158 cuts announced in writing — and what the record can and cannot say about them

Every reduction and restoration named in 9 of the district’s own budget documents, FY2020 to FY2027, quoted at its page. Most name a job no published series counts — so for 48 of the 60 adopted cuts old enough to check, the honest answer is that nobody can tell.

A cut list is a claim, not a record. Every row here comes from a document the district assembled to argue for a budget. It is the district’s own words about what it intended, which is why it is worth publishing — and it is not evidence that any post was removed. Where a cut is not visible afterwards there are several innocent readings and this page names them: a grant appeared, a retirement absorbed the reduction (the district’s own slides say so twice), enrolment moved, or the position was restored in public by a later vote — which is exactly what the FY2020 record shows happening.

And the lists exist because the district publishes them. 49 of these rows carry the district’s own written account of what losing the post would do — not a summary of it, the sentence itself. Nothing obliges a school district to print that, and this register would be impossible without it. No row here is about a person; every one is about a line on a document.

Did the cuts we voted actually happen?

For most of them this record cannot say, and neither can any other one that is published. Of the 60 adopted reductions old enough to check, 48 name a job — a paraprofessional, a secretary, a custodian, a counsellor — that no series counts by school. 6 of the remaining 12 are matched by a fall in the state’s teacher count, 2 by a rise, and 4 by a movement smaller than the document stated. What the register can show is the part nobody had assembled: which list each cycle actually adopted, and how far that list moved from the one before it.

Positions on the FY2020 cut list that were gone from it four weeks later

A published cut list is a stage in an argument, not a decision the town has taken.

In FY2020 the district published a list of 8 positions it recommended cutting and a final list, four weeks later, that did not carry 3 of them. On 6 March 2019 the Superintendent recommended reductions at 4 schools. On 29 March 2019, after the Town Manager raised the target, a memo recommended that the extra money “be used to restore one foreign language teacher position to LHS and a 0.5 librarian position to the Primary School”. Both are absent from the budget presented for adoption on 3 April 2019, and the athletic trainer moved from the reduced column to the new-positions column. The state’s teacher counts agree with the withdrawal rather than the announcement: high school foreign language FTE goes from 4.1 to 4.2 across that year, while the middle school post — the one that stayed cut — goes from 1.8 to 0.8.

What it does not show That the other five were carried out. This compares two lists the district published; it does not observe a single post. The foreign language figures are DESE’s apportionment of teaching time by subject, which moves when a timetable moves.

School positions the May 2024 override took off the cut list

The nine it did not save are the nine a federal grant had been paying for.

Before the May 2024 ballot the School Committee published two cut lists — 22 positions without an override and 9 with one — and the override passed 753 to 664. So the shorter list is the one that became operative, and 13 positions came off. Every one of the 9 that stayed on it pairs to a post the district’s own budget update lists as cut “due to loss of ESSER” — the federal pandemic grant — and only one ESSER post, a second guidance counsellor, was among those the override saved. The pairing between the two documents’ wordings is ours and both strings are published beside each other. What the town voted for bought back the posts it was paying for itself; the grant-funded ones ended either way.

What it rests on The School Committee’s own override statement, which prints both lists on one page; the FY25 Superintendent’s Budget Update, page 43, which prints the positions cut for loss of ESSER; and the election result as the FY2024 annual town report records it.

What it does not show That the thirteen were kept or that the nine went. Two published lists and a ballot result establish which list was operative and nothing about any individual post. The pairing between the two documents is our reading of two different wordings, printed here so it can be disagreed with.

Adopted school cuts that no published series can see at all

The jobs the state counts are teachers. Most cut posts are not teachers.

Of the 60 reductions on the lists this town actually adopted and that are old enough to check, 48 name a job no published series measures by school. Paraprofessionals, secretaries, custodians, guidance counsellors, social workers, maintenance staff, tutors and BCBAs are most of every list here, and the state publishes teacher FTE. Its educator headcount does carry paraprofessionals and administrators, and for Lunenburg it exists in FY2021, FY2022 and FY2023 only — none of the years any list here would be tested in. So the question a resident asks first, whether the cut happened, is unanswerable for 80.0% of the posts by anything anybody publishes.

What it rests on The adopted list from each of the five cycles, tested against DESE’s teacher FTE by school and subject; the jobs no series counts are identified from the district’s own printed job title and the rule is published in the payload.

What it does not show That those cuts did not happen. This is a statement about what is published, not about what occurred, and it is the reason three rows sit in the gap register with the document that would close each.

Half. Two moved the other way and four by less than the document stated.

Where a published series can see an adopted cut at all — 12 of them — the state’s teacher FTE moves with it in 6 cases. The clearest is the FY2026 world language teacher: the School Committee approved cutting one, and the foreign language FTE across the middle and high schools falls from 4.9 to 3.9 the following October. 2 went the other way, 4 moved by less than the document stated. A movement that agrees is consistency and not proof — a retirement was announced in the same month as the world language cut, and the record does not separate the two.

What it rests on The adopted list from each cycle, against DESE teacher FTE by school and subject for the October after the budget took effect. The tolerance, the subject mapping and the list of jobs no series counts are all ours and all published in the payload.

What it does not show That the instrument saw the cut. DESE apportions FTE by teaching assignment rather than by post, so a subject can fall because one timetable changed and rise while a post in it is removed — which is what the FY2026 high school mathematics row does. And the count is one day a year, so a post filled again in November is invisible.

Cycle by cycle, and how the list changed inside each one

The register keeps every list, not only the last one, because the changes between them are the finding. In FY2020 the district published three in four weeks; in FY2025 it published two on one page and let a ballot choose between them. The adopted list is the one that was voted or presented for adoption, and it is the only one the outcome section tests.

Case one — the list that changed three times in 4 weeks

FY2020 is the clearest thing in the register, because the whole cycle is in the archive. The February update names a gap and no positions. The 2019-03-06 list names 8 positions at 4 schools, each with the district’s own account of what losing it would do. Weeks later, after the Town Manager raised the target, a memo dated 2019-03-29 recommends spending the extra money on two of them. By the budget hearing on 2019-04-03 the reduced column is down to 5, and the athletic trainer has moved to the other side of the slide.

And the librarian, in the district’s own book rather than the state’s: the restated P.S. Librarian line is printed at zero in every year before FY2020 and carries $39,235 in it — the year the 0.5 FTE reduction was recommended and then withdrawn.

What this does not show

That the other five reductions on the March list were carried out. This compares two lists the district published and sets a state series beside them; it does not observe a single post. The foreign language figures are the state’s apportionment of teaching time by subject, which moves when a timetable moves, and the librarian line is the district restating its own book rather than an accounting record.

Case two — the year a ballot chose between two cut lists

Before the 2024-05-18 election the School Committee published both lists on one page: 22 positions cut without an override and 9 with one. The override passed, 753 to 664. So 13 positions came off the list by vote — and the 9 that stayed on it are, one for one, the posts the district’s own budget update lists as cut because a federal grant had ended.

The document reconciles to itself: the statement’s own sentence — 19 full-time posts cut, 10 retained — leaves 9, which is the length of the shorter list. One row on the longer list is not a position — “Expense lines including supplies, instructional tools etc” — and is excluded from both counts.

The pairing between the two wordings is ours. The two documents describe the same posts in different words and neither states the correspondence, so both strings are printed side by side rather than merged, and a reader can disagree with any row of it.

A possible explanation — nothing here tests it

The two lists line up so exactly that it is tempting to say the override was designed to buy back the town-funded posts and let the grant-funded ones go. That reading fits, and nothing here tests it: the same alignment is produced by any process that priced the general-fund posts first, and the documents state no rule at all.

What would settle it: The district’s grant award and payroll charge detail, showing which fund paid each post in FY2024 and FY2025 — a Business Office record that is not published.

Case three — the clearest confirmation, and the clearest contradiction, in one year

The FY2026 list the School Committee approved names 39 positions and prints no dollar figure and no consequence against any of them. Two of its rows are the sharpest results on this page, and they point in opposite directions.

“LMHS - World Language Teacher”

DESE teacher FTE, Foreign Language, Lunenburg Middle School + Lunenburg High falls from 4.9 to 3.9 the following October — a change of -1. One stated post, one FTE gone, in a series the district does not produce.

“LHS - Math Teacher”

DESE teacher FTE, Mathematics, Lunenburg High goes from 6.6 to 8.7 — up 2.1. The whole district’s teacher count fell by 1.6 over the same year, so this is one subject rising inside a falling total.

What this does not show

That the mathematics teacher was not cut. The state apportions teacher FTE by teaching assignment rather than by post, so a subject rises when timetables move toward it — one teacher taking two more mathematics sections shows up here and no post has been added. It equally does not show that the world language post was cut: a world language teacher’s retirement was announced in the same month, and a retirement and a layoff produce the identical fall.

The FY26 approved list cut an LMHS World Language Teacher, and the state’s foreign language FTE falls by exactly 1.0 the following October. A retirement announced in the same month fits that fall as well as a layoff does, and nothing in the record separates them. Rule 7.

“Does not resolve” is not a failed cut. The state publishes FTE to one decimal place, so a movement under 0.15 is the resolution of the instrument rather than a reading from it. A cut of 0.15 FTE and no cut at all look the same in this series, and the page says so rather than choosing.

What this cannot answer

Whether a position the district announced it would cut was removed

The district publishes a cut list most budget cycles — 158 named reductions across five cycles in this archive — and nothing published says what became of any of them. The only independent series that reaches any of it is DESE teacher FTE by school and subject, one October snapshot a year, and teachers are a minority of every list: paraprofessionals, secretaries, custodians, guidance staff, social workers, maintenance and BCBAs are counted by nothing at school level. **A list of intended cuts is not a record of staffing.**

What would close it: the district’s year-end position control report — filled posts by FTE, school and funding source — which the Business Office produces for payroll and does not publish.

Whether an announced cut was reversed by a hire during the school year

Residents describe posts being cut in the spring and filled again a month into the school year. The one instrument that reaches teacher staffing is DESE’s EPIMS return, collected on **1 October**, so a post cut in June and refilled in November is invisible to it and a post filled on 1 October and vacated in January counts as filled. Nothing in this archive is a within-year series.

What would close it: the district’s monthly payroll position report, or the School Committee’s personnel action items compiled as a series — the minutes carry appointments one meeting at a time and nobody has assembled them.

What each announced school position cut was worth

Only the FY2027 documents print a dollar figure beside a position. The FY2026 list the School Committee approved names 39 positions and prints no amount against any of them; the FY2025 impact slides print an FTE and a consequence and no money. So the register can say what was cut and, for one cycle in five, what it saved — and a figure beside a post is a budget-line saving, net of grants and fees (rule 11), rather than what the post costs.

What you would have had to see, and when

The question a Finance Committee member arrives with is not what happened; it is what they would have had to be given, and by when, to have known. For this register the answer is one document and one date. The district’s own year-end position control report — filled posts by FTE, school and funding source, for each year — which the Business Office produces for payroll and does not publish. Received in the autumn, after the October payroll settles and before the next budget cycle opens, it would turn every row on this page from a claim into a checkable fact — and it would answer the argument the Finance Committee and the School Committee had in January, which neither side could settle from anything published.

The Finance Committee chair, on the contested fact this whole register sits inside. The reply in the same paragraph is that FY26 included significant layoffs and the chart did not show them. Both are claims about measurement, which is what this page is for.

The one thing that would not settle it is another budget document. Every list in this register is a forward statement, and a ninth one would be a tenth claim rather than a first measurement.

This is the school side only

The town side publishes its own reduction lists — the Finance Committee’s report in the annual town meeting warrant sets them out line by line, with the amounts and the override tier that would restore each. They are not in this register, and the absence is a limit of scope rather than a finding about either side. Nothing here supports a comparison between what the schools cut and what the town cut, and a reader reaching for one is reaching past the data.

What this does not establish

  • That any position on any of these lists was or was not removed. The lists are what the district published; the state’s teacher counts are a separate measurement on a different definition, and where the two agree that is consistency rather than proof.
  • That a cut which does not show was not made. A grant can pay for a post, a retirement can absorb a reduction — the district’s own FY25 slides say so twice — enrolment can move, and a later vote can restore a position in public, which is what the FY2020 record shows happening.
  • That a cut which does show was made for the reason the list gives. Two things moving together is not one causing the other.
  • Anything about a post cut in June and filled again in the autumn. The instrument is one day a year.
  • What any of this cost. Only the FY2027 documents print a dollar figure beside a position, and a budget-line saving is net (rule 11) rather than what the post costs.
