study. The current site has shallow infiltration and the majority of runoff will be onto the greenway with only one building draining onto the blacktop. Detention pond locat ed at back of site. The sewer stub is located across the street from the Electric Avenue entrance. Under MA Building Code f ire sprinklers are required in the two large buildings . A fire hydrant will be located on West Street adjacent to the emergency access. R. Bursch anticipates renting the back two buildings for car storage , which will require a fire wall . Anticipated hours of operation will be 7:00 AM to 8:00 PM. All buildings are single story. There will be landscaping completely around the property line for the benefit of abutters. All buildings will have ¼ pitch roofs. K. Chenis concerned with simultaneous incoming/outgoing traffic. R. Bursch responded that per J. Rodriquenz, DPW Director , self-storage is considered a low -traffic use with approximate ly 80 visits per day. The entry gate will be located approximately 90 feet from the edge of the road. Ten parking spaces are designated. M. Allison inquired as to snow storage. Front parking spaces will not have fixed curbs so snow can be pushed off th e front of the building. There will also be a straight push through from the entrance to the rear of the site. Snow can also be moved to the northwest and southwest corners of the site. Climate- controlled buildings will be heated to 50 degrees and coole d to 80 degrees. D. McQuaid inquired as to façade compliance under Protective Bylaw of the Town of Lunenburg , § 4.6. §§ 4.6.5. Design Standards. There is no distinct design in the Whalom area. R. Bursch is trying to keep with the area landscape. N. Lo ckwood opined that the plans didn’t fully capture the shape and construction of the buildings and wanted to know what the buildings would look like from the street. M. Allison inquired whe re the water tie-in would be. Off West Street with an eight inch main at the request of the Water District. There is also a one inch tie -in off Rt. 13. ===PAGE 2=== Minutes 270 Electric Avenue Hearing 05.11.15 No public comment. Burney Land Use Director Minutes Public Hearing (cont’d) Highfield Village May 11, 2015 Meeting Posted: Yes Time: 7:20 PM Place: Town Hall, 17 Main Street, Lunenburg, MA 01462 Present: Joanna L. Bilotta-Simeone, Nathan J. Lockwood, Damon McQuaid, Kenneth Chenis, Matthew Allison, Adam R. Burney Vice Chair N. Lockwood opened the Hearing continuation with the reading of the notice published in the Sentinel and Enterprise on October 27 and November 3, 2014. Hearing is to hear and discuss a definitive plan per the Rules and Regulations Governing the Subdivision of Land and Section 5.6. Cluster Development of the Protective Bylaw of the Town of Lunenburg for construction of sixty-six (66) dwelling units off the south si de of Northfield Road between Massachusetts Avenue (Map 057, Parcel 0031) and Northfield Road (Map 037, Parcel 0009). J. Godfrey reported to the Board that Project Engineer K. Oldfield will be unable to continue on the project. He has hired Whitman & Bingham Associates (WBA) as the new project engineering firm and also retained Attorney Paul Haverty of Blatman, Bobrowski, Me ad and Ta lerman. Atty Haverty, representing J. Godfrey, is concerned with the project moving forward expeditiously and also conce rned with there being enough members left on the Board after Town Election to continue this Hearing. He requested the project be continued for 2 -3 months for the benefit of the new engineering firm. The Hearing will be re-noticed at the applicant’s expense to allow the Board in place to be able to vote. This will “re-set” the process and information will be presented as if starting over. There was Board discussion as to having the applicant withdraw and submit a new application versus continuing the Hearing. J. Godfrey does not want to withdraw his application and pay filing fees again with a new submittal. A. Burney noted that the Board can waive the fees if it so desires. He also noted that the Board will receiv e well- reviewed information from WBA. The EIR is state-approved so it won’t really change. As part of the continuance, the Board can request J. Godfrey look at the newest possible data and plug it into the current Traffic Study. K. Chenis noted traffic counts were done in 2008 and 2010 , showing an 11% increase during that time frame. The Traffic Study was done in 2009 with data from 2007. The Board requested updated traffic counts as part of the resubmittal. J. Rheault , WBA, supports an extension request to the Board. WBA will do a compl ete project audit; going through all information. The firm was the original engineering firm for this project and therefore already has data available. Atty Haverty request ed a three-month extension. A. Burney recommended the Board extend to the first m eeting in September (September 14). N. Lockwood inquired if various State filings would have to be resubmitted under the new engineer firm and if WBA is refining the current documents or changing the plans; they will address the deficiencies in the current plan. A. Burney noted to the Board they will still receive the same information whether an extension is granted or the applicant has to submit a new application. ===PAGE 2=== Minutes, Highfield Village continuation 05.11.15 Page 2 Atty Haverty noted if the Hearing is kept open, there can be a continuing line of communication between the Planning Office and both engineering firms. No comments from the public. Motion to continue Hearing to September 14, 2015, 6:35 PM, J. Bilotta -Simeone, Second, K. Chenis. Di scussion- M. Allison inquired if a continuance can be made conditional . He recollected that at the last continuance it had been discussed if review comments were not addressed by this meeting, the applicant was to withdraw. He also opined that the Town i s not benefiting by granting an extension. Motion amended to include abutter notification, J Bilotta -Simeone, Second, K. Chenis, Roll Call Vote - M. Allison, nay; K. Chenis, aye; D. McQuaid, nay; J. Bilotta-Simeone, aye; N. Lockwood, aye. Vote passed 3-2. Hearing recessed 8:00 PM. Burney Land Use Director Minutes Informational Meeting 10 Massachusetts Avenue July 13, 2015 Meeting Posted: Yes Time: 6:35 PM Place: Town Hall, 17 Main Street, Lunenburg, MA 01462 Present: Damon McQuaid, Matthew Allison, Kenneth Chenis, Gregory Bittner, David Prokowiew, Adam R. Burney The Informational Meeting opened with the Chair reading the legal notice published in the Sentinel and Enterprise on July 6, 2015. The Meeting was to hear and discuss an application for devel opment plan review under Section 8.4. of the Protective Bylaw of the Town of Lunenburg for a used car lot at 10 Massachusetts Avenue. Applicant is Adnan Inayat, dba Premium Motors. A. Inayat ’s proposal is to sell eight (8) used cars at the front of the b uilding located at 10 Massachusetts Avenue. He received a Special Permit from the Zoning Board of Appeals on July 8, 2015 for the storage and display of eight (8) motor vehicles. A. Inayat does not intend to stripe the spaces , but would do some landscapi ng. He also wants to keep one or two cars at the rear of the building so when one out front sells he can immediately replace it with another vehicle. Board members voiced concerns with the 20 foot setback and how the right -of-way was determined. A. Inay at responded that he had conferred with the Building/Zoning Official, Michael Sauvageau and was told from the edge of the road . There are two other businesses located on site and the Board members were concerned with the impact to customer parking. A. Inayat responded that he has seen only 1 -2 vehicles there at a time. There are no pavement markings or handicapped spaces on site. Generally, the vehicles he purchases from auction will be individually driven to the business. If he purchase s two or three vehicles, they would come on a small trailer; not an 18 -wheeler. Vehicles would be delivered after normal business hours. D. McQuaid inquired if A. Inayat had an agreement with the owners of the medical building located across Massachusetts Avenue for un loading of vehicles. No. If A. Inayat cannot get a flatbed on site to unload, A. Burney is not comfortable recommending Board approval. K. Chenis requested a parking plan indicating how all parking will be shared with the three businesses. A. Inayat noted his customers would be by appointment only. D. McQuaid asked for comments from the public. Francis Dower, Merrill Street, Fitchburg - Owner of FunStuf Rentals - Rents two building located at 4 (warehouse) and 10 (storefront) Massachusetts Avenue. He is concerned with fire safety access due to the number of cars that will be displayed for sale at the front of the building and the one to two vehicles A. Inayat wishes to store at the rear. The attic business sometimes has five to six customer vehicles at a time , which fills up the parking area . If A. Inayat’s clients park in front of the chain gates located to either side of the building, this will obstruct the FunStuf trucks from entering/exiting the rear of the building. He stores three (3) pickup t rucks at the rear of the building. The tenants have no written agreement with the property owner as to parking spaces. He noted that even though A. Inayat said his customers would be by appointment only, it is common for drivers to spontaneously stop and check out vehicles that are for sale. A. Burney inquired if there would be the possibility of formalizing an agreement and also inquired if F. Dower felt th ere was the possibility of storing some of the eight (8) cars in addition to his trucks at the buil ding rear . K. Chenis inquired if the parking was marked and he had access to the rear of building, would he be satisfied with his parking needs. Yes. ===PAGE 2=== Nick Kendall, 535 South Street, Fitchburg - Owner of Barbara’s Attic- He opined that A. Inayat was not truthful at the Zoning Board of Appeals hearing and disagreed with A. Inayat stating that the property owner said he could park cars there. N. Kendall has had the attic business there five to six years and at times there have been six (6) customer vehicles. He also needs access to the rear of the building for large pieces of furniture. K. Chenis inquired if the parking spaces were marked, and there were up to six (6) spaces available for his business, would that satisfy N. Kendall. Yes. The Board would like to see a parking plan showing where the vehicles will be parked, and a signed agreement from the property owner endorsing the proposed parking . The plan should include employee parking for all business es and also parking at the rear of the building to include a common area. M. Allison requested to see the square footage of the retail floor area as parking spaces are based on same. A. Burney will clarify how the setback was determined with the Building/Zoning Official. Plan needs to be received in the Planning Office by July 23rd. M. Allison, Motion to continue Informational Meeting to July 27, 2015, 6:3 0 PM, Second, D. Prokowiew, all aye. Burney The Informational Meeting , continued from July 13, 2015, was to hear and discuss an application for development plan review under Section 8.4. of the Protective Bylaw of the Town of Lunenburg for a used car lot at 10 Massachusetts Avenue. Applicant is Adnan Inayat, dba Premium Motors. At the July 13 th meeting, the Board requested the Applicant provided a scaled parking plan showing both customer and staff parking, to include parking at the building rear. A parking plan was provided along with a Tenant Agreement letter signed by all tenants of the site and the property owner. M. Allison apologized to the Applicant for an improper character assessment by one of the tenants at the July 13th meeting. Fourteen (14) parking spaces are on site; the Applicant is requesting ten (10) of them. A no parking area will be designated in front of the rear access. The Applicant does not plan to stripe the parking spaces or the loading zone a rea. Parking spaces are 9 x 20 feet and at least one of the spaces should be a handicap parking space. Andrea Adams, 39 Pleasant Street - Presented letter to the Board (on file in Planning Office) urging the Board to be comfortable with the parking situ ation. She also noted to the Board that the Fallon Medical Clinic across Massachusetts Avenue is actually located in Fitchburg and that the Applicant needs to investigate whether the off -loading of vehicles would be permitted by that facility’s permit. ( The Applicant had mentioned at the July 13 th meeting that he had an agreement with the medical building for the offloading of vehicles.) The Applicant noted to avoid that issue, he no longer plans to offload vehicles in the medical building’s parking lot. Lance Rozell (property owner) - Noted that the other two businesses on site do not have a high number of customers. The rear of the building is used only by the tenants. Frank Dower, FunStuf Rentals- His concern at the July 13th meeting was that he has access to the back lot where his warehouse is located. Under the parking agreement with the tenants, the drive to the rear will be clear and he is comfortable with the customer parking at the front of the building. The Applicant wishes ten (10) space s; eight (8) for the sale vehicles, one for himself and one for a customer. He no longer needs parking at the building rear. The Board discussed possible conditions they wanted placed on the Approval. Stripe the parking spaces to be in compliance with the Massachusetts AAB (Architectural Access Board). Denote one handicap parking space . Vehicle delivery between 9:00 AM and 6:00 PM. Vehicle delivery will not block access to rear of building. No loading/unloading within the State layout. ===PAGE 2=== Minutes, 7-27-15 Informational Meeting (cont’d), 10 Massachusetts Avenue Pg 2 M. Allison, Motion to approve with outlined conditions: Parking is striped in accordance with the fourteen (14) spaces shown on the Plan. Burney Chair D. McQuaid opened the Hearing with the reading of the statutory notice published in the Sentinel and Enterprise on August 10 and August 17 , 2015. The Hearing is to hear and discuss a n application for a special permit under Section 4.12. Lake Whalom Overlay District of the Protective Bylaw of the Town of Lunenburg for 22 townhouse units at 274 Prospect Street , Map 98, Parcel 10. Presentation by Project Engineer Mark Piermarini, Whitman & Bingham Associates . Project consists of 22 townhouse units on 3.53± acres. Six units will directly access Pond Street, with an internal road between Pond and Kimball Street for the remai ning 16 units. The project area consists of slopes which start from the northeasterly corner of the site at the corner of Pond and Kimball Streets and then drain toward the southerly end of the site to existing drop inlets along Prospect Street. A detention basin is located on the west side of the site which will be exiting into the exist ing drop inlets. There is a sewer main through the site which will connect into a main on Prospect Street. As a result of the July 28, 2015 In House Tech Meeting, a “parking on this side of road only” sign will be placed on the inte rnal street. Stop signs will be placed at both ends of the internal street. There will be an external drop to the sewer manhole. M. Allison noted the retention basin overflows to a catch basin with the outflow going directly to Lake Whalom in the middle of two swimming areas. This requires a one-inch recharge instead of a half-inch. M. Piermarini noted there is plenty of recharge in the retention basin. The proposed project ha s received a Notice of Intent approval from the Conservation Commission. G. Bittner asked for b uilding height. Developer Daniel Gardner (Greener Living Luxury Homes) and M. Piermarini noted thirty (30) feet from foundation to ridge. All units are three bedrooms as opposed to the two bedrooms noted in the In House Tech Meeting. Reviewing Engineer Jeffrey Walsh noted his initial review letter of August 14, 2015. He is currently reviewing plan revisions as a result of his review. The Sewer Commission has requested he also look at the sewer design in compliance to the sewer regulations. His second review will encompass both a Planning and Sewer review. The plans proposed a driveway length of twenty ( 20) feet; J. Walsh recommended twenty-two ( 22) feet. The existing water main in Kimball Street is six (6) inches in diameter and two service connectio ns are proposed off this main . J. W alsh recommended the applicant move the southern connection point from Kimball Street to the eight (8) inch diameter main located in Prospect Street. This connection will better serve the proposed project as well as the current residents north and east of the Kimball/Pond Street intersection . (This would be addressed by the Water District. ) J. Walsh addressed M. Allison’s concern as to a one -inch recharge , noting a swimming beach is considered an area of critical sto rmwater management and the applicant is obligated to demons trate they can capture and treat one inch of runoff from impervious areas as they are discharging to a critical area . Because the site drains down to a large swale, any stormwater generated from the site would pass through the grass swales and then into the infiltration system. He opined they m eet the one-inch water quality. Treatment occurs in the infrastructure. M. Piermarini noted that both J. W alsh and the Conservation Commission requested two additional lines of erosion controls be added to the plans. ===PAGE 2=== Minutes 08.24.15 274 Prospect Street Public Hearing Page 2 Wayne Travis, 24 Kimball Street - Inquired if parking would be restricted on Kimball Street. M. Piermarini noted they cannot restrict parking on a public way; only within the development. Ten (10) visitor spaces will be provid ed for the development. A. Burney noted that i f brush on Kimball Street is cleaned up on the a pplicant’s property it will make Kimball Street seem wider. The applicant has the right to apply for a curb cut; which will be up to DPW to approve. Lois Lewis, 389 Sunny Hill Road - As a property owner on Kimball Street, she is concerned with the increase in parking, population, and demands on the Town’s emergency services. Lynn Major, Town Beach employee– Concerned with parking and traffic as individuals using the Town Beach park along roadway during the summer months. Jill Normandin, 36 & 38 Kimball Street- Concerned with having a “high volume” development in this area, impact to Town Beach, Impacts to traffic and property values, and sewer capacity. D. McQuaid noted these are not thirty (30) foot buildings; with the land topography he opined they are closer to forty (40) feet and asked for a more accurate building elevation. Applicant responded they meet the building code. Sharron Albert, 5 Pond Street- Concerned with the proposed project changing the neighborhood aspect of the area, and traffic in regards to children exiting Town Beach and crossing the road. Brad Kennedy, 17 Crocker Avenue - As a member of the Conservation Commission he noted that on August 19, 2015 the Commission gave the applicant approval for wetland act issues . He is c oncerned with individuals wanting a dock/marina. M. Piermarini responded that has been taken off the plans. If they decide to move ahead with a dock in the future, they will have to again appear before the Board and the Conservation Commission. Paula Bertram, 312 Townsend Harbor Road- The proposed project doesn’t fit the character of community. She encouraged the Board to listen to the residents. She was also concerned with sediment coming into the swimming area at the Town Beach. Kimberly Kingerski, 8 & 32 Kimball Street- The proposed project is not beneficial to the community. Jill Normandin – Would like to see it scaled down. Wants more time to learn about the development. M. Piermarini noted that the building elevation is thirty-six (36) feet, four (4) inches from g round to peak. A. Burney stated that thirty-eight (38) feet is the allowable height. Lois Lewis – Would a traffic study be appropriate? There was Board discussion as to what issues they wanted addressed for the continuation. A closer look at the density; what is the overriding bylaw? Explanation of sewer capacity from Sewer Commission in relation to three (3) bedrooms per unit. Does the Lake Whalom Overlay District override Section 5.0. Dimensional Regulations? Issue of traffic; possible negotiation with applicant, e.g., widen sides of Kimball and Pond? Sheet #2, Grading and Drainage, indicates proposed dock. M. Piermarini will remove from plan. Drainage from Pond Street and presence of C type soils. M. Piermarini noted d rainage has been designed according to DEP standards. Post- development rates are less than the pre- development rates. Hearing recessed at 8:10 PM. Motion, M. Allison, to continue to September 28th, 6:35 PM, Second, K. Chenis, all aye. Burney Land Use Director Minutes Information Meeting 339 Electric Avenue September 14, 2015 Meeting Posted: Yes Time: 6:35 PM Place: Town Hall, 17 Main Street, Lunenburg, MA 01462 Present: Damon McQuaid, Matthew Allison, Kenneth Chenis, Gregory Bittner, David Prokowiew, Adam R. Burney Chair D. McQuaid opened the Information Meeting with the reading of the statutory notice published in the Sentinel and Enterprise on September 7, 2015. The Information Meeting was to hear and discuss a site plan review under Section 8.4. of the Protective Bylaw of the Town of Lunenburg for a pet service facility at 339 Electric Avenue, Map 93, Parcel 55. Presentation by project engineer Nicholas Pauling, Goldsmith, Prest & Ringwall, Inc. Applicant is 3 39 Electric Avenue Corp., represented by Kelly Pearson. The proposal is to demolish the existing monument company and construct a 6,400 square foot mixed-use commercial building contain ing both a pet service facility and the monument company. Ten parking spaces will be located at the front of the building. The Applicant was granted a use permit by the Zoning Board of Appeals on September 9, 2015. Reviewing engineer Jeffrey Walsh, Graves Engineering, Inc. was unable to attend the meeting ; his August 31, 2015 review letter was previously provided to the Board. N. Pauling had not yet responded to the review letter, as he is awaiting comments from other Boards/Commissions before revising the plans. J. Walsh is also doing the review for the Sewer Commissi on, which is currently in process. M. Allison opined that the parking calculations of 5.1 for the retail (monuments, pet retail and grooming) and 3.9 for the pet care area should be rounded individually. G. Bittner inquired as to number of staff; five at full strength. Jill Normandin, Central Mass Motorcycles, 321 Electric Avenue - concerned with pet waste disposal and noise. N. Pauling responded that pet waste will be gathered up and put into garbage cans and then into a dumpster. The dogs will be under direct supervision during the hours of operation. There will be a six -foot high chain link fence surrounding the pet play area. Slats are proposed for the fence. The play area will be pervious synthetic turf. M. Allison questioned dog hair in drains; being addressed with the Sewer Commission. The grade prohibits separate ingress and egress; therefore the Applicant is requesting a waiver from Regulations of the Planning Board of the Town of Lunenburg Governing the Design, Construction, and Maintena nce of Off Street Parking and Loading Areas, Section 2.5.3. for the entrance drive to be graded at 3% within thirty (30) feet of the edge of pavement instead of the required fifty (50) feet. A portion of the existing curb cut will be reconfigured to provi de a temporary stopping area for truck unloading and bring stones onto the site. Monument deliveries will be when the other uses are closed. ===PAGE 2=== Minutes, 09.14.15 Public Hearing, 339 Electric Avenue Page 2 D. McQuaid suggested , and the applicant was amenab le to, an eight -foot solid fence for the benefit of the abutters. He also requested consideration of articulated building façade to meet the character of the surrounding area as noted in Protective Bylaw of the Town of Lunenburg, Section 4.6.5.2. N. Paul ing distributed a façade schematic to the Board. Proposed sidewalk overhang extends 4-5 feet. D. McQuaid would like to see lower overhangs for better sidewalk protection and more articulation e.g., covered entry way. Free-standing, internally lit sign will be located in the southwest corner of the site. K. Chenis inquired as to snow storage; proposed in the southeast and northwest corners of the site. The site meets the required 100 foot frontage, but does not meet the lot width of 150 feet due to it s triangular shape. For this reason the side setbacks have been reduced six inches per substandard foot making the side setbacks 7 ½ feet instead of the required 20 feet. The Applicant is requesting the following waivers from the Regulations of the Pla nning Board of the Town of Lunenburg Governing the Design, Construction, and Maintenance of off Street Parking and Loading Areas: Section 2.1.2. – Setbacks; as an exterior loading bay is proposed between the side of the building and side yard setback due to lot shape. Section 2.4.1.- Screening; reducing twenty-five (25) foot landscaping down to nine (9) feet for screening of the loading bay due to its location. Section 2.5.3. – Driveway and/or Service Road; putting a maximum slope of 6% vs 3% due to existing grade of Electric Avenue. Section 3.3.1. – Curbing, Wheelstops and Islands; to request landscaping bushes in lieu of curbing/wheelstops due to site grade. M. Allison noted that Protective Bylaw of the Town of Lunenburg Section 4.6.5.2.j) requires parki ng to the rear or side of building(s). Applicant to request a waiver. Motion to continue Information Meeting to September 28, 2015, 6:35 PM, Town Hall, M. Allison, Second, K. Chenis, all aye. Burney Chair opened the Hearing with the reading of the notice published in the Sentinel and Enterprise on August 31 and September 7, 2015. Hearing is to hear and discuss a definitive plan per the Rules and Regulations Governing the Subdivision of Land and of the Protective Bylaw of the Town of Lunenburg Section 5.6. Cluster Development for construction of sixty-six (66) dwelling units off the south side of Northfield Road between Massachusetts Avenue (Map 0 57, Parcel 0031) and Northfield Road (Map 037, Parcel 0009). Developer John Godfrey noted to the Board the change in engineering firm. Attorney Haverty of Blatman, Bobrowski, Mead and Talerman noted to the Board that the Hearing had been re -noticed and will be presented as a new submittal, thereby allowing all Board members to vote. Project engineer Jamie Rheault, Whitman & Bingham Associates (WBA) presented plans to the Board. He noted that WBA went through the April 6, 2015 review letter from Davi d Ross Associates and made changes to the plan in accordance with that letter. WBA will be meeting with David Ross Associates on September 18 th for discussion and then the plans will again be revised and submitted to Ross Associates. Drainage and traffic reports will also be submitted. J. Rheault gave a brief overview of the proposed development. Two lots comprise the site; 961 Northfield Road (Map 037, Parcel 0009) and 361 Massachusetts Avenue (Map 057, Parcel 0031) , totaling approximately178 acres. Zoning is Residence A, which requires 40,000 square feet per lot, but the application was submitted under Protective Bylaw of the Town of Lunenburg , Section 5.6. Cluster Development, which reduces required lot size to 30,000 square feet. There will be 59 acres of open space. Three roadways are proposed within the development; Highfield Road (forming a loop) entering/exiting the development, and two cul-de-sacs, Wachusett Way and Summit Circle. The development design is the same basic design as from the previous engineer. Gas and water mains will come from Massachusetts Avenue via easement. Sewer will be an 8 -inch gravity line throughout the entire site and then running cross country to Maple Parkway and White Street . There will be ten (10) detention basins, utilizing LID (low impact development) as much as possible . WBA will invite both David Ross Associates and A. Burney to witness the percolation testing. The Sewer District line runs through the property . From the Sewer District line to Northfield Road a dry sewer will be installed running all the way to Northfield Road in the event there is any future extension of the s ewer line or development of lots. A force main will also be installed. The site has two wetland crossing s on the proposed roadwa ys; WBA designed bottomless culverts and lowered amount of fill. A Notice of Intent (NOI) will be filed with the Conservation Commission. WBA plans on altering only 90 square feet of wetlands in order to provide a gravity sewer connection from one of the house lots to the sewer main. WBA will replicate those wetlands. ===PAGE 2=== Minutes 09.14.15 Highfield Village Hearing Page 2 Amy Archer, Pare Corporation. Assessed the development with regards to access, traffic capacity, and accidents utilizing various methods, e.g., traffic counts, crash data analysis, speed study along Northfield Road. Found normal incidents at both intersections. There is no posted speed limit ; the police department noted to Pare Corp. they adhere to the thickly settled de facto speed lim it of 30 mph. A. Archer noted that studies showed average speed limit of 39 mph. There is adequate sight distance in both directions. PUBLIC COMMENT: Ronald Smith, 110 Old Farm Road- Noted high water table area and requested the Board include street cleaning/sweeping in its Approval. Robin Brideau, 897 Northfield Road - Concerned with possible future houses being built towards the Northfield Road end of the site. J. Rheault responded Highfield Village is not proposing any more homes between Northfiel d Road an d the Sewer District line; they just want to put the infrastructure in place for any future developments that may be submitted. Bill Gustus (owner of abutting golf course), 19 Burke Street- Please continue hearing for additional public input. D. McQuaid inquired as to whether responsibility is with the Town or the developer to install traffic signals at the intersec tion of Northfield and Chase Roads. The developer had previously proposed installing the infrastructure for the future. It would be the Town’s responsibility for the signaling. Motion to continue Hearing to November 9, 2015, 6:35 PM, M. Allison, Second, K. Chenis, all aye. Hearing recessed 8:10 PM. A. Burney noted to Board members that George Sullivan, surveyor for the site, extended an offer to accompany any of the Board members on a site visit. K. Chenis, Acting Chair, opened the floor up for public comments prior to Board bylaw discussion. Jill Normandin, developer of 36 and 38 Kimball Street - Opined there should be provisions for an architectural review on all major projects to ensure a project meets the “character” of the neighborhood . Board discussion ensued. A. Burney noted that under the Protective Bylaw the Board has authority to review the style of a building. There was discussion as to the possibility of a design handbook for architects. It was noted that having design guidelines per districts does not necessarily work, e.g., the style of a house in the Goodrich Street neighborhood would not necessarily look appropriate in the Kimball Street neighborhood even though both locations are residential zoning. Bylaw Updates- Board reviewed the first draft of Off-Street Parking Design Standards. There was discussion, including but not limited to, adding clarity to B.3. by noting driveway frontage must be in the district the building is in , in C. Setbacks including wording for shared driveways, D.1. Screening for Parking edited for clarity to replace “districts” with “mixed and residential uses”.
