In accordance with the Governor’s Order Suspending Certain Provisions of the Open Meeting Law, G. L. c. 30A, § 20, all public meetings are being conducted remotely. Mr. Alonzo read the remote meeting information for anyone who would like to join the meeting. He asked if everyone was present by roll call. The meeting opened with the Pledge of Allegiance that was recited by Ms. Adams. PUBLIC COMMENT: Ms. Adams attended the public hearing for the notice of the extension of the Lunenburg Water District. The article failed by a vote of 28-11. Many residents of Howard Street attended the meeting and were not interested in water being brought down the street. However the developer still wants to pursue water being brought down three miles of newly paved roads. She believed it was time to bring up the pavement moratorium as they continue to have the request. She attended the Community Outreach meeting via ZOOM by Green Leaf Botanicals last week for the proposed adult marijuana retail business and the attendance was very low. She also heard the Land Use Director state the Community Host Agreement was being reviewed but it was not on the Select Board agenda. Ms. Lemieux noted the agreement had been reviewed at a recent Select Board meeting and the draft has now been sent to Town Counsel. Upon consulting with Chairman Alonzo the next meeting with Green Leaf was to be held after the community outreach meeting. She agreed the lack of attendance and accessibility by the public for that meeting was poor. She spoke with Green Leaf representatives Mary Bentley and Attorney Poholek about holding another Community Outreach Meeting on March 10th but this time allowing them to the Select Board Zoom account to run the meeting, which will ensure that it is recorded, and advertising the toll free number for our account to the public. This will be re-advertised and re-noticed with the Zoom meeting information, the toll free number, and the email that was on the first notice if anyone wishes to submit questions, comments, or concerns. Hopefully this will increase accessibility and attendance. ANNOUNCEMENTS: The MBTA is planning some service changes that will go into effect in March and April. They plan on holding virtual public service change meetings on February 17 and February 24; from 6- 8 p.m. We will put this on our website and circulate it through town wide email and send it to the Lunenburg Ledger. She reported Public Access has been working on the issues with live broadcasting. We receive our assessment around the beginning of March. Monty Tech also received ESSER II funding in the amount of $661,823 that should positively impact the assessments. FY2022 Expenditures- Conclusions • Includes Governor’s Budget Proposal for State Aid- figures which are subject to change. • Fully funds all contractual obligations and increased costs for non-personnel related expenditures. • Balanced based upon use of recurring revenues for operating costs; no draw on Stabilization Fund or Free Cash for operating expenses. • Maintains existing staff with net 3 additional town employees. • Preliminary budget exceeds the Superintendent’s proposed budget. • Recommended budget does not fully meet all needs as requested by Department Heads. • Preliminary budget leaves an unappropriated balance of $494K that can backfill any increases beyond the estimates used for Monty Tech and the Solid Waste/Recycling Program expenses. Recommendation would be to create Health Insurance Stabilization Fund with a portion of this unappropriated balance. ===PAGE 16=== • Current recommendation leaves a balance of $834K of Free Cash that can be used for financial warrant articles, increase funding for the FY22 Capital Plan, used on FY21 Snow and Ice Deficit, or deposited into stabilization. Ms. Lemieux had noted Ms. Adams public comment earlier and planned to reach out to the Water District Supt. and the DPW Director. Mr. Jeffreys agreed with Ms. Adams that a meeting with the water district would be beneficial. Discussion ensued about providing accessibility for the Community Outreach meeting for Green Leaf Botanicals. Mr. Jeffreys thanked Ms. Lemieux for following up on his query about a safety plan and training for employees for the new gas storage tanks. He reported he has sent draft language amending the current Architectural Preservation District by- law that will resolve the impasse when the Town and APDC are not in agreement about municipal buildings. 7. Committee Reports Mr. Dwyer reported the Planning Board is working on updating their rules and regulations (section by section) for the subdivision of land. They are also working on updating Code, Zoning; § 250-6.1; off street parking and loading areas. Lastly, it appears the Economic Development Committee is getting closer to having a quorum. Both the ad hoc Open Space Committee and Agricultural Commission have interest in participating. Mr. Dwyer exited the meeting. Mr. Jeffreys reported the Council on Aging met. He thanked COA Director Doherty and Outreach Coordinator Pauline Roy for assisting seniors in arranging vaccination appointments. As of yesterday the MART Van is back in operation. Meetings, Events and Other Announcements: • The Water District has a meeting on Wednesday, February 10th at 4:00 p.m. • The School Committee has a meeting on Zoom on Wednesday, February 10th at 6:30 p.m. • The ZBA has a meeting on Zoom on Wednesday, February 10th at 7:00 p.m. • The Finance Committee has a meeting on Zoom on Thursday, February 11th at 7 p.m. to hear my Preliminary Budget Presentation. • Town Offices will be closed on Monday, February 15th in observance of Presidents’ Day COVID-19 UPDATE COVID-19 in Lunenburg: The Board of Health issued their weekly update and the cumulative laboratory confirmed number of COVID-19 cases reported to the Town as of February 5th was 569 and one death. The State report shows 560 as of February 2nd. This is an increase of 23 cases from the previous week. Vaccination Clinics for Residents Age 75 and Older: Tomorrow the Nashoba Associated Boards of Health will be running another vaccination clinic in Devens for residents in the member communities that are 75 and older. Similar to last week they had a very limited supply of vaccines available for this clinic and the Eagle House Senior Community Center helped schedule these appointments for the 16 available slots for Lunenburg residents. The Eagle House staff has been advertising how to get on the wait list and a CodeRed call went out yesterday to residents on the wait list procedure. After that call went out, they were inundated with calls and currently there is a waiting list of 176 people for the next available clinic. The next scheduled clinic at Devens for residents 75 and older will be Wednesday, February 24th. Lunenburg residents that are ages 75 and older can get on the waiting list being administered by the Eagle House Senior Community Center by calling 978-582-4166. The State also activated a vaccination call center last Friday and persons75 and older can now call 2-1-1 to speak with someone at the call center to set up an appointment. The call center hours are Monday thru Friday 8:30 am - 5:00 pm. The State has reported that they have booked 2,000 appointments so far and are looking at expanding hours of the call center. ===PAGE 20=== First Responder Second Dose Clinic: On Wednesday, February 17th and Saturday, February 20th the Nashoba Associated Boards of Health will be holding a clinic in Boxborough for the second dose for First Responders. Regional Discussion on Vaccination Rollout Plan: The Town Administrators and Town Managers within the Nashoba Associated Boards of Health district held a follow-up meeting today to discuss how we can work together to create a regional site and bring more vaccines to our area. Jim Garreffi of the Nashoba Associated Boards of Health and various legislators that represent the 16 communities were also on the call. Jim Garreffi provided information on the vaccination clinic that was done for First Responders in Boxborough, the clinics for 75 and older residents that were run last week, this week, and in the coming weeks. The consensus was that Devens is a prime location for a large regional site that is centrally located and that if al large number of doses can be shipped to our area, smaller clinics in different communities could be set up. Representative Harrington has taken the lead to address the lack of vaccines for our area with the DPH and the Administration and has been working with Masy BioServices of Pepperell about their site being a possible storage location for a large amount of vaccines to be stored. This business has 420 freezers that can store the Pfizer vaccine and 450 freezers that can store the Moderna vaccine. Jim Garreffi is going to meet with the owner of Masy BioServices and the legislators, through Representative Harrington, will support advocating for a mass vaccination site at Devens and an increase in vaccine allotment to this area. The Town Administrators/Town Managers of the Nashoba Valley will write a letter to the Governor, Lt. Governor, and Secretary Marylou Sudders regarding creating a mass vaccination site located in Devens, a partnership with Masy BioServices for storage of large quantities of vaccines, the expressed need for increased doses to the 17 communities that make up the Nashoba Valley, and a request to resolve the current inequities that exist for our Health District that we only receive 100 doses a week for 17 communities while other towns receive the same weekly allotment of 100 doses. The letter will also relay that the 17 Communities of the Nashoba Valley, the Nashoba Boards of Health, and our State Legislative Delegation are prepared to establish a professional, regional vaccine distribution center which can proactively and effectively administer the COVID-19 vaccine in the interests of the public health and safety of our populations for the overall benefit of the region and Commonwealth. UPDATES RECEIVED FROM THE STATE AND FEDERAL GOVERNMENT: The Baker-Polito Administration continues to take steps to limit the spread of COVID-19 in Massachusetts. A comprehensive list of emergency orders and guidance is available at mass.gov/covid19 (click here). COVID-19 in Massachusetts (as of 2/4/21): As of February 4th there are 507,166 COVID-19 cases and 14,489 deaths and 13,955,444 patients have been tested to date by the MA State Public Health Laboratory, hospitals and commercial laboratories. On the bi-weekly briefing today, the Lieutenant Governor stated that cases are down by 59% ===PAGE 21=== from the peak and that Massachusetts currently has a 2.96% positivity rate. This information is now posted on the Department of Public Health COVID-19 website, with a breakdown of coronavirus cases by city and town. The page can be accessed by going to: https://www.mass.gov/info- details/covid-19-response-reporting#covid-19-cases-by-city/town- . The Department of Public Health has created a dashboard as well with comprehensive, detailed COVID-19 data, including trend data, case rates, testing, and breakdowns by age, sex, race, ethnicity and geography. https://www.mass.gov/doc/covid-19-dashboard- Vaccination Rollout: There are currently 125 vaccination sites in Massachusetts, and the Administration expects this will ramp up to 165 sites by mid-February. Over 120,000 appointments will be made available over the course of this week. It is expected to take several weeks for residents to secure appointments due to limited supply of vaccines from the federal government. Residents can visit www.mass.gov/COVIDvaccine to check when they are eligible to get the vaccine, find an appointment at a location near them, and get ready for their appointment. The Administration restated that there are more requests for vaccines than the State has in available doses. A greater percentage is being allotted to the mass vaccination sites with the rationale that mass vaccination sites are more efficient and from a logistical standpoint (staff, capacity, etc.) have the largest impact. Executive Order on Capacity Limits The Administration also announced that effective Monday, February 8th at 5:00 AM, businesses can operate at 40% capacity. This is an increase from an existing order limiting capacity to 25% for many businesses. The businesses include:  Arcades and Recreational Businesses  Driving and Flight Schools  Gyms/Health Clubs  Libraries  Museums  Retail  Offices  Places of Worship  Lodging (common areas)  Golf (indoor areas)  Movie Theaters (no more than 50 people per theater) Additionally, the Administration announced that current restrictions limiting gathering sizes to 10 persons indoors and 25 persons outdoors would remain in place for the present time. All other orders and safety guidance remain in place throughout the Commonwealth as the state continues to fight COVID-19 and vaccination ramps up in all regions. ===PAGE 22=== Upcoming Meetings February 16th (Workshop on Appointments), March 2nd, March 9th, March 16th, March 23rd PUBLIC COMMENT There was none at this time.
