What this report counts

A row is a transfer as the Cemetery Commission’s minutes record it: sometimes one line to another, sometimes one total for a batch, sometimes only the vote. Totals add the amounts the minutes print; a transfer approved with no amount printed is counted and adds nothing. The fiscal year is the one the minutes state where they state one, otherwise the year the meeting fell in, marked as ours.
