Passios Building, Room 13. In attendance: Gregory Berthiaume School Committee present Michael Mackin School Committee present Robert Ebersole Board of Selectmen present Charlene Stephens Community-at-large present Richard Beardmore Community-at-large Alternate pres ent Nicole Hennessy Student Representative present Casey Voyer Student Alternate present Elizabeth Rawlinson Parent present Darruenee Vann Parent present Bob Meek-LaVeck Parent Alternate present Paul Bertrand Parent Alternate not present Also present, Loxi Calmes, Superintendent of Schools. The meeting was called to order at 7:02pm by Greg Berthiaume as Chair of the School Committee. Lunenburg Town Clerk, Kathy Herrick was at the meeting, distributed the open meeting and ethics law handouts, and then swore in all the members present. Election of officers – upon motion and second the following were unanimously elected as officers of the Committee: Charlene Stephens, Chair; Elizabeth Rawlinson, Vice Chair; Robert Ebersole, Secretary Discussion of charge and path forward As adopted at the 11/20/13 and 12/4/13 School Committee meetings: “The Advisory Committee for Acceptance and Diversity will be charged with assessing the cultural climate and tolerance and diversity status in district and recommend changes and improvements to our program. How can we improve tolerance, respect and diversity in our district? Make recommendations on personnel changes, programs, and recommendations for policy changes that are necessary to ensure we have created an environment that is supportive of diversity. Provide a ballpark budget figure in March for any changes they recommend. The Advisory committee’s charge should be complete by end of school year. Composition: Two school committee members, one member from the Board of Selectmen, one student, one alternate student, one community-at-large member, one community-at-large alternate, and two parents.” ===PAGE 2=== Note that the Administration is working with faculty on a parallel track as this committee. Also, at the High School, students are working on what is going on there. A question arose whether this committee would have recommendations to the whole town. We are going to start with the school and then perhaps telescope into the community, possibly with events such as the band concerts, bonfire, and PTO fair. We discussed what is included in the definition of Diversity – race, sexual orientation, socio-economic, cultural. This may need to be defined further when we work on the acceptance component of our charge. The committee discussed many aspects of the charge: What is going on now? Policies and Procedures are on the school website. How do we get data that is already out there? What are markers of our healthy culture. The superintendent will distribute info that she has available. Fitchburg State University may have additional information and serve as a resource. Upper grades -- Handbooks are signed by parents and students, but many students see it as another homework assignment and unknown how many read it. Lower grades – contracts are signed There is a Circle of Power & Respect smaller group in Middle School and similar for Elementary. No vehicle for Secondary. For years the schools have actively worked on bullying and diversity to make the schools safe and respectful. How does the school communicate? Letters to home. FaceBook has limitations – how to manage with existing staffing. Not everyone has a computer. How do we accomplish our charge? Discussed that we would brainstorm and try to stay at a higher level for recommendations, and then let the school administration implement. Specific things that we brainstormed that may help what we want to accomplish. Have speakers closer in age to students. Examples: Chris Heron, Facing History/Facing Ourselves. Have each class sponsor an even – so four events each year – keeping it fresh, different for each grade, students have a voice ===PAGE 3=== Student exchange program – with another school. Cultural Exchange – Joint efforts with Art, Music, Sports, science, Electronics – then merge together. Start of school year activities – football, in the past October fair. Challenges: Primary/Elementary – time to do this? High School – group assembly-limited time. Parents and how what happens at home affects what we recommend. Some students can talk with friends but not parents. Some parents are not involved. Parents may be involved based on specific activities – athletics, music other events. Socio-economic impact – which parents have the time to go to events or pay for extra items? This has led to the rise of the Booster Club involvement. User fees have become a barrier to involvement – some do not want to self identify as a person in need. The school has made a special effort to make events and activities affordable through a safety net. The School Committee has a goal to eliminate or reduce user fees. Next Meeting: At our next meeting we will utilize a project management tool proposed by Charlene, whereby everyone will use sticky notes to list items for us to consider. Everyone will present their comments, without discussion, so that everyone hears. The sticky notes will then be put on the board and like items put together. Everyone will have the opportunity to move items. When this is done, we will review the outcome. Some items may be valuable, but outside of our charge or need additional work. They will be recorded and presented along with our recommendation as items to be considered in the future. (Put on the “parking lot” page) Homework for Committee: Review all policies and procedures on the Schools website. Review materials to be sent to us by the Superintendent. Be prepared to start into the project management exercise. Review minutes and bring comments or corrections to the next meeting. Future meetings: All at 7 pm at TC Passios Room 13 January 30, 2014 February 6 and 27, 2014 March 13 and 27, 2014 The meeting was adjourned at 8:58 pm. ======================================================================================== DOCUMENT : 2014-02-06-agenda-4259.txt BOARD : school-advisory-councils-committees DATE : 2014-02-06 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/school-advisory-councils-committees/2014-02-06-agenda-4259.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_02062014-4259 ======================================================================================== ===PAGE 1=== ======================================================================================== DOCUMENT : 2014-02-06-minutes-4259.txt BOARD : school-advisory-councils-committees DATE : 2014-02-06 KIND : minutes OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/school-advisory-councils-committees/2014-02-06-minutes-4259.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Minutes/_02062014-4259 ======================================================================================== ===PAGE 1=== Advisory Committee for Acceptance and Diversity Third meeting, February 6, 2014, 7 pm, T.C. The meeting was called to order at 7:00pm by Charlene Stephens. Approval of meeting minutes The committee voted to approve the minutes of the January 30, 2014 meeting Brainstorming activity Charlene distributed the results of the brainstorming activity from our last meeting regarding “What steps are needed to show that the school has a diverse and accepting environment?” Mission of the Committee/Mission of Efforts going forward beyond the term of this committee Three members provided their take on this task – Elizabeth Rawlinson, Richard Beardmore and Paul Bertrand. These were presented to the group and it was agreed to combine those by Elizabeth and Paul, and have Dick’s to be for implementation. This will be put together by Bob Ebersole and reviewed at our next meeting. To foster a community that understands, values, protects, and celebrates the needs of all individuals regardless of race, color, creed, mental, physical abilities, sexual orientation and socio-economic level. Our goal is to expose students to diverse and multicultural environments through education and community wide activities, and to help students, faculty and staff become advocates for multicultural and social awareness and acceptance. To encourage and elicit socially responsible behavior that reflects acceptance of all people. In light of this consideration, we will investigate: ===PAGE 2=== • Perceptions and attitudes of school community members (student, faculty and staff, administration, and family) • Curricular and extra-curricular programming aimed at issues of multiculturalism, and • Possible additions/deletions of school-based activities with the purpose of celebrating cultural diversity in the schools and community. It was noted that there are many efforts ongoing in the schools with students, faculty and administration. The effort of this committee is to provide additional information and we may overlap some of those efforts, but not duplicate them. Homework for next meeting Each member will identify items on the brainstorming list that may have a financial cost that will be funded either by the school budget or some other source such as grants. We started a discussion on what would be included in the job description for a coordinator – whether a new person, or duties added to an existing staff. It was noted that there had been staff for this in the past, but it was eliminated by budget cuts. Other expenses include costs for speakers, supplies, and educational costs for faculty. See attached listing of brainstorming results from the meeting on January 30 th . The meeting was adjourned at 9:00 pm. Minutes The minutes of March 6, 2014 were accepted as presented. Review proposed budget numbers for Committee recommendations. The committee reviewed the sheet that documented the various actions that would be recommended to undertake to improve tolerance, respect and diversity. Based on expected first year needs after discussion with the Superintendent the committee voted to recommend the following budget: Programming and speakers - $5-10,000, Materials (including banners and other supplies) $1-2,000, Grant writer – stipend $5,000 to be paid on an needed hourly basis, Activities (including facilities, planning, food costs) $2,500-5,000, Training of staff $8,000, Curriculum $5,000, and Exchange Exercises (including transportation costs)$3,000. The total budget would be in the range of $30 – 38,000. Ideally, these costs would be covered by grants or donations, but it was felt that it was important to detail the costs regardless of the source of funds. Bob Ebersole volunteered to present this recommendation to the School Committee at its next meeting on Wednesday, March 19 th . Identify and Outline Committee’s next steps Much of our work and recommendations will get captured in the proposed dashboard as described by John Chetro-Szivos from Fitchburg State University at our meeting on January 30 th . Dr. Chetro-Szivos discussed the FSU data collection and analysis process. The plan is to interview participants by 4/24 with data analysis complete and presented to the Advisory Committee by mid-May. The report card will be based on the results of the interviews and will include: Evidence of bias, ethnocentricity, etc. Work with the administration on subtle indications Evidence that the leadership is committed to diver sity Structure for improvement. The interviews will take place using circular questions. An additional focus group of students may be interviewed in the fall (spring participants are all parents). This is a qualitative (vs quantitative) assessment so only 25% participation is necessary for success. Discussion of Recommendations: 1) Develop a standing advisory committee modeled on the Wellness Advisory Committee with a focus on diversity. 2) Develop a budget for diversity efforts; focus on grants to fund this budget. 3) Out brief should have a discussion of what is already in-place. Additional work on recommendations and out briefing will need to take place over the next few meetings. Next meeting: The next meeting will be Thursday, April 10 th . ===PAGE 2=== Motion to adjourn by Mike Mackin, seconded by Elizabeth Rawlinson. Presentation of findings to School Committee It was determined that the findings of the committee will be presented to the School Committee at their regularly scheduled meeting on Wednesday, June 4, 2014. The format of the presentation would be: the charge to the committee, the process we followed and what happened, the number of meetings and who was involved, what is currently in place, the proposed budget as previously submitted, noting the goal of eliminating user fees to improve access and acknowledge economic diversity. We would provide an executive summary and a listing of recommendations. We reviewed the previous listing of proposed actions that came out of the brainstorming activity and narrowed down the list to the following bullet points: • Recommend an internal District Council Committee & define charge. (use the Wellness Committee template – parent, student, school admin, member of public) • Include a definition of what diversity means and what is the language of acceptance for the Lunenburg School District. • Integrate into existing curriculum and instruction practices and establish small group settings throughout the academic year to include classroom curriculum for diversity. • Provide additional training, specific to diversity and acceptance to faculty and staff. ===PAGE 2=== • Create an annual tool, i.e., Scorecard to review annual data and to measure how the district is doing with regards to Diversity and Acceptance. Partner with FSU to develop what this Scorecard would look like, how often it would be measured, i.e., quarterly, annually. • Partner with Fitchburg State University to research and seek grant funding specific to Adversity and Acceptance. Parking lot items/future actions Develop a public outreach and parent education model. Recognition program/process Communicate mission and vision everyday (school/student activities) It was also felt that after the presentation to the School Committee, there should be a similar presentation to the Board of Selectmen so that there would be a strong collaborative effort between the town and the school. Bob volunteered to make this presentation. The meeting adjourned at 8:35pm. ======================================================================================== DOCUMENT : 2014-05-01-agenda-4243.txt BOARD : school-advisory-councils-committees DATE : 2014-05-01 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/school-advisory-councils-committees/2014-05-01-agenda-4243.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_05012014-4243 ======================================================================================== ===PAGE 1=== ======================================================================================== DOCUMENT : 2014-05-06-agenda-4254.txt BOARD : school-advisory-councils-committees DATE : 2014-05-06 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/school-advisory-councils-committees/2014-05-06-agenda-4254.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_05062014-4254 ======================================================================================== ===PAGE 1=== TURKEY HILL MIDDLE SCHOOL TURKEY HILL MIDDLE SCHOOL TURKEY HILL MIDDLE SCHOOL TURKEY HILL MIDDLE SCHOOL Timothy Santry, Principal Heidi Champagne, Assistant Principal tsantry@lunenburgonline.com hchampagne@lunenburgonline.com 129 Northfield Road, Lunenburg, MA 01462 (978) 582-4110 Fax: (978) 582-4109 NOTICE OF MEETING Turkey Hill Middle School School Advisory Council Tuesday, May 6, 2014 Turkey Hill Middle School @ 5:00 p.m. Conference Room AGENDA School Advisory Council: Timothy Santry, Principal Mrs. Heidi Champagne, Assistant Principal Mrs. Beth Arsenault Mr. Todd Blake Mrs. Gail Okerman Mrs. Laura Friend Mrs. Ami Powers Mrs. Wendy Bertrand Mrs. Rhonda Connery 1. Proposed calendar needs to be presented to school committee by December 3rd meeting, to be finalized by December 2014. Start and End times need to be submitted by March 2015. Issues discussed were the interest of half day and scheduling of half days. DOE regulations on hours and days – 990 Hours as minimum, 180 days, with teacher contract being 183/ 184 new teachers. 3 days used for Full Day Professional Development, ½ days used for more PD, MCAS dates, contractual pieces that if changed would need to be re - negotiated. Teachers commented they liked having the 2 days PD before school started, felt better prepared for students arrival. Question brought up about surrounding districts/towns and what their school calendar looked like. Specifically start date (before or after labor day), Observation of religious Holidays, Length of December break, Second Semester vacations, amount of half days, PD days and End of School year date. Looking to obtain copies from Westford, Fitchburg, Lancaster, Littleton, Groton, Ayer/Shirley, Leomi nster, to use for a data point in recommendation. Question was raised if we moved to a single vacation in second semester, would that impact our Athletic Departments in terms of practices and games. Copy of Athletic Department schedule will be requested. Us e for a data point in recommendation. Lunenburg Public Schools Loxi Jo Calmes Superintendent of Schools ===PAGE 2=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 Question was raised regarding our town demographics. Can we determine how many dual employed families, or single working families, to help determine population and their child care needs. Use for a data point in our recommendation. Suggested to bring a survey to the district – parents and students. Use Survey Monkey, Twitter, and Lunenburg Ledger. 3 questions to gauge communities interest in the following areas: 1) do you support starting before labor day or after 2) do you prefer an extended December break 3) are you in favor of a single second semester vacation week. Other areas would be filled in around this – 4 day weekends, ending school earlier in June. Same result is 180 school days, just the shifting around of vacations and start and end dates. Discussed our role as Calendar Advisory Committee – we bring recommendations to the School committee on school beginning and ending dates, vacations and start and end times. Noted that there is another Calendar committee, a faculty only committee, mandated by their teacher contract, also goes to School committee. This is the first year of the Calendar Advisory Committee. * Establish Meeting Schedule: Meeting schedule established as the following: Thursday Oct 30, 2014 7:15 Thursday Nov 13, 2014 7:15 Thursday Nov 20, 2014 7:15 Monday Nov 24, 2014 7:15 Wednesday Dec 3, 2014 7:00pm ** Present to School Committee meeting. Lou Bettencourt and Dr. Gary Asher second the motion, all in favor vote. * Review & Discussion of Surrounding School Calendars: only two districts started after Labor Day. Bulk of Christmas breaks start on 12/24. No districts do a March vacation, in lieu of Feb/Apr * Review & Discussion of Major Events in 2015-2016 and 2016-2017 Calendars & Survey Update: Sports director advised that generally they still have practice and games during vacation weeks and Holiday weeks. Discuss arose that it is generally staff driven the preferences of Feb/Apr vacation week. February vacation week is good if we have a bad season of Flu in February, however shouldn’t be used as a reason because Flu is unpredictable. Brandon Kibbe brought up the issues of all the disruptions. Interrupts learning opportunities with multiple half days, snow days, days off. Staff feels that snow days (unanticipated breaks) are the only days that really disrupt learning. Discussion of survey - try to get as many people as possible to take the survey. Superintendent Calmes will try to send the results in a spreadsheet form before our next meeting. Issue - Strong need to have school end as early in June 2016 as possible and start as late as we can in September due to move into new school. Lunenburg Public Schools Loxi Jo Calmes Superintendent of Schools ===PAGE 2=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 Abatement of asbestos in High school is due to start July 1, 2016. This will take approximately 3 weeks. Staff needs time to clean out High School before this starts. Looking how we can end school early in June. Student parking was also a factor - to have allowed for time in summer to prep parking areas, or look for alternate places. 2015 - 2016 school calendar is unique because Labor Day is so late. Discussion on how to save days during the year. Superintendent Calmes felt that staff will not support a March break, due to MCAS. May compromise performance. We will try to get data from other areas of the country that do a testing and if vacation weeks occur around it. Possible ideas to have PD days before first day and after last. Could be helpful to teachers to have a few days to prep before students and also with having one after last day, more opportunity to clean out and move. Calendar Advisory Committee suggests the following calendar for school year 2015 - 2016. Superintendent Calmes said good starting point and will bring to other Calendar Committee made up of Staff to see their thoughts. PD Day August 27, 28 Students start August 31 and go whole week *22 days in September *21 days in October Nov 25th full day. Nov 27th off for Thanksgiving Holiday. *18 days in November Dec 23 full day, off on Dec 24 for Christmas Break *17 days in December Jan 4th students return back *19 days in January Feb 12th and 15th off for long weekend, students resume back to school for typical Feb break (2/16 - 2/19) *19 days in Feb No days off in March *23 days in March Typical April Vacation week 4/19 - 4/22. *16 days in April No days off in May (other than Memorial Day) *21 days in May 180 school day would bring us to June 6th, with no snow days. *4 days in June Things to consider. Last possible day to be at school should be June 10 / June 17 w/ snow days. The earlier the better though. Next meeting we will discuss feedback from other committee and their thoughts on this attempt. Next meeting we need to approve minutes from first meeting and see if we get census data back. * Public Comment: No public comment at this meeting. Next meeting in Thursday Nov 13th at 7:15pm. * Adjournment: Meeting adjourned at 9:02pm. Loxi to run attendance to see how the PD day in conjuction with holiday. Most survey results were so close, about even - could be used for whatever position we take. Lunenburg Public Schools Loxi Jo Calmes Superintendent of Schools ===PAGE 2=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 When Results are posted we should mention that we appreciate all the comments mattered and we appreciated so many who took the survey. We will wait for High School results, then release with summary of comments. Still need to look at demographic data to tell who compiled the surveys. Loxi brought back feedback from staff on some issues - Staff does not feel 1/2 days are wasted days. When movies are shown on half days, they are context related and try to bring the balance of fun back into school. Teachers work hard to make those days count. Discussed that we still need to look at half days and communicate to public about them - why they count. * Update Regarding Meeting with School Calendar Committee: Loxi brought our proposed calendar to Internal Calendar Committee: Internal Calendar Committee was not at all interested in having day off before Thanksgiving, they want to keep to the tradition of 1/2 day. Internal Calendar Committee would agree to starting Aug 28/29th just this year, does not want to go 5 days first week. Internal Calendar Committee was not supportive of shortened Feb break. Internal Calendar Committee was in favor of rolling out both calendars at same time. 2015/2016 and 2016/2017 Teachers contracts has language around start date of school year, but not around vacation weeks. Also found out that building orientations could occur before school got out in 2016 school year. Internal Calendar Committee presents calendar to school committee in January. School committee decides the calendar based on the best interest for the students education. Higher grades were in favor of full vacation weeks Lower grades would be willing to modify vacation weeks. It was suggested that we come up with guidelines to be consistent on the calendars going forward. would be easier to do calendar with guidelines to adhere by. Brandon Kibbe nominated Louis Bettencourt to come up with a standard set of guidelines. * Begin Draft of Final Report: Group decided to present calendar as we had set it on 10/30 meeting to school committee as originally discussed. Also discussed that we should be able to talk to and defend each change, based upon our established guidelines. * Adjournment: Next Meetings to occur on November 20 and the 24th.Agenda for next week to include: Look at guidelines, information from town clerk, 2016/2017 calendar and firm up calendar and how to present. Vote: Unanimous. * Review of Survey Results including Student Feedback: LHS students indicated more would like to start before labor day and more would like traditional Feb and April Vacations. Only one comment was listed - “not sure why we are being asked, no-one is going to listen”. Brandon Kibbe had researched other areas that are going through these discussions – in almost all of them, there was a 70% positive vote, across the board to eliminate February Vacation. Katie McGuire brought up the new state guidelines and Supt. Calmes explained the rationale behind this. State is recommending one week, March, vacation. Supt. Calmes informed that this was suggested after the ice storm – there was so much push back about waiving the 180 day requirement. Also discussion around the 180 days. State guidelines also discussed the following: 1. set a time line – events after March, set a wavier 2. March vacation week 3. start before labor day. Discussion if our survey said to get rid of February vacation, but keep April, how would results have looked. * Information from Town Clerk’s Office : The breakout of our demographics is 70% either 2 working parents, or if 1 parent household, that parent is a working parent. Colleen Shapiro asked if we ha ve 70% of working parents, what does that have to do with the educational goals of the school committee when setting this calendar. Family perspective is going to impact groups regardless. At the end of the day, what makes more sense for educational cale ndars and the days in the classroom – which days make the most sense. Gives justification and reasoning this year. Discussion about areas of the country that go to school all year long. Supt. Calmes indicated the data was clear – building needs to be equipped to handle school in summers. Very hot summer days makes learning difficult. Buildings would have to have A/C. Discussion about are working parents more likely to send kids into school sick, if they have taken too many days off due to ½ days, PD days or snow days. The calendar is out early – and we have places for children to go – Ext, Day and Teen Center, however is there more of a need for child care during vacation weeks - is there more of a need for safe places for kids to go. Possibly a survey to see if parents want camps during vacation weeks. * Initial Calendar Recommendations: The Committee discussed the Guidelines proposed to standardizing the calendar. This gives a starting point each year when making the school calendar, and allows of people to know the general start date, vacation weeks, PD days and understand there will be no large shift year to year. Also talked about an informational piece to the calendar. Letting people know there are 180 days, 5 snow days built in, however all need to be made up. Talked about consistency of working – vacations vs breaks, also having full school weeks – if we have a holiday, then the PD day should be that same week.. have a full week, then a 3 day week – not 2 ”4” day weeks Dr. Gary Asher made a motion to vote on approving the guidelines. Katie McGuire second ed the motion. Vote: Unanimous * Continue work on Outline for Final Report: Meeting cancelled for November 24, 2014.
