Also in attendance was Lunenburg Land Use Director, Adam Burney. The meeting opened at 6:32 pm. An announcement was made that the 28 th Annual Nonpoint Source Pollution Conference for the New England states and New York will be held on April 12 – 13, 2017, at the Hotel Northampton in Northampton, MA. Coordinated by the New England Interstate Water Pollution Control Commission in partnership with member states and the EPA, the conference focuses on sharing information about nonpoint source pollution issues and projects in the region. Sessions will reflect the theme: “Lesson s learned: What Worked, and What Didn’t”? Phyllis Luck shared that Sarah Cammer has resigned from the SWTF, effective immediately, for personal reasons. SWTF members will reach out to see if there are others interested in filling that void. Minutes of the December 8, 2016, meeting were accepted. It was noted that Jon O’Connor has offered to help with the website; he’s created one poster, too, and will place copies around Town for us. When he placed the rain barrel at the Library, Library personnel were interested in hosting a SWTF presentation. A discussion around if and when ensued. There was also a discussion about work needed on the website. Further discussion will follow at our next meeting. Phyllis reported on the Bay State Roads workshop sh e attended on 12/14/16 “Getting the Most out of your snow & ice operations”. Although no one from Lunenburg’s DPW was available to come along, Jack Rodriquenz sent her armed with information on Lunenburg’s current winter storm protocol, which was very helpful. The presenter had been the DPW di rector in Heath, in the Northwestern corner of the state, where they’d already received 16” of snow th is year and have elevation changes from 300 to 2400 feet. Presenter Mike Smith had successfully i mplemented these advanced techniques in his Town. Practical suggestions include pretreating of roadways before the storm, applying only salt products (liquid or rock) during the storm, and usi ng multi sectional articulating blades on plows to increase the amount of snow cleared. These newer te chniques result in improved safety and lower costs. For example, before making the switch to sal t, it took Heath’s DPW 3 years to clean all catch basins; it now takes under a week because there is so much less debris to remove. A salt/sand mix uses more salt than a salt only application. We are sett ing up a meeting with Mike Smith, Baystate Roads Technical Training Specialist and the workshop pres enter, to explore if any of the techniques promoted would be of interest to Lunenburg. Tentative meeting date is 1/24/17. During this discussion, Adam Burney suggested that SWTF member and DPW Director Jack Rodriquenz make a presentation to the SWTF on Lunen burg’s current winter storm protocol. SWTF members have been asked to forward specific questio ns that should be addressed in the presentation to the Chair, who will compile same & bring them to th e next SWTF meeting. It is intended that this presentation be taped by Public Access, either live or for future distribution. ===PAGE 2=== Prior to beginning the Education Workshop, the Task Force reviewed the meeting schedule for the first quarter of 2017. At the 1/26/17 meeting, the SWTF will meet with Design Consultants, Inc. (DCI) for an update on their progress. It was requested that Adam Burney insure that lists of roads, as requested for the 2/14/17 Board of Selectmen (BOS) meeting, be available for the 1/26/17 meeting. This includes those roads: • paved as a part of the Pavement Management Debt Exclusion in 2016 • scheduled to be paved in 2017 (Debt Exclusion and other roads) Board & Public comment was also sought, so that focus could shift to the workshop topic. Phyllis opened the Education workshop by reporting that she’s working on a Lunenburg Public Schools Visioning Steering Committee, and has had the opportunity to interact with 5 th grade Math & Science teacher, Brian Chartrand, who felt this grade level would be the perfect fit for educational outreach. He’d like us to get in touch with him to work out d etails. She then introduced the Enviroscape that was borrowed from the Central Mass Regional Stormwater Coalition (CMRSWC), a visual teaching tool to show the effects of nonpoint source pollution. It may be borrowed any time for presentations; the Coalition has 2. She also brought attention to the Project Wet curriculum that Sarah Cammer has contributed. Jack Rabbitt is planning to reach out to Superintendent Calmes for further discussion on Educational Outreach. Phyllis Luck will reach out to Ed Himlan to determine if he has knowledge of the Stormwater educational outreach practices in Leominster and/or other towns. Motion to adjourn was made at 7:54 pm by Matt Alison, seconded by Jack Rabbitt, all voted in favor. Next meeting will be Thursday, January 26, 2017, at 6:30 pm, at the Ritter Building, upper conference room. Remaining meetings of the first quarter will be February 9 & 23, March 9 & 30. ======================================================================================== DOCUMENT : 2017-01-26-agenda-5754.txt BOARD : stormwater-task-force DATE : 2017-01-26 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-01-26-agenda-5754.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_01262017-5754 ======================================================================================== ===PAGE 1=== Town of Lunenburg Storm Water Task Force 17 Main St. Phyllis Luck, Chair Lunenburg, MA 01462 Matt Allison, Member Jack Rabbitt, Member Jack Rodriquenz, Member NOTICE OF MEETING Thursday, January 26, 2017, 6:30 p .m. Also in attendance were Lunenburg Land Use Director, Adam Burney, as well as Ed Himlan of the Mass Watershed Coalition and Mike Clark of Design Consultants, Inc. (DCI). The meeting opened at 6:30 pm. Minutes of the January 12, 2017, meeting were accepted. The SWTF welcomed our consultants, Ed Himlan and Mike Clark, to discuss their progress so far on work to complete Lunenburg’s MS4 (Municipal Separat e Storm Sewer System) permit. Ed Himlan passed out a one page bulleted outline entitled: Stormwater Management Program (SWMP) Requirements Outline (due by 6/30/18), which articulated those requirements as well as dates compliance must be achieved, attached. During the discussion it was mentioned that the Central Mass Regional Stormwater Coalition (CMRSWC) website contains much useful information and related forms, as well as Illicit Discharge Detection and Elimination (IDDE) tools which are available for the taking. There is other proprietary information available to members of the CMRSWC; Lunenburg became a member in FY 17. The SWTF and consultants spent the next hour and 45 minutes reviewing these requirements. The Minimum Control Measures are required to be achieved over a 5 year period, with completion dates dictated by the MS 4 (Municipal Separate Storm Sewer System) Permit. It was clear that some items, such as Construction Site Stormwater Control Program requirements, due by 6/30/18, will be relatively inexpensive and easily achievable. However, many of the other requirements will be quite costly and require careful planning. Some items will need to be outsourced. It was determined that the Board of Selectmen and Town Manager will need to be brought into the conversation when the MS4 Permit is ready to be filed, before 8/17/17, as sources of funding will need to begin to be identified. We will next meet with our consultants on March 9, 2017, at 6:30 pm in the Ritter Building, upper conference room. DPW (Department of Public Works) Director Rodriquenz presented the pavement management program, including roads paves in 2016, and those to be paved in 2017 per the Debt Exclusion. There was some discussion that optional roads may be included in 2017, while some roads may be excluded, depending on issues such as stormwater management requirements. Director Rodriquenz will set up a meeting with Mike Clark of DCI to review the roads to be paved in 2017, to be able to discuss stormwater best management practices that may be utilized where appropriate, on these roads. It was determined that the next meeting of the SWTF will take place at the DPW facility on Chase Rd. Director Rodriquenz will explain what the DPW does and how its operations deal with areas of concern to the SWTF. Task Force members may submit questions directly to the Director in advance of that meeting. ===PAGE 2=== Motion to adjourn was made at 8:35 pm by Jack Rodriquenz, seconded by Jack Rabbitt, all voted in favor. Next meeting will be Thursday, February 9, 2017, at 6:30 pm, at the Department of Public Works Building on Chase Road, in the conference room. Remaining meetings of the first quarter will be February 23, March 9 (with DCI Consultants) & 23. ======================================================================================== DOCUMENT : 2017-02-09-agenda-5755.txt BOARD : stormwater-task-force DATE : 2017-02-09 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-02-09-agenda-5755.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_02092017-5755 ======================================================================================== ===PAGE 1=== Town of Lunenburg Storm Water Task Force 17 Main St. Phyllis Luck, Chair Lunenburg, MA 01462 Matt Allison, Member Jack Rabbitt, Member Jack Rodriquenz, Member NOTICE OF MEETING Thursday, February 9, 2017, 6:30 p.m. Ritter Building, upper conference room, 960 Massach usetts Ave., Lunenburg, MA 01462 AGENDA 1. Also in attendance was Lunenburg Land Use Director, Adam Burney. The meeting opened at 6:37 pm. It was announced that the Board of Selectmen have voted to apply to become a Massachusetts Community Compact Cabinet community by entering into the Best Practice Program. The “best practices” chosen include: Best Practice: Implement Stormwater Management Measures so that land use regulations help promote infiltration, control flooding, and reduce pollution. Best Practice: Perform a Cyber Security Assessment to analyze whether there is risk of unauthorized access, implement or improve policies and procedures appropriate for the technology environment and identify steps to remediate any problems identified. Best Practice: Implement a Citizen Engagement Communication Plan that leverages technology to engage the public through basic electronic communication channels and ensures that internal staff is positioned to support these initiatives. In its submittal, the Town specified the following for Stormwater Best Practice: “The Town of Lunenburg has set up a Storm Water Tas k Force that, working with MA Watershed Coalition Director Ed Himlan, has identified a number of measures but require assistance in implementing these measures. The Town is seeking assistance in the form of funding for implementation of a series of identified measures that will help promote “infiltration, control floodi ng, and reduce pollution”. Examples of these identifie d measures that the Town requires assistance in implementing are “Construction Site Storm Water Con trol Program”, “Separate Storm Sewer System Map”, “SS Overflows inventory”, among many other me asures. Our goal is to have a further discussion about what measures this Community Compact Best Practice can help us implement.” Upon acceptance, the Town becomes eligible for grants to aid in the development of these best practices over the next two years. Minutes of the January 26, 2017, meeting were accepted. Phyllis reported on the Central Mass Regional Stormwater Coalition Steering Committee Meeting she attended on February 15. Several Communities reported that they no longer use sand/salt mixes for winter storm roadway treatment and have moved on to the use of salt. Holden last used sand in the 2011-2012 season. When I inquired as to capital expenditures needed for this transition, the Holden DPW director said none. In fact, he pointed out that since salt has less volume and weight, the roads are now treated in ½ the time it took to treat with a sand/salt mix. Reducing the amount of sand used in Lunenburg would address Minimum Control “Good House Keeping and Pollution Prevention” Measure of the MS4 Permit. ===PAGE 2=== 4 subcommittees have been established to improve the effectiveness of the coalition: Education, Program, Technical, and Legislative. Phyllis has joined the Education subcommittee. The Coalition is looking for member communities to provide additional hands for these important missions. Worcester Polytech (WPI) has established a Water Resource Project Center (WRPC). Students in their junior year work with a group to complete a project; the WRPC now has an office in Boston, as WPI wants to extend their outreach statewide. Jack Rabbitt reported that he has met, for the second time, with Superintendent of Schools Calmes. He will meet with her again and report at the SWTF April 13 meeting on the agreed upon specific educational outreach actions. There was a discussion on the overall mission of the SWTF, which is: “The Stormwater Task Force is charged with the deve lopment of a comprehensive stormwater management plan that complies with state and federal regulations, provides a storm and surface water system that controls damage from storms, protects surface water quality and protects the environment. The plan shall determine which local agency or agencies will be responsible for implementation, establish the estimated cost of the program, as well as provide for the creation of an ongoing funding source to enable its success.” During Public Comment, Reservoir Rd. resident Rhonda Lisio expressed concern over stormwater runoff and perceived poor “housekeeping” habits of the construction crew building new homes adjacent to her property on Reservoir Rd.. It was pointed out that the mission of the SWTF, as noted above and as discussed prior to her comments, does not deal with such specific issues. Further, it was suggested she take her concerns to DPW Director Rodriquenz and to the Planning Board for further action. Motion to adjourn was made at 7:40 pm by Matt Allison, seconded by Jack Rabbitt, all voted in favor. Next meeting will be Thursday, March 9, 2017, at 6:30 pm, at the Ritter building, upper conference room. Remaining meeting of the first quarter will be March 30. Also in attendance was Lunenburg Land Use Director, Adam Burney. The meeting opened at 6:35 pm. Minutes of the May 25, 2017, meeting were accepted. There was a discussion of the revisions to the Stormwater Management Plan (SWMP) Minimum Control Measure (MCM) Notice of Intent (NOI) drafts 1 through 6, which the SWTF had labored over with Consultant Ed Himlan. Various changes were made; Phyllis will enter revisions in the document. It was discussed that there are Town entities listed as Responsible & Support Entity in this draft, and that there should be communication with these boards prior to the presentation of the NOI to the Board of Selectmen (BOS) for their review. Phyllis offered to speak with the Town Manager as to how this should unfold. There was a discussion on the Board of Selectmen’s request for a review of the SWMP NOI. The SWTF felt it should be ready for review following the 6/22/17 meeting with Design Consultants, Inc. (DCI). Phyllis will make a request of the Town Manager to put this on the agenda either 7/18 or 8/1/17. Adam has agreed to create summaries of each MCM to facilitate this presentation. Matt Allison exited the meeting at approximately 7:30, as he had an Agricultural Committee meeting to attend. Heather Lemieux has informed the SWTF that the Community Compact grant contract paperwork has been received and filled out; it was to be returned to the State on 6/9/17. The SWTF will be informed when the paperwork has been received back from the State, signed by them, so that the SWTF may proceed with the work outlined. There was a discussion on the Rain Barrel/Compost Bin sales policy, attached, which was approved by the BOS at their 6/6/17 meeting. DPW Director Rodriquenz felt that tracking sales to insure that $1000 maximum is extended in reductions/give aways to Boards & Committees was arduous. The SWTF approved the creation of a flyer to announce the sales & a mailing that could be placed in with the tax bills for $242.80. There was a discussion on what is needed to move the Illicit Discharge Detection and Elimination (IDDE) Zoning bylaw to the general bylaws. It was determined that, without changes to this bylaw, it could be moved, as is, at the Fall Town Meeting. Adam will work to make this happen. ===PAGE 2=== There has been no progress on altering Central Mass Regional Stormwater Coalition forms for use by Lunenburg. Phyllis offered to assist in this effort. The meeting schedule was then confirmed: June 22 nd will be with DCI to review the NOI prior to meeting with the BOS, July 13, July 27 with DCI, August 24, September 14, 28. All meetings will be held at 6:30 pm, in the Ritter Building, upper conference room, unless otherwise noted. Jack Rodriquenz made a motion to adjourn at 8 pm, Jack Rabbitt seconded, all voted in favor. ======================================================================================== DOCUMENT : 2017-06-22-agenda-5762.txt BOARD : stormwater-task-force DATE : 2017-06-22 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-06-22-agenda-5762.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_06222017-5762 ======================================================================================== ===PAGE 1=== ======================================================================================== DOCUMENT : 2017-07-27-agenda-5748.txt BOARD : stormwater-task-force DATE : 2017-07-27 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-07-27-agenda-5748.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_07272017-5748 ======================================================================================== ===PAGE 1=== ======================================================================================== DOCUMENT : 2017-07-27-agenda-5763.txt BOARD : stormwater-task-force DATE : 2017-07-27 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-07-27-agenda-5763.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_07272017-5763 ======================================================================================== ===PAGE 1=== ======================================================================================== DOCUMENT : 2017-07-27-minutes-5748.txt BOARD : stormwater-task-force DATE : 2017-07-27 KIND : minutes OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-07-27-minutes-5748.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Minutes/_07272017-5748 ======================================================================================== ===PAGE 1=== STORMWATER TASK FORCE (SWTF) MINUTES July 27, 2017 The Stormwater Task Force (SWTF) met in the Ritter Building, first floor conference room, as scheduled, with Matt Allison, Phyllis Luck, Jack Rabbitt, and Jack Rodriquenz present. Also in attendance were Ed Himlan of the Mass Watershed Coalition (MWC), Mike Clark, of Design Consultants, Inc. (DCI), and Lunenburg Land Use Director, Adam Burney. The meeting opened at 6:35 pm. It was announced that the Municipal Separate Storm Sewer System (MS4) Permit, originally to commence 7 2017, will be stayed until 7 2018. The Notice of Intent (NOI) will now be due 9 2018. Minutes of the June 8, 2017, meeting were accepted. There was a discussion on the status of the 2003 MS4 Permit requirements, including:  MS4 System mapping The system mapping to this point has shown the existence of some sump pumps  Procedures for removing illicit discharges to stormwater system Dry weather mapping is the most accurate indicator of the existence of illicit discharges to the stormwater system. Procedures must be adopted, implemented, and documented.  Record keeping and reporting for 2003 permit DCI Consultants emphasized the importance of the creation of accurate documentation within a Central Data System to comply with the requirements of the current MS4 permit. There was a discussion about what the SWTF may accomplish beyond the requirements of the current MS4 Permit, as there is much that is worth doing to improve water quality in Lunenburg’s lakes and ponds that is spelled out in the new MS4 Permit which has been delayed one year. It was discussed that the BOS first wants the SWTF to focus on the “must do’s” with the available funds. However, should there be “low hanging fruit” that may be relatively easy to accomplish, provide good value, and move stormwater management in the right direction, those tasks will be undertaken. The final draft of the Notice of Intent (NOI), now due 9 2018, was reviewed. A few minor changes were made, such as the replacement terminology of “Land Use Department” for “Planning Department”, as this would encompass boards other than Planning and more accurately reflect the responsible entities. It was determined that, within Minimum Control Measure (MCM) 6, the Best Management Practice (BMP) for Operation and Maintenance (O&M) “Responsible Departments/Entities” would include Town Departments in addition to the DPW Operations, as other Town Departments have responsibilities in these areas (for example Police, Fire, and School departments maintain, wash, store vehicles. The School Department mows and fertilizes playing fields. ===PAGE 2=== There was a discussion on the Board of Selectmen’s request for a review of the Stormwater Management Plan (SWMP) NOI. It was determined that it would fit best to have a review with the BOS in October. Phyllis will request that this be put on the agenda. Adam has agreed to create summaries of each MCM to facilitate this presentation. Cost estimates for MCM’s (attached) were discussed. It was acknowledged that these are estimates only, and do provide a first look at what the Town may be looking forward to in terms of costs of compliance. It was announced that Town Manager Lemieux has informed the SWTF that the fully executed contract documents for the $25,000 Community Compact Grant to implement the Stormwater Measures identified in the scope of work have been received. She has advised the SWTF to proceed with hiring a consultant to perform the tasks identified in this scope of work. The SWTF will discuss at the next meeting to be held on 8/24/17. Jack Rabbitt exited the meeting at 8:24 pm. The meeting schedule was then confirmed for the third quarter : August 24, September 14, 28. A schedule for October through December will be discussed at the next SWTF meeting. All meetings will be held at 6:30 pm, in the Ritter Building, upper conference room , unless otherwise noted. Motion to adjourn was made by Matt Allison at 8:31 pm; it was seconded by Jack Rodriquenz; all concurred. ======================================================================================== DOCUMENT : 2017-08-24-agenda-5749.txt BOARD : stormwater-task-force DATE : 2017-08-24 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2017-08-24-agenda-5749.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_08242017-5749 ======================================================================================== ===PAGE 1=== Town of Lunenburg Storm Water Task Force 17 Main St. Phyllis Luck, Chair Lunenburg, MA 01462 Matt Allison, Member Jack Rabbitt, Member Jack Rodriquenz, Member 6:30 p.m. August 24, 2017 NOTICE OF MEETING Ritter Building, upper conference room AGENDA Ritter Building, upper conference room 1.
