Open Meeting & Roll Call 7:03 PM John Beale (Member), Bill Bernard (DPW), Adam Burney (Land Use Director), Matt Proctor (Member), Amanda Reid (Planning Board), and Richard Tremblay (Chair). 2. Public Comment No public comment. 3. Review & Approve Minutes Motion by Matt Proctor to approve minutes from February 16, 2023, seconded by John Beale. 4. Task Force Member Updates As discussed at a prior meeting Richard Tremblay has reviewed the Central Mass Stormwater website and found numerous resources and helpful information. This includes a project partners list and a list of current projects that are underway or have already been completed. There is also a website thinkbluemassachusetts.org that has information under the Stormwater tab. Adam Burney has looked into creating a Sharefile account as there has been interest in prior meetings. This will contain reading materials and files related to stormwater. Adam Burney and Richard Tremblay will work on the next steps to get this created. 5. DPW Director Update on Data Collection Bill Bernard has started data collection today, April 20, 2023, related to stormwater tasks being completed by the DPW. Data collection will be taking place 5 days a week for approximately 2 months. Android devices and GPS units are collecting invert elevation, conditions of pipes, and catch basin information. Once data is collected there will be the mapping of the pipes from one catch basin to the outfall or catch basin to the manhole. An essential part of collecting ===PAGE 2=== data is mapping drainage situations to determine where the pipes go and which way the water is flowing. 6. Ongoing Items Asset Management Grant Bill Bernard has sent out numerous spreadsheets to the task force regarding cost expenditures related to stormwater through the end of March. A foreman has started to use the street sweeper on a daily basis and a new equipment operator was also hired so now street sweeping and catch basin cleaning can happen simultaneously. The goal is to clean 25% of the roads with the street sweeper and clean 25% of the catch basins. Demonstration Structural BMP Project CEI has looked at the high school and found numerous location options for this structure. Aerial surveying with a drone as well as ground surveying has been completed. The superintendent at the high school has signed off and is on board. Bill Bernard received an adjusted cost for the rain garden and will bring estimated numbers to the next meeting. In regard to installation, the DPW can do the excavation of the land, and students from the horticulture classes will do the installation and help with upkeep. Bill has created a sketch of a concept design with an aerial view. This project is scheduled to be completed by the fall. Bill Bernard has reviewed the MS4 tools and resources section and found a lot of training that is available. There is also an Excel spreadsheet that helps build a stormwater utility available on the MS4 website. 7. Items for Next Meeting After the elections on May 20th, the group will meet, and an additional member will take a spot on the Stormwater Task Force Board. 8. Next Meeting Dates May 18, at 7 PM. 9. Public Comment No public comment. 10. Adjourn Motion to adjourn at 7:34 PM by John Beale, seconded by Matt Proctor. ======================================================================================== DOCUMENT : 2023-05-18-agenda-265.txt BOARD : stormwater-task-force DATE : 2023-05-18 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/stormwater-task-force/2023-05-18-agenda-265.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_05182023-265 ======================================================================================== ===PAGE 1=== May 18, 2023 Ritter Memorial Building 960 Massachusetts Ave. 7:00 PM The following information is also provided for members of the public that would like to participate in the meeting remotely: To Participate Remotely: From a computer, please use the link below to join the public meeting webinar: https://us02web.zoom.us/j/859 5023 3585 or from a telephone, dial the toll free number (888) 475-4499 and enter Webinar ID: 859 5023 3585. Open meeting The meeting opened at 7 PM. 2. Election of Chair and Vice Chair Motion to nominate Timothy Willsmer as Chair by Renee Emkey, seconded by John Beale. All in favor. The vote for Vice Chair was postponed as a member of the board is not present. 3. Public Comment No public comment. 4. Explanation and goals of the SWTF (W. Bernard) Bill Bernard put together a PowerPoint that was shared during the meeting and is also available on the drive. Stormwater refers to water that runs off after a rain or snowstorm picking up litter, bacteria, chemicals, sand, and other debris as it flows over the land and into storm drains and bodies of water. The stormwater mission statement that was compiled at the start of the task force is as follows: The stormwater task force is charged with the development of a comprehensive stormwater management plan that complies with state and federal regulations, provides a storm and surface water system that controls damage from storms, protects surface water quality and protects the environment. The plan shall determine which local agency or agencies will be responsible for implementation, establish the estimated cost of the program, as well as provide for the creation of an ongoing funding source to enable its success. 5. DPW Director Update on Data Collection Last year Bill Bernard started to track stormwater related costs to report back to the Board. The spreadsheet recording stormwater related costs was broken down by month, labor cost, equipment cost, and cost in number of hours. ===PAGE 2=== In the first year of tracking, there was a total cost of $67,000 spent on stormwater related tasks. In FY 23, a total of $72,000 was spent on stormwater related tasks. In the past 6 months, a total of $104,000 was spent and there hasn’t been snowfall yet. The last damaging storm on September 11th a total of $75,000 was spent for clean-up. NEMA, FEMA and DOT requested information regarding the damage on September 11th. There needs to be additional research regarding funding and grants related to stormwater. 6. Ongoing Items Asset Management Grant & Demonstration Structural BMP Project (W. Bernard) The grant is complete, and the information collected was put into the GIS system. The grant paid to collect the data completed by CEI. The collected that was collected looked at over a thousand features including catch basins, manholes, and pipes. All the data was collected between April and September and only about 25% of the entire system was completed. There are intentions of applying for the grant again when applicable. Renee Emkey questions if there are grants available for maintenance, repair, or replacement of anything stormwater related. Bill Bernard believes there may be grants available for replacements. The BMP demonstration location will be at the High School and will consist of a rain garden. Bill Bernard has the final plans and is aiming for spring. A kiosk will be added with an explanation of the demonstration. This is a requirement for the permit. 7. Items for Next Meeting Items for the next meeting include reaching out to other towns to find their process regarding stormwater and if they use enterprise funding. The Board discussed inviting CEI to attend an upcoming meeting. 8. Next meeting January 18th at 7PM at the Department of Public Works building. 9. Public Comment No public comment. 10. Adjourn Motion to adjourn by Renee Emkey, seconded by John Beale. All in favor. The meeting closed at 8:05 PM.
