Amendment of Override Vote We have had a change in our funds, the town has certified we will receive $231,255 in new growth, which makes our override request decrease. Mr. Sculimbrene we write this into a letter to give to the finance committee and the select board. While we will write this as our “finalized” number, we also will make everyone aware this number could possibly change again if we receive more money. Our goal is to reach a 5.42% budget, which is our bare bones Needs based budget. As of now the town manager has us at 3.94%. The level service minus ESSER cuts budget was 8.62%. Pledge of Allegiance 3. Public Comment Sarah Comer, 304 Lancaster Ave I have watched a lot of meetings, and it compelled me to come out and say thank you. For the first time in 6 or 7 years I have the felt value I place in education has been recognized here amongst the committee and represented to our town government. I am very grateful to every single person on this board and this room who addressed the gross inadequacies in the funding for the schools. This year was particularly brutal and the things that were said, some people have commented on those and some people took them personally, and I have to say as a member of the public when my voice is not represented, I feel the same way, so I wanted to say thank you. I think it's ridiculous that every single year you have to justify why the schools need more than a 2 ½% raise when they employ so many more people in the town than the rest of the town. Thank you for the rainbow budgets, I think there are now nine versions of a school budgets. Our Board of Selectmen was lamenting that the town manager would have to redo one, that's not fair. I truly thank all of you and also the parents who stood up for the budget. Mr. Beardmore – read an email directed to the Town Manager, members of the Board of Selectmen, members of the Finance Committee, the superintendent and the Chair of this committee, apologizing for losing his cool at the meeting last Thursday. Ms. Archambault There was a tweet that came through MASC, representative, Tracey O’Connell Novak, she was also a former Chair of Worcester School Committee. This comment was regarding small town balance budgets, and we are not alone in this crisis. Ms. Archambault shares we are here because there was confusion from the last meeting. We clearly voted for the “pink” budget, which is the needs based budget. The concern came from whether AARPA funds were included and also chrome books being included in the AARPA funds even though that is a reoccurring expense. Lunenburg Public Schools Dr. Kate Burnham, Superintendent of Schools ===PAGE 2=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 Ms. Brzozoski I voted for the budget, not caring where the money came from, but I believe we are going to vote with AARPA, knowing we need to make that money up next year, but with the messaging that next year we are going to have to make that difference up somehow. It was the amount of money and percentage, regardless of how it was funded . Mr. Beardmore I did not believe AARPA funds were in it. AARPA money does not go into my budget, based on the information we have received from the town. Mr. Lehtinen I voted on a number and percentage, with or without AARPA, it did not matter to me Ms. Archambault I voted with the assumption that the AARPA funds were included in the numbers Mr. Lehtinen makes a motion to clarify our budget vote is the 4.37% budget with the AARPA funds of $221,600 included. Ms. Brzozoski seconds the motion. Roll Call vote Ms. Brzozoski – yes, Mr. Lehtinen – yes, Ms. Archambault – yes, Mr. Beardmore - No 4. Old Business Action a. FY25 Budget Update Dr. Burnham shares an update to adjust the numbers that had been previously discussed. Also a slide sharing projects that would be done using AARPA money, if the override passes. b. Override Mr. Lehtinen makes a motion to accept the list of repairs to be done with the AARPA funds if the override is approved and to make the override amount official of $948,138, Ms. Brzozoski seconds the motion. All approve. 5. Public Comment Mary Foyle, 985 Flat Hill Road I am actually speaking more as myself and a parent on this one, myself includes an employee in the Lunenburg Public Schools, as an English teacher. Words matter. I do appreciate that from a fiscal system standpoint why we've called it a “needs-based” budget, sitting as a high school teacher and a high school parent sitting here as a person who moved into this town because, I worked here and fully believed that the education system was some of the best there was to offer. I’ve said this before I'm getting a little more dubious of that as time has rolled on and you're not the first school committee to have dealt with budgets like this. In my 20 plus year career here we've been through some tough years. Covid unfortunately fortunately I don't know which one it is, was a Band-Aid for what was some pretty significant writing on the wall so I do appreciate that you're being a school committee, who's saying, well hey this isn't good enough. With the words matter I think maybe as part of your people talking about the budget we also have a different word than needs based because, when I get what I need I feel like that's enough to what I'm supposed to do. As a high school teacher and as a parent of a high school child, at best it's a limping budget. It's a budget that is actually not enough to be considered sustainable. So I get fiscally how it has to be called “need-based”, then that makes sense to people who are in the know of money management, but if you're not understanding how municipal systems work and what those words mean - “needs based” actually says something very different than what that budget actually is. Ms. Brzozoski I wanted to talk about the silver linings of this process that has been absolutely wonderful. It has opened up a conversations towards a better cooperation. This entire process has brought attention to a very detailed breakdown of the budget in a way that I am not sure the public has ever been so engaged in. We have she a lot of light on just how very little we have been working with over the years and how thin the margins are. I have watched a lot parents come in and want to look at the budget, with intentions to cut the waste, only to find out that that has already been eliminated. The most surprising things I have learned since joining the school committee is to learn at just how lean we have been running. I can’t believe we have been getting by on so little. We need to do a better job at conveying how rough things are and how it directly affects student achievement. We need to hammer home the message that making kids wait a year for these vital services affect their development. There are only 17 districts in the entire state that spend less per pupil then we do. The kids of Lunenburg deserve a good education. I also wanted to correct something…a phrase I have been hearing is that 30% of Lunenburg are below the poverty line, it is actually 7.2% of Lunenburg residents are below that poverty line as of the 2022 Census. You know what lifts children out of poverty. A quality education. Every kid in Lunenburg deserves and needs a quality education. The override isn’t perfect, and the timing is no ideal, but perfection doesn’t happen in government, we need to move forward and do what we can to make sure this next year for students matter, and get the job done we know we can. ===PAGE 3=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 Laura Barooshian, 389 Mulpus Road I also just want to say thank you for all the work. This has been certainly an enlightening process for myself, with a child going into high school and another one that's home schooled I completely agree with the comments that were made. I think this is our bare bones, this is what the immediate need is at the moment. There's still work to be done and I am encouraged by how many people have stayed on, so many of the calls whether through zoom or in person. I've also been just appreciative of the kid's involvement in this whole process. I am also just looking for the school board in this next phase, once we're past this, to be really looking at the long-term needs. We need to focus on the teachers and the work they're doing, and the extra that they're giving, and really making that part of a longer term budget plan. Thank you for all your work, but we still have a ways to go. Mr. Beardmore reiterates first we need to make an invitation to our legislators to visit us at the earliest possible convenience and to reassert our position as the representatives of the children in Lunenburg. Also I would like to see a break out of funding in Athletics. I would like to see an explanation of the ins and outs of the athletic budget, what taxpayer dollars pay for and what user fees pay for, what the boosters pay for. 6. Adjournment –Ms. Brzozoski makes a motion to adjourn at 7:45, Mr. Beardmore seconds the motion, all approve Respectfully Submitted Courtney Fuller ======================================================================================== DOCUMENT : 2024-04-03-agenda-6504.txt BOARD : school-committee DATE : 2024-04-03 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/school-committee/2024-04-03-agenda-6504.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_04032024-6504 ======================================================================================== ===PAGE 1=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 MEETING NOTICE SCHOOL COMMITTEE MEETING Wednesday, April 3, 2024 6:30pm Remote Meeting AGENDA School Committee Superintendent Carol Archambault, Chair Dr. Kate Burnham Brian Lehtinen, Vice Chair Anthony Sculimbrene-Secretary Laura Brzozoski Recording Secretary Peter Beardmore Courtney Fuller Guests: Eric Hevy-Director of Facilities & Grounds ________________________________________________________________________________________________________________________ __________________ In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being broadcast live over the Lunenburg Public Access channel. Thank you to the town board s for actively discussing the override, the warrant article, and the ballot question. The select board did recommend approval last night. I have been in contact with Tracy Novick from MASC, the bill being proposed to make a change to Chapter 70 regarding an inflation index on the foundation budget would in fact benefit Lunenburg substantially. This is something that we need to push for. Ms. Novick stated that Lunenburg is not a “hold harmless community”, she says we're foundational, which means we do rece ive more Chapter 70 funds than the held harmless. I wish to publicly thank Dr Burnham, Mrs Scott, and Mrs Hanscom, for the extraordinary work done in preparing multiple budgets, your commitment to the district and to all our students and families i s greatly appreciated 5. Mr. Lehtinen makes a motion to accept the donation, Ms. Brzozozski seconds the motion, all approve via roll call vote Discussion d. AT&T Cell Tower – Mr. Hevy supplied information to the committee regarding an AT&T cell tower. Is the school district interested in allowing a new/or existing tower similar to what we currently do with Verizon. Mr. Beardmore on a high level things it is good idea and would like the idea to be researched. The money from the Verizon tower is earmarked for the turf field, if we could do something like that with an AT& T tower. We want to make sure all safety is accounted for and local bylaws are being followed and done together with local officials. Mr. Lehtinen agrees with Mr. Beardmore, and would also like the Athletic Director included to make sure sports will not be affected. Ms. Brzozoski states we are not in a position to turn down revenue. Mr. Sculimbrene asks if we agree is there a way to segregate the funds to make sure they go to the school? Mr. Hevy asks who would negotiate the contract. Mr. Beardmore states it would be the Business Manager which is currently not filled. Dr Burnham shares the revenue from the Verizon tower goes to the turf revolving account and is under the authority of the town. The committee authorizes Mr. Hevy to continue to pursue and research this endeavor. e. Superintendents’ Evaluation this is usually done by mid-May when the committee turns over, however, no papers have been turned in and there isn’t any anticipated change to the committee. The budget was not on Dr. Burnham’s list of goals, however, lots of work has been spent on this. Ms. Archambault proposes we wait for the I-ready numbers to come in and we have until June 30th to give to DESE. We can discus and present on June 19 th. The committee goes over the template for the Superintendents evaluation. 10. Old Business Action a. Override Ms. Archambault states that the Level service minus ESSER budget had items that were going to be paid with AARPA funds, if the override passes we should discuss that we would give the AARPA funds back to the town. Mr. Lehtinen responds that we had discussed the maintenance items that we would spend that money on, but it does make sense that we give it back. Mr. Sculimbrene would have liked to keep the money and use it as a buffer for next year, however, if the money is appropriated for something and isn’t used for that, then the money should go back. Mr. Beardmore shares if the override passes, the money should be moved back for the select board, I don’t think we have the authority to not give it back. Mr. Lehtinen states the right thing to do is to give th e money back, but immediately ask for the money back for the items discussed. Mr. Beardmore makes a motion to return AARPA funds if override passes, Mr. Lehtinen seconds the motion, all approve via roll call. ===PAGE 3=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 Discussion b. Keystone Report The report has been provided to the committee, if you have any questions let Dr. Burnham know. 11. Public Comment Mr. Beardmore given the conversation we just had and of the override itself, we set forth the best resolution we can come up with based on the timeline. This will not sustain us for FY 26, 27 etc. this does not solve the accounting and revenue issues the town has come into, its impossible to predict inflation, however, we were presented with this situation and it accounts for what was deemed necessary for the education of our students and what was within the scope of ability of the school committee. The school committee should put together a communication of what the override is specifically planned for. Ms. Archambault agrees, Mr. Sculimbrene agrees and wants the history of this process, why we need it, and the number to be included, Mr. Lehtinen also agrees and thinks we should put this as a topic for f uture discussion. Ms. Brzozoski Go to the Town Meeting on May 4th 9 a.m. bagged lunches may be available for purchase. Your vote counts 12. Reports Mr. Lehtinen reports the Finance Committee has met a bunch of times, including tomorrow. There has been a lot of conversation around the budget, chapter 70 funds, and transportation. Mr. Sculimbrene attended a PTO meeting on Monday, they have plans for teacher appreciation week. They are also working on a start of the summer end of the school year event, it’s going to be a cruise night put on in conjunction with the Lions Club and the Food Pantry. Area around TCP will be set up for kids to hang out and play games along with the Boys and Girls Club. They wanted me to ask the school committee if anyone had anything they would want to include to their auction or raffle. There was talk about lunch with Dr. Burnham, and the principals. If anyone has any ideas you can reach pass them along to the PTO or you can reach out to Mandy Gilman. Mr. Beardmore the Athletic Advisory Committee was posted for March 18 th but did not meet due to challenges and rounding up booster club leaders and also communication issues. We have received a fundraising application we approved and will be communication that via letter to the superintendent for the lacrosse boosters. Trac k and field will not be running an independent fundraiser this year, but rather only raising funds in the spring through the use of the Snack Shack at meets. They are requesting donations of parents and the community for food items and also have items on an amazon wish list. I also received communication for the football coach about an upcoming fundraiser proposal to raise money for new Varsity jerseys for the football team. The High School Advisory Committee met on the 28 th we discussed budget related issues at length. We also discussed handbooks. Ms. Brzozoski Turkey Hill Advisory Committee has met twice since we last did reports. The second round of after school activities has started, we used Sign-Up Genius this time, which was really great for parents. The first day, there were five different activities, dodgeball, walking club, board games, Lego club, and the Gathering. The second round of tutoring that was made available through a grant is Monday through Thursday. Field day is going to be June 5th. There will be a Memorial Day ceremony, the fifth grade band will play. The fifth grade also sang the National Anthem at the Worcester Railers game Friday night back in March. There is going to be a chorus concert coming up. Natures Classroom is l ooking to be a Tuesday through Friday in early October. We talked about the School Improvement Plan and the I -ready benchmarks. The PACSAL met on 3/14 via zoom. We went over the bylaws and elected positions. We talked at length about the new IEP, there will be a PD day scheduled for the presentation on the new IEP, which is substantially longer and more in -depth. On Monday the Turkey Hill School Advisory Committee met again hybrid, we went over the handbook details, and there will be a few tweaks. 13. Pledge of Allegiance 3. Public Comment Peggy Proctor, 141 Gilchrest St. Thank you for all your work, sometimes we forget the committees are volunteers. I’d like to speak toward the unintended consequences to not fully funding schools. People are wearing too many hats and moving toward burn out. Also with cutting classes in LHS it is hard to fit into the classes and needed an all call for more desks. Also our maintenance, not in regards to our head custodian at all, she is also wearing many hats, we know she is doing the best she can with what she has available, our building is very unkept, the floors are not swept or mopped, we have teachers cleaning toilets, we have students complaining bathrooms have no soap or paper towels, complaints that the locker room smells really bad, again I say this not as a criticism of Renee, but an unintended consequence of not fully funding the schools. 4. Chair’s Report In interest of partnering with state legislation, the original date of May1st is not workable, so we will work on a new date. I ask that the committee members please come prepared with topics and date options to the next meeting. Representative Scarsdale would appreciate the ideas. Thank you to Representative Kushmerek for the opportunity to discuss funding on the Kushmerek FATV, this will also be available on the Lunenburg public access. I also take this opportunity to thank PAC 5. Review & Approve Minutes a. Superintendent’s Report We have received 777 transportation forms, the deadline is May 1st at 5 pm. Extended day summer, early learning center, and extended day before and after school registration are all done online. Our students safel y navigated the eclipse, we had lots of absences and dismissals. Upcoming Dates 4/12 Early Release for students 4/15 Offices are closed 4/15-4/19 April Vacation 5/4 Annual town meeting at 9am childcare is available along with bagged lunches for $7 - Thank you to our students, Mrs. Sabatini, Student Council Advisor 8. Student Representative Report -None 9. Old Business Action a. Override – Communication Mr. Sculimbrene drafted a letter for our communication, Mr. Beardmore wants to make sure we are very clear when it comes to positions, what will and will not be funded. Our staff already spend money from their own pockets and now our budget lines are being cut even more, we may be looking at a possible loss of achievement. Mr. Lehtinen states it’s a good start, I like the idea of a subcommittee. Our line items are bare bones, we want to talk about what the override gets us vs what the schools will be like if the override is not approved Ms. Archambault agrees this information is needed, but we also need to make sure it short and concise as people are unlikely to read lengthy documents. This is specifically for the school not for the whole town Mandy Gilman, 186 Reservoir Rd, just an update for the public we are meeting tomorrow night at 8 pm via zoom to discuss campaign strategies for supporting the override, anyone that wants to join the information is on our Facebook page. I am also the VP of the PTO, and the PTO endorses the override, so we will be sharing that information and we are working on social media posts, so people can share their support for the override. Discussion b. 766 School Approval Dr. Burnham shares a brief update, our director of special services has reached out, however, we haven’t received any response yet. c. Superintendent Evaluation In your sub folder you have progress notes and progress strategies. We have been working to provide artifacts and links under the goals. My team is working to make sure all links are working and accessible. We are still working on final annotations and superintendent rubric. Dr. Burnham shares her screen and shows the work she has been doing and explanations of strategies and rubric d. Strategy Action Plans Progress Update Dr. Burnham shares this is a work in progress. We have spent a lot of time on the budget process. However, we have still been focused on our goals. We are getting down to the core values, revisiting them and defining/revising to make sure they are reflective of what we believe. We have been engaging in this work using contracted facilitators in the past. Mr. Beardmore asks if we are to assume we will not have a facilitator and just make a plan, is this something we can facilitate ourselves. Dr. Burnham’s concern is if the override does not pass, we will be jumping right into the budget for FY 26 right at the end of May and this is something that takes a lot of time and energy to do. Mr. Sculimbrene shares a thought on a subcommittee to include staff, parents, a school committee member, admin, and students. Mr. Lehtinen agrees with having a subcommittee and having the stakeholders involved, but is also flexible with the timeline. Ms. Archambault suggest this come back as a topic in September Family Engagement – we have a strong team working on this and working on defining “what is family school partnership” and what is everyone’s role in student’s education, including the student’s role. We will have a presentation later in May e. School Committee Goals Our first goal was budget – We have had effort and we were collaborating with superintendent and making priorities known. The benchmark has not yet been met, but we got the best we could. Second goal is policy, to update and approve policies to be put into practice in the areas of e quity, family engagement, and athletic head injury. Dr. Burnham shares she had a conversation with the trainer and he will be working on consults and looking for a physician that may be available for a school committee meeting for a Q &A session. Third is communication which in general we have been very transparent, we have our minutes and PAC videos. ===PAGE 3=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 10. New Business Action, a. Math Adoption Mrs. Scott explains that with we have been piloting different math curriculums for grades 6-8. Mrs. Scott shares a presentation sharing the process of new math curriculums and ultimately Ed Gems has been chosen. This is 100% digital the best choice is a 3 year digital subscription and 1 time purchase of text books. This will be paid for primarily with grant money. We won’t be purchasing workbooks as we can pri nt those. Mr. Beardmore asks if this is an upfront cost and then recurring and also was this decision made by a consensus of all math teachers, Special Ed and math specialist? Dr. Burnham states it is an upfront cost to purchase and then will renew in 3 years. The teachers’ were allowed to make choices along the way and ultimately the teachers unanimously chose Ed Gems. Ms. Brzozoski makes a motion to accept the curriculum change for grades 6-8, Mr. Beardmore seconds the motion. All approve b. Donation Gail Okerman from the Middle School guidance department was invited by Sharon Kimball to attend a service at United Good Parish in Lunenburg to receive 10 comfort blankets to be distributed to the schools equitably Mr. Sculimbrene made a motion to accept the donation, Mr. Beardmore seconded the motion, all approve 11. Public Comment – None 12. Reports Mr. Lehtinen reports the Finance committee met on April 4 th they reviewed article 8 which is the number of the override. They voted to recommend the override with 1 absence. Ms. Archambault reports the Middle School met on March 26 th congratulations to the Science Olympiad team, they came in 6th in the state. Lots of testing happens in the spring, specifically the eighth grade will have done 4 MCAS, 1 I-ready, plus NEEP testing. They have 94 students going to DC on May 21 st and also Spring sports have begun, we have 130 on Middle School teams and 77 on High School teams. They are looking to spend $20,000 in Artist in Residence program. The Select Board gave the Cultural Council the AARPA funds for this program, however, the person spearheading this project has resigned. Mrs. Scott is helping schools find appropriate artists to come into each school. Mrs. Scott shares the tentative plans for Brett Bataclan for Turkey Hill and the Primary School each for one day, he will do a presentation on kindness and then does a lesson. The Middle School will have a Mosaic artist. The High School is going to have a hip hop artist will hav e social/emotional and dance presentation. The Master Planning Steering Committee met last Friday and had a conversation on outdoor gathering spaces all surrounding the 300th Anniversary, the select board chair suggested the Northfield Rd property, we also spoke about the next survey going out by the consultant, however we asked to see the goals before the survey goes out. The next public meeting will be on 5/30 at Smokehouse Roasters going over goals. We also have a 4’X 8’ topographical street map of Lunenburg, we need to find a place to put it, and currently the Library does not have space. 13. Topics for Future Discussion Athletic Report 14. Rain Water Retention Project Mr. Bernard shares a presentation to the committee regarding a rain retention project. Mr. Lehtinen asks if it makes more sense to have it down by the football field. Mr. Bernard states the project is supposed to be in a visible location. Ms. Brzozoski asks if a municipal separated sewer system is mandated by EPA, is there any grant money for this. No this would come from operational funds . Will the DPW maintain? We are hoping to have the school chip in on maintenance. Mr. Bernard asks if maybe som e students need volunteer time or National Honor Society. Ms. Archambault replies that may be an option. Ms. Brzozoski asks if this will cut into the driveway. We will have to patch it. Ms. Brzozoski asks where will this flow to. This will go into an existing flow. Will this attract more mosquitoes? I am meeting with mosquito control tomorrow and will ask their opinion. Ms. Archambault mentions that some of the plants that are suggested are actually poisonous. Mr. Beardmore shares conceptually I love this idea for the students and the public. Would I know this exists, would it be an obvious item to catch people eye, and what about snow pile? Mr. Hevy confirms we do pile snow there, but we can change that and pile it elsewhere, however I do believe students use that area as well. Mr. Hevy asks about the area in front of the Brooks Building. Ms. Brzozoski suggests the principal’s opinion, as that is also where students and staff gather for fire drills. Mr. Sculimbrene reports if the students embra ce the idea of maintenance, that is great, but I have an issue with the town expecting students to maintain the area. Mr. Lehtinen asks if there is a deadline, yes 6/30/24 Ms. Brzozoski reports she would need assurance this would not be part of our costs or expenses. Ms. Archambault suggests we ask the principal and speak with Mr. Hevy and vote on May 22. b. Extended Day/ELC Handbooks Ms. Guillette shares there aren’t any significant changes, the dates changed on the school calendar. There are no price or policy changes. People with allergies may bring in food items that are comparable. Mr. Beardmore makes a motion to suspend the food and drink policy at the LMHS auditorium for May 4 th 2024 town meeting Mr. Sculimbrene seconds the motion, all approve. d. Payroll Modification postpone Discussion e. FY24 Budget Our team including the contracted finance personnel are now meeting weekly with the finance director at town hall. We should have an updated budget and any line item transfers at our next meeting. The president of the finance company has said they offer workshops for school committee members. Mr. Sculimbrene asked if we could wait for a new finance/business director to take this workshop, Mr. Beardmore and Ms. Brzozoski agree f. Revenue Sources During the budget cycle comments and questions were coming in from parents, per there suggestions, we are exploring fees and options. Mr. Sculimbrene is open to any fee increase as long as it’s linked to their lunch status. Dr. Burnham shares the list of fees: athletics (MS & HS), activity fee (HS & MS) facility r ental, potential cell tower, solar, parking passes. Mr. Beardmore is resistant to fees, as many families do not qualify for free or reduced lunch but are under financial stress, but understands it’s practical. Mr. Lehtinen agrees, when we discussed the transportation fees before, it would just be too large of a fee. The committee agrees transportation fee is not an option. Mr. Sculimbrene would support an increase in athletics and activity fees, families with kids, school ===PAGE 3=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 sports are not the most expensive, travel sports cost much more, these are optional and we are not obligated to provide. Dr. Burnham shares that the parking passes, and pre-K tuition go into the general fund, the school pays the salaries. Ms. Archambault would be interested to look at facility rentals, and the MS and HS athletics. Mr. Beardmore brings the idea of sponsorships placed on fencing. Mr. Hevy has a cell tower meeting next month with AT&T to explore options. We want to explore solar companies in the parking lot, it’s not aes thetically pleasing but with grants and projects worth exploring. 10. Old Business, Discussion a. School Choice We have voted to participate in the school choice program we elected to open 5 seats in the 9 th grade, we do get phone calls for school choice in the younger grades. We do prioritize class size of 25 or less. A list of optional seats for grades 1-8 is shared. We receive $5000 per student, however the cost per student is more than that. We will look at this for the next meeting b. Athletic Funding Dr. Burnham shares a slide show presentation explaining how we fund our Middle and High school athletic programs, anticipated expenses and participation c. Dr. Burnham replies we had a large panel of administrative staff, central office staff, and staff that would be interfacing on a regular basis with the business director. We had 3 candidates, one withdrew, we moved onto a second round of interviewing and we would then chose to move Ms. Gilson forward for your approval. Pledge of Allegiance 3. Public Comment Sybil Kaufman, 27 Oak Ave Thank you to everyone and Kate for putting all the extra work. I hope you ask what we need not what we think we can get. I just wanted to do a bit of a debrief, I am sure everyone here including me, we can breathe a big sigh of relief in a lot of ways, and could also compose an extensive list of what this body collectively and we as individuals might do differently if we could jump back in time. Someone who ha s herself put in some overtime getting to know the details of public school and town government operations in Lunenburg, MA. I would like to go back at least a decade so I could get a PhD in Education admin, something I did consider at one point in my lif e, as that would have been very helpful. I am left with a few takeaways that I hope prove useful to you as a governing body, moving forward I hope ask for what we need. Political strategy is about nuance and communication but comes after a fair assessm ent of what our children need to stay safe, healthy, happy, and engaged in a competitive curriculum that prepares them to thrive in adulthood . Ask for what we need and demand it if you have to. Look beyond what is to what should be; does this meeting str ucture serve your population optimally, can committee members work out their policy positions ahead of a public meeting; is there a way to summarize and communicate the policy discussions and decisions that take place here, can you provide child care and hold a meeting a weekend once per quarter. I am willing to help, not just throw out ideas and not be involved. Can you help us set up a rotating refreshment donation, can you be creative, innovative, or simply copy another town who has a higher community engagement rate with their school committee to achieve better turn out at meetings and more participating in surveys and votes, can bylaws be revised to allow for community discussion rather than the structure of being welcome to attend but not actually interact with you beyond these sometimes insufferable speeches with the caveat that I know these are volunteer positions, the lowest hanging fruit for improvement seems to be a concerted effort between us all to improve the Lunenburg Public Schools Dr. Kate Burnham, Superintendent of Schools ===PAGE 2=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 productivity of and community engagement at these meetings. We could do our homework beforehand, research, read surveys, synthesize and come prepared with position statements and questions. We can try our best to avoid talking at each other and instead talk with each other and truly if nothing else, please from here on out, let’s not ask for what we think we can get, lets as for what our children need. Mr. Sculimbrene Thank you, I want to thank Sybil Kauffman, Mandy Gilman, TJ Laughlin, Shoshana Mulè, Kara Harunkiewitz, Noah Lind, Tatum Furman, Kaylin St. George, Joseph James, Brandon Harris, Cecilia Stanek, Sophia Mulè, Owen Foyle and my son. I was very proud when he made a comment at town meeting in support of the override. I think that the fact the override passed means that this is a community that valued education, it values our students, it values our teachers, and it values the role a school plays in the community. I think that the passage of the override and the efforts by the parents and the students to organize in support of the override is really a message to the school committee that we need to work just as hard as everybody else and we need to have innovative ideas that make what we do more accessible to people. I think that one thing that has happened especially since the open meeting law has passed is that meetings in public have become cumbersome and my comment is in line with what Sybil said, and we did not collaborate in preparation, I think Peter and Carols presentation at town meeting was an example of how you hit all the notes in less than 10 minutes, so I think you know if the override can pass we have a lot of work to do and I want to make sure that we d o that work correctly. Lastly, I just wanted to say to Dr. Burnham, you can thank your team, but at the end of the day we would not have been able to ask if you had not had a vision for what a curriculum change could do in terms of test scores, and we wou ld not have the support, if the schools were not running the way they are, and we would not have the buy in from parents if they didn’t see meaningful improvements and assessments and test scores across the board. Ms. Brzozoski I wanted to start tonight off also by saying thank you, thank you to every single person in this town who voted yes or no, 1,411 people participated in the democratic process. Thank you to every person who participated, thank you to every citizen who paid attention, who asked tough and insightful questions and who cared enough to get involved. Thank you to the Lunenburg SOS group who advocated so fiercely for the students and got out the vote so successfully. Thank you to the students who made their voices heard. Thank you to the teachers and staff who have had to bear through this process and the uncertainty. Thank you to the superintendent and team and Annika and Juliana who put in incredible amount of work and hours and their knowledge into these budgets. I really do want the public to understand how hard Dr Burnham and her team worked, there were times that a budget document would be uploaded to our drive at midnight and that a 6 a.m. when I would open it, Dr. Burnham was already working on it again. Thank you again to Dr. Burnham for her patience and her diligence and for not flinching when I sent her an email with 90 questions about the individual line items in the budget, and she answered every single one with a lot of detail. Thank you to the other elected and appointed officials in town for working with us during such an unprecedented budget season. Thank you to our town manager Heather Lemieux who worked hard to fill in then budget gaps and work through a difficult scenario, the finance committee put in an incredible amount of work and some of its members were strong advocates for the schools, thank you to the select board for working with us during this season and some of their members advocacy of the school system and for their votes of sup port for the schools. I do want to make it clear while this is a victory, this does not mean we are swimming in money, we purposefully kept the override to a modest achievable amount, the exact amount was to level fund the schools from the previous year m inus the ESSER funding. We had always known that funding was ending. I personally did not feel it appropriate to transfer the burden of that money from the federal government grants on to the backs of Lunenburg taxpayers. So there will be some positions cut this year, those positions have been planned for strategically long term. It does not mean we have money to expand programs or staff, or that we have a sudden influx of more money, it means exactly what we have been saying….level service funding, the exact amount of money needed to do the same thing this year, that we did last year. Lunenburg is still at the far low end of the spectrum for per student spending in the state, one modest override victory does not make up for years of low school funding as we have been very transparent during this process every dollar of the override budget has been allocated and budgeted. I am asking the board going forward if we can be very cognizant of the budgetary constraints and work within the resources allocated, and if we can maintain this careful budgeting going forward. Every budget decision is made with student success in mind and what is best for the students. I am so happy and so proud of my town that on Saturday, enough Lunenburg voters asked themselves that exact same question and made that question their priority. Mr. Lehtinen I would like to congratulate the PTO on a great cruise night tonight, I was there earlier it is a great crowd and a great event. I also want to thank all the Lunenburg voters who came out and voted. Thank everyone for their support throughout the process, the school committee members, the superintendent, and her admin team, and also the staff, and all the parents and students who really got involved in the process to make it happen. We couldn’t do it without a great community effort. ===PAGE 3=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 4. Chair’s Report Thank you to everyone who helped get the override passed, whether you were part of SOS Lunenburg or fincom or whether you went to town meeting and or voted on Saturday. We are grat eful to you every little bit of anything was helpful, the stories that I heard from neighbors saying their college age students came home to make sure the override passed and also the amount of high school students that are 18 and were able to vote and did so, it is a great lesson in civics and also a wonderful statement by the community. We do have an attorney double -checking to make sure there was nothing else we have to do, but we think we are all set. Legislators are working in their conference committees to finalize this year’s budget and there is a bill that would be of great help to us. The bill is sponsored by MASC, MACC, and the two major teachers unions. Thank you to Senator Cronin, he is on top of this inflation adjustment to chapter 70, we are told my MASC, this bill will bring around $500,000 to Lunenburg as we are not a hold harmless community. Also a bill for 100% reimbursement for special education transportation and circuit breaker that you can also reach out to Senator Cronin about to gain more support. 5. Review & Approve Minutes a. Regular Session None 6. Review & Approve Warrants & Line Item Transfers a. Warrant Total 4/30/24-5/15/24 $226,250.36 Ms. Archambault has signed, no questions. 7. Superintendent’s Report We need 34 transportation forms at the high school, and 28 at the middle school, Turkey Hill and the Primary School are 100% compliant. Early Learning Center registration opened on Monday. There was a conversation about what student activity fees are used for, so I am working with Mr. Santry to prepare an informational slide deck that will be shared at a June meeting. My gratitude to all people that worked so hard, paid attention, and participated, I am proud of our students, and also thank you to the committee, it required an awful lot from you, you were all very strong vocal advocates for what our school district needs for funding. I think that is a very powerful message. Upcoming Dates May 27 Schools and offices closed for Memorial Day June 1 High School Graduation June 5 School Committee Meeting 6:30 Town Hall June 12 Special School Committee Meeting 6:30 LMHS June 12 Last day of school for students ½ day June 26 School Committee Meeting 6:30 LMHS 8. Student Representative Report - none 9. Old Business Action a. Rainwater Retention Project Mr. Bernard reports he has received many questions via email, and has responded and sent answers back. This is an educational project and should be located at the Middle High School. Mr. Sculimbrene asks if it still include poisonous plants Mr. Bernard replies, we can change out the plants Ms. Brzozoski asks if we outsourced this, he replies yes we did and it was around $5-10,000. Did you ask any on in the school before spending that money, reply no. Is your design mobile, reply no. Mr. Santry (Principal of LMHS) sent a response to this project and was read aloud by Dr. Burnham Ms. Brzozoski makes a motion to not support the rainwater retention program, Mr. Sculimbrene seconds the motion all agree. b. School Choice At the previous meeting Dr. Burnham brought forward a list of potential school choice spots open from 1st through 8th grade, generally we do not open school choice until 9th grade, but wanted to make sure we explored every option available to bring money into the district. Through conversations all members of the school committee agree class sizes are growing and we still desire to keep class size as much as possible. Mr. Sculimbrene makes a motion to not increase any school choice spots for 1 st thru 8th grade, Mr. Lehtinen seconds the motion, roll call vote approved by Mr. Lehtinen, Mr. Sculimbrene, Ms. Archambault and abstained by Ms. Brzozoski Discussion c. Family – School Partnership Compact Meredith Weiss, our ELL coordinator and also Mr. Smith a teacher at Turkey Hill are part of the district Family School Partnership Initiative team. Last year when we were doing work facilitated by the Department of Ed, they did such outstanding work as a part of that committee t hat I asked them if ===PAGE 4=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 they could lead and be co-facilitators of the Culture and Climate Council.. Ms. Weiss reports their hopeful intentions are to align the three stakeholders, our families, our students and our school staff in ways t hat we can best support students and their expectations in classrooms this document can be used as a springboard for many conversations about expectations and how to uphold the responsibilities of an LPS community member. The committee discusses the documents, mostly that it is a great document, but also maybe a shorter version that is more understandable to general public and also an option of potential QR code to be added, so feedback can be given. d. Facilities Update Mr. Hevy gives an update on current projects happening within the district and also goes through each building and lists all projects that are going to be necessary in the future e. Topics of Delegation Ms. Archambault shares that originally we wanted to meet with the delegates. I have spoken to them and was told it would be helpful if we gave them topics that we would be asking them. If each committee member could come up with topics and send them to me prior to the next meeting. Some topics discussed, bus bidding process, state funding as Chapter 70 minimum, we are not receiving enough state funding, millionai res tax, the regional transportation has a lot of work being done for it, but that does not help us at all, 10. New Business Action a. Donation $24.90 from Box tops will be deposited into gift account at Primary School and $21.00 from Box tops will be deposited into gift account at Turkey Hill. Mr. Lehtinen makes a motion to accept the donation, Ms. Brzozoski seconds the motion, all approve Discussion b. New IEP Form The team shares a PowerPoint slide deck explaining the new IEP form and the differences that we will be seeing and implementing. Meetings will be longer, much more detail and also includes students feedback c. 2024-2025 SC Meeting Calendar The school committee calendar is presented for the 24/25 school year, mostly the same 1st and 3rd Wednesdays of the month, with adjustments for holidays and school vacations. If you have any questions or concerns please email questions to Dr. Burnham 11. Public Comment Dr. Burnham shares this afternoon she was invited the Primary School. The entire first grade became aware there are students that rely on our food pantry, and some do not get birthday celebrations. They put together 90 celebration boxes that are ready for graduations or birthdays. The parents donated all the items, and will be donated to the food pantry tomorrow. Also one more aside, I updated the superintendent evaluation folder, it includes a timeline and a “how to” but if you need any help you can certainly reach out, that is set for the June 12th meeting, so I need the completed evaluations by June5th 12. Reports Ms. Brzozoski reports the PACSAL met and talked about the new IEP form and bylaws at Turkey Hill. Turkey Hill Advisory met on 5/5 we talked about the Family School compact, which will be presented at the May 22 nd school committee meeting. Bussing for field trips are very expensive, which made field trips trickier to plan this year. The 5 th grade is going to a Woo Sox game, 4th grade is having 2 in-house experiences, animal adventures (which was entirely free and funded by the PTO) and earth dome, 3rd grade will have animal adventures (which was entirely free and funded by the PTO) June 5 th is field day with a rain date of the 6th. The 12th will be the last day and a half day. There was an optional survey sent out requesting any classroom placements, you cannot request a specific teacher, but the teachers can use this information for placement in classrooms. Teacher appreciation was 2 weeks ago and we appreciate our teachers very much. Mr. Sculimbrene reported that the PTO met regarding the event that is currently out front, the cruise night, in collaboration with the Lions Club, the food pantry and the Boys and Girls Club. Ms. Archambault reports the Master Planning has the next public meeting on May 30 th at 6 at Smokestack Roasters again, I will send out the flyer, they will be open for their menu for you to enjoy. What they are trying to do is the launch of the next survey, they are trying to take what they already have and really break it down. May 30 th is also our Senior Awards Night, so I will not be able to attend the Master Planning meeting as I need to be at Senior Awards. ===PAGE 5=== 1025 Massachusetts Avenue, Lunenburg, Massachusetts 01462 978 582-4100 ~ fax 978 582-4103 13.
