Approval of Minutes of October 18, and November 1, November 15, 2022 Motion: L. Franco 2"°:T. Dwyer To approve the Minutes of October 18, 2022 as presented ===PAGE 2=== Warrants The Board signed a payroll deductions warrant in the amount of $59,340.13; an accounts warrant in the amount of $651,569.04; a payroll warrant in the amount of $1256.00 and another payroll warrant in the amount of $991,696.03. Action Items: Mr. Alonzo inquired about the status of the road line painting. Ms. Lemieux reported the Main Street and Memorial Drive crosswalks and handicapped parking spot had been completed. The line painting for the center was supposed to happen last Thursday but the vendor did show up, so there's no update on that. Mr. Alonzo noted this is just not a problem in Lunenburg but statewide. Status Update on Town Manager Goals Ms. Lemieux reported she and Asst. Town Manager Belliveau met with the company regarding the culture survey for an overview of what are the next steps. She and I will need to do a lot of uploading of data and reviewing videos before a survey gets sent out. Ms. Lemieux hopes to get the survey out before the end of the year. Select Board Goals Objective 1. 30 School Street- Architect Ray Dunetz has been corresponding with Ms. Lemieux since the resignation of the Facilities Director on the bid specifications and she hopes to have something by next week. Objective 2. Senior Citizen Property Tax Exemption or Abatement- Mr. Alonzo reported that he and Mr. Franco met and finalized what we would like to propose as a framework. We are hoping we can have it ready for a meeting for board review and then we'll be scheduling a meeting with the Town Manager, the Finance Director our Principal Assessor and a member of the Board of Assessors to review. It is still our intention that this will be on the 2023 Annual Town Meeting warrant. Objective 3. Review Select Board Bylaws- Mr. Alonzo noted we have done many of these already and I know the Chair intends to pick up on that at the New Year. Joint Interview/appointment by Select Board and Planning Board to Planning Board of Timothy Willsmer, 762 Northfield Road Mr. Willsmer stated I work as an engineer for Mass DOT doing materials engineering. Before that I was with the Right-of-Way department. I think that a lot of the skills I have would translate over nicely to the Planning Board and it feels like a good way to be involved in the community. He had attended one of their meetings last week and was interviewed by them there. The board thanked him for stepping forward. Mr. Willsmer anticipated running for election to the Planning Board at the next annual election. Planning Board Chair Allison called their meeting to order at 7:36 p.m. Motion: H. Sroka 2": T. Dwyer To appoint Timothy Willsmer to the Planning Board until the next annual town election ===PAGE 3=== Council on Aging (2 Vacancies) • Finance Committee (2 vacancies) • Green Communities Committee (2 Associate vacancies) • Historical Commission (2 vacancies) • Open Space Committee (1 Member at Large vacancy) • Zoning Board of Appeals (1 Associate vacancy) Interested persons can find application forms on the Town Website and completed forms can be sent to the Select Board's Office. Anyone that has any questions on volunteer opportunities can contact the Select Board's Office at (978) 582-4130 x 144. Current Employment Opportunities with the Town The following is a list of current employment opportunities with the Town: • Administrative Assistant IT (Part Time Non-Benefitted) • Heavy Equipment Operator (Full Time Benefitted) • Library Assistant (Part Time Non-Benefitted) • Library Page (Part-Time Non-benefitted) • Police Officer (Full Time Benefitted) • Production Technician (Part Time Benefitted) • Public Safety Front Desk Clerk (Full Time Benefitted) • Recreation Director (Part Time Non-Benefitted) • Videographers (Part Time Non-Benefitted) Facilities and Parks Since Paul Visconti's last day, I have been handling any day to day oversight issues that are Facilities and Parks related, including fall cleanup of our facilities and grounds, correspondence with Ray Dunetz on the 30 School Street project, correspondence with the contractor and architect on the PSB Chiller project, approving certain sprinkler system repairs at buildings, working with the COA Director and McCarty Engineering on the ADA Breakroom project, daily meetings with the interim Facilities Superintendent, and corresponding and meeting with the Parks Commission Chair on a variety of parks related items. The Assistant Town Manager is handling the assignment of work orders through our facilities management software. The Assistant Town Manager and I have been conducting interviews for the Facilities Director position and have conducted interviews for the Recreation Director position as well, so as not to potentially lose good candidates. Flat Hill Road Drainage Study As part of the next steps after receiving the drainage study report from McCarty Engineering, Brian Marchetti, the Land Use Director, the DPW Director and I met with one of thetrustees ofthe Villageat Flat Hill Association and a couple of their association members. Brian reviewed the findings in the report and discussed the recommendations raised in the report that would be on the property ofthe ===PAGE 4=== 30 School Street Abatement and Demolition Bid: Still on schedule to be advertised in January 2023. Employee Highlights • There was a great article in November 18th Ledger on the Elder Connect program that is a collaboration between the COA Director Sue Doherty, Police Chief Gammel and Fire Chief Sullivan. The program is a resource to assist the Police and Fire Departments when responding to emergencies involving elders that has vital information about the individual. This is a great example of departments working together to help others. • I recently received an email from a resident about the DPW Director's excellent service and responsiveness to residents. This resident contacted him on three different occasions about different issues and Bill responded immediately. One of the issues was replacing the Mulpus Road street sign, which had been damaged and lost. This past spring the resident contacted him regarding the breakdown of the pavement on Mulpus Road and the potholes were filled within a few weeks. Grants The Town was notified we received the Recycling Dividends Grant under the DEP's Sustainable Materials Recovery Program: The Town received $7,800 based on our efforts to reduce waste and increase recycling. This is a grant we receive annually. Meetings, Events, and Other Announcements: The Giving Treeis currently up at the Town Hall, 2nd floor with Christmas Angels. Anyone that wishesto donate can take a tag that has items for boys and girls aged 1 month to 12 years old and return those gifts unwrapped to the Town Hall by the close of business on Monday, December 12th. The Zoning Board of Appeals will be having the next hearing on the Pond View Commons 40B comprehensive permit application on December 14th at 7 PM in the Town Hall meeting room. Mr. Alonzo thanked everyone involved with the town tree lighting event. OLD BUSINESS Review American Rescue Plan Act (ARPA) Funding Requests, Evaluation Criteria & Process-this was tabled until another meeting Mr. Alonzo noted there was discussion at the Capital Planning Committee about asking the Municipal Building Design Committee to provide guidance about what items they may look at because it may influence the capital planning requests. Some are also on the ARPA list as requests and some of them such as the replacement ambulance which was noted that given that vehicles orders placed today are a year or so out; it may be in our best interest as a town to use that money and get a six or seven month head start on that funding. I bring that to you that was discussed at significant length. ===PAGE 5=== windows beyond what was originally submitted. We did provide them the costs prior to Town Meeting and I haven't heard back from them about their next meeting date. I was looking for a couple other items from the APD as far as meeting minutes. It would be a new application just for the windows. Further discussion ensued about the process going forward and what the APDC would require. It was suggested to request a meeting with the APDC for the December 20f meeting to find out what they want to see going forward. Ms. Lemieux stated that some articles being deferred as far as the board providing recommendations before next Town Meeting; even though you know what's printed in the warrant, we may not have all the information at that time. There were certain articles that we did have all the information prior to Town Meeting that the board could have taken votes at one of their meetings. That would just be announced rather than having a discussion on the Town Meeting floor and would save some time on a couple of things. It was suggested to meet prior to the meeting to iron out final recommendations as well as placing a time limit speaking on the board's recommendations. It was noted that historically the board has met a half hour before town meetings but some items were put on hold as the board was waiting for the presentation on the article. Generally the board felt the meeting went well. Mr. Dwyer referring back to the upcoming meeting with the APDC wanted to know if other projects in town center were held to the same standards as the Ritter Building project. Committee Reports Mr. Dwyer reported the Storm Water Task Force met in November and went over priorities and what we want to tackle for 2023. They meet again in January. He attended the Water District meeting concerning the Hickory Hills well proposed pilot study. It was a good discussion between all parties. The engineering firm as well as the consulting hydrogeologist were present to answer questions for the Hickory Hills Homeowners Association and others. The next step is for the engineering firm to finalize their proposal. Mr. Alonzo reported the Capital Planning Committee met yesterday and started the ranking of the 30 requests and are now awaiting the ranking from one member who was ill and could not attend. We are hoping by our next meeting on Wednesday we will have completed our ranking. He reported there has been an application for one of the Finance Committee vacancies and the Finance Committee Appointing Committee will be meeting on the 13"h to interview the Mr. Jeffreys reported the Municipal Building Committee meets in two weeks. He added that he had a conversation with Senator Cronin, and they were talking about the Pathways Program. We're having a skills gap in the marketplace, you have kids who are in a traditional school such as Lunenburg where the academic path in terms of college is not for them and they're too late or ineligible to get into a trade school. This program creates opportunity for students to get direct pipelines for training in certain careers. The good news is that the program funding has been expanded to $5 million. I've reached out to the Superintendent's office and the School Committee Chair to try to coordinate a meeting ===PAGE 6=== the committee could discuss that on the 19th and he would report back on the 20th. Annual License Renewals Mr. Alonzo read Executive Assistant Peterson's memorandum aloud: Tonight you have before you the first round of annual license renewals. All that are listed have submitted required paperwork and paid their application fees. All taxes and municipal fees, if applicable, are current. The alcohol licensees have submitted their applications and the Section 12 (on-premises) alcohol licenses have provided the required proof of liquor liability and DOR Certificates of Good Standing. Only two alcohol licensees have not met the requirements; they have been notified of a hearing date two weeks from tonight via email and certified mail of their deficiencies. One has not had a completed Fire Safety Inspection and one has not submitted their DOR Certificate of Good Standing. They have been informed that if they provide the required items before the hearing date of December 20th, their hearing will be canceled. All Class II auto dealers have provided proof of $25,000 bond or a line of sufficient credit to cover the required amount of $25,000, if needed. 2023 Weekly Entertainment Licenses LICENSEE NAME Il Forno Lunenburg Bar Inc Smokestack Roasters LLC Lunenburg Zedas Inc. I'd like to think that my involvement in town has provided me with some experience that would help this committee. My association with the Historical Society provides me with access to historical records not everybody's privy to that describe previous celebrations; the 200th, 250", 275th. The parades, banquets or sporting events; I'd like to think that by that time we'll certainly have a venue to do these things, but that being said I just want to make this the best celebration we can make it. Facilities and Grounds Projects/Repairs: • Facilities: The Public Safety Building chiller projecthas been completed and wewill issue the final payments for the project shortly. • The TC Passios Building requires some repairs to the sprinkler system which will cost around $6,000. This work has been requested to be scheduled. • The Ritter Building break room is getting closerto completion with the drop ceiling, flooring, and already-made cabinets to be installed. I expect this will be complete in January/early February. • Monty Tech'snext project with the Town will bemaking/installing new kitchen cabinets at the Eagle House • The DPW recently lined up repaving the circle driveway atthe Eagle House and restriping the parking spots. • Fall cleanup has been completed at all the town and park properties as of last Friday. ===PAGE 4=== • Land Use: The Land Use Director reported on the RFP for the Master Plan and that once the project begins, it will take approximately 2 years to complete. The Land Use Director, Police Chief and DPW Director met with PJ Keating about the Leominster Shirley Road intersection with the rock cropping and agreed that signage notifying travelers about the intersection would be the best solution at this time. Due to the blasting that would be required, complete removal of the rocks would be extremely difficult. PJ Keating supported keeping the brush low and working with the Town going forward. Construction at Lunenburg Central is moving along well. Their goal is to process all approvals for certificates of completion and certificates of occupancy by end of first quarter 2023. Their marketing efforts have been launched into high gear, with an expected 3-5 tenants. The Planning Board is looking at rezoning of Chase Road from residential to commercial to address future development of that area. The Economic Development Committee is looking at revitalizing the Town Fair this summer. • COA: The Council on Aging held a ceremony for presenting the Boston Post Cane to Emma Mellow yesterday. For programming, pickle ball is being held Mondays and Fridays 11-1 PM at the TC Passios, floral classes are being held, and the COA is finalizing their rebranding. Fire: The Fire Department received their final inspection from the State today and will be beginning running at the Paramedic license level starting January 1st. They will operate on a part time basis for a few months until the new paramedics achieve their 50 supervised ALS calls. The Chief expects to be operating 24/7 at the paramedic level by March. DPW: The DPW Director reported that the crosswalks and parking spots in the center of Town were complete. The line striping company continues to be non-responsive. Ms. Lemieux reported on the Eagle House ADA parking lot project as this is something that the Capital Planning Committee has been talking about. There were questions from the committee about different factors about cost; what's included in that cost as well as any kind of impact on the adjacent Kids Kingdom playground. The Council on Aging Director and I met with the engineer from McCarty Engineering and he was supposed to go back and look at the costs because that was a ballpark number based on the square footage of that project. It was supposed to be inclusive of everything, drainage, pavement, and guardrail, all- encompassing. The other alternative we discussed with him was if we could phase this project and put additional parking along Memorial Drive to get additional parking at that building because it's such a need. We're waiting on final numbers for that as well. Meetings, Events, and Other Announcements: • The Zoning Board of Appeals will be having the next hearing on the Pond View Commons 40B comprehensive permit application on December 14th at 7 PM in the Town Hall meeting room. All town offices are closed on Friday, December 23rd in observance of Christmas Eve, Monday, December 26th in observance of Christmas, and Monday, January 2nd in observance of New Year's Day. WORKSHOP: Review Remote Work Policy ===PAGE 5=== flexibility for a certain period of time. Discussion ensued about different scenarios the policy to which the policy could be applied. The policy addresses hours of work, the remote work location, dependent care, termination of the remote work arrangement, compliance with town policies, security of information and records, equipment and materials, other costs, liability, violation of the policy and guidelines. Discussion ensued about workers compensation and liability. Question was asked if the Town can ask employees to waive any workers compensation claims while working from home. Ms. Lemieux stated she did not believe so, but would check with labor counsel. Ms. Lemieux will return next week with answers and some amendments to the draft policy. Review Select Board Policies & Procedures, Article II Section 2.07 Appointments The board reviewed a copy of the amended draft and discussed some changes and dates. Mr. Jeffreys will amend and work with Town Manager on some wording and return with an updated draft for the December 20 meeting. OLD BUSINESS 1. Annual License Renewals (cont.) Mr. Jeffreys noted last meeting there was discussion about a limousine company that only has a post office box in Lunenburg but is based in Fitchburg. Is it our intent that a business that's not based in Lunenburg that we are issuing a limousine license to a business to operate in Lunenburg or are we issuing the licenses to businesses that are only based in Lunenburg? Our policy does not have anywhere that says you have to be based in Lunenburg. My concern is the business that we are licensing to operate out of Fitchburg is because they otherwise can't get the license in Fitchburg. If we are doing that I don't think that's appropriate or are we taking a business that's already licensed in Fitchburg and saying you're also licensed to operate here. Discussion ensued about rules of operation for limousines in the policy. Mr. Jetfreys requested checking with the City of Fitchburg to see if the licensee is also licensed there. 2023 Alcohol Licenses Renewals LICENSEE NAME Carol A. Baker & Henry A. Restaurant All Alcohol $1450. A.A.G. LLC Kindred Spirits Restaurant All Alcohol $1,450 The board discussed Bakers Whalom Variety first and the inability to provide a required Certificate of Good Standing certificate (COGS) from the Dept. of Revenue. Mr. Franco noted he had contacted the Town Manager to see if a licensee had ever been denied a license ===PAGE 6=== second concern was having a 19 year old on the licensed premises. Ms. Lemieux reported Executive Assistant Peterson has informed her OTR holds a common victualler license for serving food, so they are a restaurant too. It was noted that there was no indication that the 19 year old was served alcohol or food. Motion: T. Alonzo 2": T. Dwyer To approve the package store wine and malt license of Carol A. PUBLIC COMMENT- Newly elected Middlesex 1st District Representative Margaret Scarsdale introduced herself via ZOOM. She stated she was looking forward to working with the Town and planned on meeting with Town Manager Lemieux at the beginning of the year to ascertain Lunenburg's priorities. She wished everyone Happy Holidays. The board members welcomed her and stated they looked forward to working with her. ANNOUNCEMENTS Ms. Lemieux reminded all that Town offices will be closed on Friday, December 23d and Monday, December 26" and Monday, January 2nd COMMUNICATIONS FROM OTHER BOARDS Library Director Muir Haman presented some of the programs that are available at the Library and remotely. • Creative Bug; database of activities and lessons on how to do arts and crafts projects • Canopy; an online video database that has expanded into mainstream popular movie titles • Libyan Overdrive; an electronic books and audiobooks platform, • Mango Languages; basically foreign languages; the focus is more conversational rather than an academic study. I'll mention is called • Beanstack; reading challenges for different age groups The library is holding a jigsaw puzzle sale and you can help out the Friends of the Library and take home some puzzles. On January 7th we will start a Common Grounds Open Mic, the goal being an acoustic music set. One of the new groups is The Not So Young Book group; the target audience is adults who are interested in reading young adult titles. This group will meet January 8th and this month we have a virtual author talk with the author being interviewed by another local author about the book that's being discussed. The book group meeting is January 8''; that virtual author talk is January 4th at 7 pm. Another book group, the first Bites book group targets grades five to seven and one of the challenges that we have is getting them to actually read through the whole book and get started. The first meeting of the First Bites book group is January 18th at 4 pm in the afternoon. We also have a monthly video game night starting up with Virtual Reality equipment and are working with a company that brings all of the equipment in, sets it up and so it's like a free play session that'll be happening monthly on Friday nights. That will begin January 20th I'm most excited about Mass Audubon coming and talking about all about bears next Wednesday morning. All the details are available on the Library Events Calendar online. He thanked the board for the opportunity to come in tonight and talk about what's going on at the library. Mr. Jeffreys thanked him for coming in. ===PAGE 2=== INTERVIEWS/APPOINTMENTS/REAPPOINTMENTS/RESIGNATIONS Green Communities Committee Associate- Kim Duffy, 1479 Massachusetts Ave. -term to expire June 30, 2024 Kim Duffy stated she has always been trying to maintain a really sustainable lifestyle and looking for new ways to make my house more energy efficient and would like to be a part of helping that on a larger scale for Lunenburg. She attended one meeting last week and met the team. They introduced her to one of their projects that they're doing in town; the street lighting project. The board thanked her for stepping forward and volunteering. When asked she noted reducing waste is one of her interests. It was noted the GCC Chair, Dave Blatt, had stated in an email that he was very happy Kim wanted to join the team and endorsed her appointment. Motion: L. Franco 2nå: T. Alonzo To appoint Kim Duffy to the Green Communities Committee as Associate with a term to expire June 30, 2024 Vote: All in Favor Ms. Duffy thanked the board and exited the meeting. Meeting with Ray Dunetz to review Invitation for Bids for 30 School Street Hazardous Materials Abatement and Demolition Ms. Lemieux noted Mr. Dunetz has been working with her and the previous facilities director to get this bid package ready. It is expected to go out on January 6th. The board received the draft bid package last week. for review and any questions. Mi. Dunetz stated we are excited to be advertising this project, we're using an online bidding platform new to the town called Biddocs Online. This will provide more exposure for the project and hopefully get some more goods. We had our environmental consultant review the building one more time and we discovered some more hazardous material in the building which was not anticipated in our initial cost estimate. The project right now is estimated to be about $350,000, but that includes a $60,000 contingency fund for the hazardous material removal. We are requesting the contractors interested in this job to meet at the site; we're going to do a pre-bid meeting on January 31** to walk through the building, have them review everything and they.!! be required to put together a bid with unit prices for the abatement work. Bids will be due by February 16"h. Hopefully we will have a contract ready by March and start the work in April. We've anticipated the project to take 60 to 75 days and the end result will be a loamed and seeded lawn that sort of matches the grades there right now. Ms. Lemieux pointed out that it salvages about 1000 square feet of brick for potential future use. Mr. Jeffreys thanked him for the report. Motion: T. Alonzo 2n°: T. Dwyer To approve the documents as presented for the invitations for bid on the 30 School Street hazardous materials abatement and demolition Vote: All in Favor The board thanked Mr. Dunetz for all his work on the project. TOWN MANAGER REPORT Announcement on Existing Vacancies The following is a list of current vacancies on the following committees: • 300# Anniversary Committee (8 vacancies) • Council on Aging (2 vacancies) • Finance Committee (1 vacancy) • Green Communities Committee (1 Associate vacancy) • Historical Commission (2 vacancies) • Open Space Committee (1 Member at Large vacancy) • Zoning Board of Appeals (1 Associate vacancy) Interested persons can find application forms on the Town Website and completed forms can be sent to the Select Board's Office. Anyone that has any questions on volunteer opportunities can contact the Select Board's Office at (978) 582-4130 × 144. Current Employment Opportunities with the Town The following is a list of current employment opportunities with the Town: • Administrative Assistant IT (Part Time Non-Benefitted) • Heavy Equipment Operator (Full Time Benefitted) ===PAGE 3=== • Facilities Director (Full Time Benefitted) • Library Assistant (Part Time Non-Benefitted) • Police Officer (Full Time Benefitted) • Production Technician (Part Time Benefitted) • Public Safety Front Desk Clerk (Full Time Benefitted) • Recreation Director (Part Time Non-Benefitted) • Videographers (Part Time Non-Benefitted) F'acilities and Grounds Projects/kepairs: Last week our Interim Facilities Superintendent discovered damage to the Little League field at Marshall Park due to someone driving on the field and spinning out. This caused significant damage to the field. Unfortunately damage to fields unless it was artificial turf, is not covered by insurance. Any restoration of the field will need to be addressed through the budget. In the meantime, a locked chain link has been installed to deter further access by vehicles to the field. OLD BUSINESS Review Remote Work Policy Ms. Lemieux noted a couple of minor changes to the document. Typographical errors were corrected. She had contacted labor counsel and it is not legal to request employees to waive their rights of workers compensation for remote work. Mi. Jeffreys noted the Town does have some history in which we had most employees working remotely for a period of time and we didn't receive any workers compensation claims. We were trying to word this to help minimize or prevent abuse but I think it speaks highly to the staff that work for the town that they're pretty dedicated public servants. If we start encountering claims in people's homes related to the privilege of being able to work remotely, then I think I'd be interested in reevaluating the privilege. Motion: I. Alonzo 2"': L. Franco To approve the remote work policy as presented by the Town Manager Vote: All in Favor Review Select Board Policies & Procedures, Article Il, Section 2.07 Appointments Mr. Jeffreys summarized the appointment policy changes to date. One document is the policy, the other orie contains the volunteer/reappointment applications. We discussed those at a previous meeting and finalized that and there was a minor change. He changed Green Communities from a task force to a committee. He changed "Board of Selectmen" to "Select Board." There weren't significant changes in section one; he just removed the enumeration of 10 and spelled it out as "ten," in the second paragraph when it speaks to vacancies shall be so advertised on the Town's bulletin board for no less than 10 days per section 7-10 of the Town Charter: The Select Board will appoint after the 21st day following the posting of a vacancy which we had discussed to provide maximum opportunity. For the appointment policy as we get into the Appointment section II, changes were incorporated and the bulk of the changes occurred in section III under Reappointments in which we did remove verbiage and the way this is worded now is clearer. Appointments and reappointments both have the same due dates. Discussion ensued over some wording changes, additions and the timelines throughout the document. Motion: I. Alonzo To approve the appointment policy as amended and presented this evening 211: T. Dwyer Vote: All in Favor Motion: T. Alonzo 2"d: L. Franco To approve the volunteer and volunteer reappointment application forms as presented with one modification Vote: All in Favor Review American Rescue Plan Act Funding Requests, Evaluation Criteria and Process Mr. Jeffreys presented a draft Lunenburg Select Board Coronavirus Local Fiscal Recovery Fund (CLFRF) Approval and Distribution Policy. The board had not seen it prior to this meeting and his expectation is to . edit it over a couple of meetings. There's a couple of different resources that he used to develop this policy; the state website which links to the federal website where all the resources are. The Treasury Department came up with the Final Rule Overview. It takes the law and summarizes and simplifies it. There is a compliance and reporting pamphlet available to those staff members or consultants who would be inputting ===PAGE 4=== this information into the system. He used that guide to place in some of the program eligibility; most of the language in the beginning several sections is almost verbatim, especially the purpose section. The selection criteria which starts on the second page starts getting into things that are actually modified. He read through the policy. This policy outlines the process by which the Select Board would award and distribute funds for the coronavirus local fiscal recovery funds; a part of the American Rescue Plan Act or ARPA. All costs must occur on of after March 3, 2021, funds must be obligated by December 31, 2024 and expended by December 31, 2026 or shall be returned to the Treasury. Funds may be used to replace lost public sector revenue, support the Covid-19 public health economic response, provide premium pay for eligible workers performing essential work and invest in water, sewer, and broadband infrastructure. Mr. Jeffreys reviewed the proposed Selection Criteria and Funding Allocations: • Burials and Cremations Initial allocated budget: $60,000 / 1.7% • Pandemic Mitigation Budget: $100,000 / 2.9% Premium Pay for Eligible Workers Budget: $350,000 /10% • Investments in Water, Sewer, and Broadband Infrastructure Budget: $750,000 21.4% • Support for Non-Profits_Budget: $150,000 / 4.2% • General Administration Budget: $184,000 / 5.2% • General Government Services and Supporting the Covid-19 Economic Response: Budget: $1,913,971 / 54.6% Following this section criteria used by the Capital Planning Committee for approval of projects was listed. Mi. Jeffreys presented the Project/Support Award Process which includes detail about request submissions, determination of project eligibility and funding awards as well as a three timelines for funding awards. Discussion ensued on the extent and detail of the policy, including proposed budgeting and budget amounts. The board thanked Mr. Jeffreys for all the time and thought that went into the policy. They will review it and send comments directly to Mr. Jeffreys by January 4" for revisions and modifications for the next round of discussion on January 10th. CURRENT BUSINESS Discussion on Open Meeting Law-permanent changes Mr. Jeffreys stated this is a request from our state delegation. The Open Meeting law is going to revert back. to its original wording on March 31, 2023. We've had this suspension of the law that has allowed remote meetings under the Governor's order. Our delegation has asked us to provide feedback on what current changes we'd like to see as permanent. Several town committees have been meeting fully remote this whole time including the Municipal Building Design Committee. The committee would like to see a permanent enactment that allows for fully remote meetings to continue. He encouraged the board to also think about this. We will discuss this at our next meeting. The board members had mixed opinions about the changes. This will be discussed further at the January 3rd meeting. Approval of November 8 and December 6, 2022 Minutes Motion: T. Alonzo 2nd: T. Dwyer To approve the December 6 and November 8, 2022 minutes as written and presented Vote: All in Favor Warrants The board signed a payroll deductions warrant in the amount of $855,407.13; an accounts payable warrant in the amount of $470,445.91 and a payroll warrant in the amount of $1,074,115.18. Action Items Ms. Lemieux had no update on the town roads line painting. Committee Reports Mr. Dwyer attended the Lunenburg Water District meeting last week. The Hickory Hills Landowners ===PAGE 5=== Mi. Alonzo reported the Capital Planning Committee met and had encountered some lack of clarity on some scoring and ranking and will meet again on the 28th. Discussion ensued about some projects suggested by the Green Communities Committee. Ms. Lemieux reported some reasons they were not considered was an immediate need for a DPW truck versus purchasing a more expensive electric vehicle, any project should require energy savings for the return on the investment as well as an audit and completing the current Green Communities competitive grant process. We have until September 30th to expend the LED street light project, the hybrid Police Cruiser, and the administrative expenses, then have to submit an annual report and be completely finalized before we can apply for the next round. The funding rounds are twice a year now which is fall and spring, so we may be ready in the fall. Mr. Alonzo noted most of their projects often don't fit into the Capital Planning Committee schedule. Ms. Lemieux announced Finance Director/Accountant Karen Brochu will be retiring July 7, 2023. She read part of her retirement letter, "I've enjoyed working for the town for the last 38 years, but given the fact that I started with the town at the age of 22, it has always been my dream to retire in my early 60s and that time has come. I consider it both an honor and a privilege to have served the town's leadership past and present and its residents over years. I have thoroughly enjoyed my time here, but I'm looking forward to starting the next chapter of my life. I can't wait to spend more time with my family and friends as well as spending summers at the Cape." Ms. Lemieux thanked Ms. Brochu and stated she's been an asset to the town. Mr. Alonzo noted she's been incredible for the town for all the years he's been involved. The level of work, the level of commitment and her ability to work across all different departments with different Town Managers from the start of the Charter until now and keeping the same level of excellence, and through it all be such a wonderful person on top of that, she will be sorely missed. Mr. Jeffieys echoed those sentiments. Mr. Jeffreys reported the Library Trustees met last week, they voted on approving the funding process for the investment of library funds. The Municipal Building Design Committee met yesterday and it was a productive meeting. We are meeting twice in January. The committee is embracing the hybrid concept and will vote at the next meeting on it. The next task is to incorporate the feedback into the next iteration of the concept. The strongest feedback came from the School Committee; they would like to use the Brooks House as an Early Learning Center and for the Community Link. One of their major concerns is they are at maximum capacity for their gymnasiums and the expectation of the Building Design Committee to return the before/after and early learning center school programs back to the school buildings. We also went over the community feedback. The primary concern is the lack of capacity at the TC Passions Building. The committee will focus on incorporating the school's concerns in the hybrid concept and also the APDC feedback. The APDC likes the idea of an annex on the Ritter Building. Some additional questions need to be answered as a result of that meeting. We plan to meet with the Building Commissioner on January 12t as we have code questions about some of these iterations we are considering. UPCOMING MEETING/EVENTS SCHEDULE Mr. Jeffreys reported their next meetings are on January 3, 10, 17, and 24. PUBLIC COMMENT: Mr. Dwyer stated he received a communication from a Lancaster Ave. resident about a clogged storm drain. I passed this on to the Town Manager and DPW Director. If other residents see something clogged, please reach out to the DPW. Mr. Alonzo wished everyone a Happy Hanukah, Christmas, or whatever it is you are celebrating. It is a season of good fellowship and he hoped everyone has a safe and happy one. Mr. Jeffreys adding to that statement noted this is a season of love and asked if you have individuals in your life who have experienced loss to take the time to reach out to them during the holiday. It really does go a long way. He wished everyone a happy holiday season. Motion: T. Alonzo To adjourn the meeting 2'': T. Dwyer Vote: All in Favor ===PAGE 6=== The meeting adjourned at 8:57 P.M. Respectfully submitted, Slaiem Heteroon Elaine M. Peterson Executive Assistant to the Town Manager
