Nick Cristofori passed out an agenda (attached) he'd created to step us through CET's progress in providing professional engineering services for NDES Phase II MS4 Permit compliance. 1. Project/Task Status Update Task 1 - Annual Report: submitted in a timely manner to meet the September 30 deadline • Task 3 - IDDE Field Work: completed 5 field days; attempted to locate 145 outfalls; located 111 structures (98 outfalls, 9 culverts, 4 swales). Did not locate 34 structures; will attempt to locate these in 2020. Of interest is that there are ~ 250 "outfalls" in the IDDE Plan, ~ 380 in GIS. Task 4 - Operation and Maintenance (O & M) Plan; there needs to be a listing of all facilities (schools, DPW, Public Safety, etc.), that could be possible sources of pollutants (trash, oil, gas, etc.). Nick will send a copy to the SWTF when completed, for input. There is a requirement that each of these facilities have an operation and maintenance plan; the goal is that these plans will be created over this winter. • Task 13 - Catch Basin (CB) Optimization Plan: Nick has sent a draft to DPW Director Rodriquenz for his perusal. Catch Basins need to be cleaned in a timely manner so that the sumps are never more than 50% full, therefore a plan has to be created to insure that this happens. • Task 14 - Street Sweeping Plan: was to be done in Year One, but wasn't; has now been completed. It is basically a map of Town, indicating which roads need to be swept annually, which more often. Roads that connect to the Nashua River Watershed need to be done more often, for example, because of the phosphorous impairment. • Task 15 - Winter Road Maintenance Plan: the DPW Director has the draft of this plan; Nick needs to follow up with him on this. • Task 5 - Public Education: Nick forwarded information to the SWTF; we will discuss at a future meeting. Phyllis Luck asked for clarification that all of the above tasks need to be completed in Year Two. Nick responded that the Dry Weather screening in Task 3 needs to be completed by the end of Year Three. 2. Next Steps Task 7 - Stormwater Utility: any interest? There was a great deal of discussion about the possible benefits of creating separate funding through a Stormwater Utility, as well as the disadvantages of moving these costs out of the budget and charging residents a separate fee to fund these expenses. The SWTF decided to put this initiative on hold and discuss at length at the next meeting. • Task 8 - Regulatory Mechanism Assistance: this is an important issue that needs to be dealt with now. The Town's bylaws and regulations must meet the new requirements of the MS4 permit. Any changes to the current stormwater bylaw that may be necessary, need to be ready to meet the mid-March submittal requirement to appear on the warrant for the May Town Meeting. Nick and Adam will get together next week to review, discuss, and then Adam will set up a meeting with the Conservation Commission Agent, Building Commissioner, Adam, and Nick. The goal is to get this going in December. ===PAGE 2=== 3. To Be Done Later • Task 2 - SWMP (Stormwater Management Plan) Updates: should be completed May/June 2020. • Task 6 - Public Participation: there has been $1,000 allocated should the Town want CEl to proceed on this task. • Task 9 - IDDE Training: Nick mentioned that he and Adam had spoken of this; no further detail was provided. 4. Year 3 Recommended Budget (attached) • FY-2019 Budget is $75,000; CEl is recommending that the Town budget between $60,000 and $75,000 for FY-2020, with a suggestion that the Town use the $75,000 figure. Town Manager Lemieux agreed to use the $75,000 as a budget number. 5. MVP Planning Grant - Municipal Vulnerability Preparedness Program Grant (MVP) provides funding for communities to prepare for climate change and improve climate resiliency. The Town Manager and Land Use Director had already spoken to Nick about this. The Town is in the process of applying for the $15,000 Planning Process grant. If awarded this grant, the Town will work with an MVP provider (CEI has 5, including Nick Cristofori) to work with Town personnel to identify areas of Town that are vulnerable to flooding and/or could be prone to becoming inaccessible in the event of a natural disaster, and to then host a public forum in a holistic process to obtain additional input and discuss these findings. The workshop must be either one 8 hour workshop or two 4 hour workshops; typically these are held on weekdays. Participants would be applicable Town employees and the public. January 15 is the deadline for completing the application. Nick would like to have it wrapped up the week after Thanksgiving, latest. If awarded this grant, Lunenburg would have to complete this process by June of 2020. Upon becoming an MVP Community, towns are eligible for grants which cover a wide range of activities, and can be substantial in amount. About ½ to 2/3rds of the communities in the State have obtained this status. Land Use Director Burney exited the meeting at the beginning of the MVP Planning Grant discussion. Nick Cristofori exited after that discussion. SWTF members discussed the meeting schedule, then adjourned. Meeting Schedule for the 1st quarter: January 23, February 27, March 26. All meetings, unless otherwise noted, are held on Thursdays at 6:30 pm, in the Ritter Building, upper conference room. Should additional meetings be required, they will be scheduled on the second or fourth Thursday of the month.
