There was a short discussion concerning the possible funding issues. • A motion, S.Archambault, 2nd P.Lincoln, was made: Allowing S.Walker to bring the video and information concerning HR3557 to the Select Board & Town Manager. The motion passed. Approval of Minutes: • 12.4.2023 minutes approved with corrections (motion – F.Beall, 2nd P.Sarapas), passed Manager’s update: • Castus issue – Dec. 11th, HDD partition failed. Rebuilt and resolved 12.12 • ARPA spending for videographer’s kit - $5,211.82 • Will be ordering studio equipment in the next few weeks. • Researching Audio Options for Billota Room • Annual report is due 2.15.24 • Water District Meeting 1/10. Dan is bringing a wireless microphone to record audio. • Hudl expense – researching download option. Currently there is a fee. • Recorded the Centry Clubs, CPR Updaate and Basketball in Dec. • Ran the Yule Log on Christmas Eve and Christmas. • Attended an Intermediate Excel class. Approval of Minutes: • 2-5-2024 minutes approved with corrections (motion – F.Beall, 2nd P.Lincoln), passed Manager’s update: • PAC Staff busy with lots of town government meetings. A bit stressful but everything is being recorded • ARPA Fund update – continued work on all phases. Quotes are in and now obtaining PO’S. • Met with S.Walker to work on the FY 25 PAC Budget. • Met with 2 House Reps. To discuss H74 S34 Bill. They would like more letters from communities. They also asked if PAC could produce a short PAC PSA. • Worked on schedules, upgrades and general administrative duties. • Balance $1,006,400.74 • There is an indirect cost surplus in the FY 23 budget due to a vacant position. • Posted an updated calander of PAC activities • Currently at 73% local programming – 97 shows with 91 affililates nationwide ===PAGE 2=== FY 25 Budget • Reviewed PAC FY 25 Budget presentation for Fincom and possibly for Town Meeting. • P.Lincoln expressed concern over the $6,000 rent cost. • Motion to increase Jo Toale’s hours as manager of PAC to 36 hours per week. (F.Beall, 2nd P.Lincoln – passed) • Motion to approve the budget as discussed and modified at the PACC meeting of March 11th 2024. Community: Debbie Lincoln Public Comments: - • D.Lincoln wanted to publicly thank the tech crew that dealt with the TRICASTA issue during the taping of “Story Time”. They did a fantastic job of resolving the issue. • D.Lincoln reported on an event held at the Dracut Public Access Studio. They did a 3-day telethon to raise money for the schools. The Dracut Scholarship Foundation in partnership with the local access tv raised $156,000 which funded 66 educational scholarships. Committee Comments: - • P.Lincoln praised S.Walker for his excellent FinCom budget presentation • P.Lincoln reported that he was welcomed with open arms to join and participate in the Master Plan Steering Committee as the PAC Representative. Communications: • S.Walker received an email from the Town Manager who, after going through the PAC budget spreadsheet, gave it a positive thumbs up. PACC’s presentation was correct. Approval of Minutes: • 3-11-2024 minutes approved with corrections (motion – F.Beall, 2nd P.Lincoln), passed Manager’s update: • Currently at 76% local programming – 108 shows. Last year’s total was 109 and PAC still has 3 more months. • Town committee meetings have increased putting a strain on current videographer schedules • Added a new show, “Gaming Buddies”, based on video games • Mat is producing our new podcast series • There are 2 big meetings in April. Both involve the Water Department • J.Toale has continued to write and send out a monthly employee newsletter • The H74 S34 video was created and sent out on Fri. 3/28 • Due to the increased demand to video town meeting the Payroll videographers line account is almost depleted. Motion (P.Lincoln, 2nd ===PAGE 2=== F.Beall), to request a line item transfer from New/Capital to Payroll Videographers of $10,000 pending town manager approval. Passed • J.Toale will be on vacation Tue. Throu Fri. • PAC ending balance ($997,314.96), is off by $150. J.Toale is in the process of rectifying the issue FY 25 Budget • PAAC’s Town Meeting presentation was presented to FinCom and was OK’ed for town meeting H74 S34 • S.Walker is currently working on a letter that the Town Manager could sign and send out to the appropriate people. • P.Sarapas met with Rep. Scarsdale who did a presentation and talked positively about H74 S34. He was very supportive. At Saturday’s meeting there was a 20+ minutes break in action, as there were private meetings and discussions with the town lawyer. During this time any one viewing the video feed might not realize the reason for the pause. J.Toale stated that PAC is not allowed to change anything and can only post the unedited version. There was discussion to possible add a banner stating action was suspending and would resume momentarily. Communications: • S.Walker received several emails o The town manager wanted a test of the electronics being used for town meeting ahead of time. PAC reports this was done and PAC was well prepared for several senarios. o Received the comcast form 300. It is supposed to be issued each year and acts as the comcast’s financial statement to PAC o Received several emails concerning the current open cemetary position. The person requesting PAC is a write in canidate. PAC policy is equal give air time to all official canidates but only if all the canidates agree to be interviewed. J.Toale will check with town hall and ask for clarification. S.Walker will answer the emails advising the person that he will be consulting with Kathy Herrick, town clerk, and will get back as soon as possible. ATEM switcher and cameras are set-up and pre-sets for TB and Storytime are being worked on. • CASTUS backed up all of the FY 2024 meeting and will clear them out. • Jo met with the interim town manager to discuss the PAC stations and invited him to watch a filming of TB. • Jo is planning for coverage of football games. • Still waiting for the 3rd quote for the Bilotta project and we now need to ask for updates to the 1st two quotes. • Jo received the April/May/June interest and May Comcast payments. Still needs FY24 final balance and FY25 beginning balance from Ezequiel. • Received video from Pepperell PAC on the closing of Nashoba Hospital and put it on YouTube. • There was a surge of 160 Storytime views on our YouTube channel. • Received a bill for $2,830.19 from CASTUS for service, maintenance and static stream keys. • Jo received two emails from the LHS Athletic Director asking PAC to share cost of Hudi services. • Motion (F.Beall, 2nd P.Lincoln), for Jo to explain to the AD that it is PAC’s policy to not pay for equipment or services related to program content. Each board member expressed there pleasure in working with someone who brought a lot to the table, kept us on our toes and helped with issues in a fair and equitable way. P.Lincoln also mentioned he will miss Paul as a friend. Communications: • None Approval of Minutes: • 8-5-2024 tabled (Lack of eligible quorum) Manager’s update: • Started recording Football games using the new ATEM. It was the first attempt and a great learning experience. PAC is setting up to record the Sept. 20th game using the ATEM. • The Bilotta Audio upgrade, using ARPA Funds, received 3 quotes. Ockers was selected. • $34k plus of ARPA Funds have been used. PAC needs to finalize final amounts. • Three more Sony Field cameras & batteries were purchased using ARPA Funds. • Eric did 2 ATEM training sessions with videographers and will continue to aid them in the field. • PAC added the Council on Aging to its meeting calendar. • PAC recorded the “Unit Substation Improvement” session at the library. • PAC is working with facilities to extend the Comcast Internet connection to the new Passios studio location. Also checking into long term internet connection options. • PAC is working with Town Hall on closing the FY24 budget. ===PAGE 2=== • Presently the August ending balance is $1,011,842.12.Current budget numbers may change as the July and August Enterprise Fund interest and the August Comcast payment has not been added. • Summer was slow as there not of new shows. Things will pickup this fall. Master Plan Steering Committee report: P. Lincoln • P.Lincoln reported that the committee has not met since April and that the 300th Committee is planning on heavily involving PAC. Enterprise fund status: • S.Walker met with Jo, Eziquiel and the Bartholomew Rep. Topics included; o Why are reports so late? o SW asked for internet access to information (declined) o Reported that to-date we have invested $720,000 and have received $$36, 044.36 in interest. All interest is presently being re-invested into the account. PAC is using 6 month bonds with a 2 month ladder. Special Town Meeting Report: • Presently there is no need for PAC to submit a warrant. Public: Michael-Ray Jeffereys (Select Board) Public Comments: - • None Committee Comments: - • None Future Space: • Discussion concerning status of Passios structure, o Roof is leaking, o Boiler may not last thru winter, o Money may need to be found for emergency repairs. • S.Walker & J.Toale presented a “PAC Space” powerpoint presentation with general PAC information, space requirements, issues and concerns. • M.Jeffereys responded to PAC questions and concerns. o School Committee is leaving the building, o Gas Station is only a talking point and not an option, o Municipal Design Committee is working on maximizing space/use and all department had space cut back, o The old TCP Design Committee worked on realigning the footprint, people wanted more, which led to a $30 million price tag. The committee was revised its charge and is now looking at total town buildings and how to maximize their use. o Three district plans were created. Each plan had good and bad points so the committee created a 4th hybrid solution. § Current Town Hall for PAC, § Ritter Memorial for school offices and ACE Program, § New Town Hall for all Town Hall offices, 2 floors, built next to Ritter, § Passios would be turned into a Community Center, § Turkey Hill Elem School is a wild card. School would like to keep the building in good repair. THES could be used by the Town, once a new Elementary School is built. o Current plan is to leave PAC at Passios while they figure out THES, Ritter and Annex. • Options were discussed. o M.Jeffereys will bring PAC requirements and possible solutions to architect to see if there is a creative way to include PAC in the future Town Hall structure and still meet the infrastructure needs. ===PAGE 2=== Next meeting: - January 6th, 2025 6:00 pm.
